A meeting of the Cabinet of Ministers
Vice Premiers reported on the results of the socioeconomic development of the country for seven months of the current year. Thus, as compared to the same period of 2011, the volumes of production of electric power, natural gas, oil, gasoline, diesel fuel, kerosene, lubricating oil, polypropylene, iodine, plastic and fiberglass pipes, fittings, cement, textile and knitted goods, fish products, mineral water and soft drinks, flour, etc. increased in January-July 2012.
The retail trade turnover rose by 15.1 percent as compared to the same period of 2011. In January-June the foreign trade turnover increased 1.5 times. The index of the paid services rendered to the local population, as compared to the same period of 2011 increased 14.8 percent.
The taxation plan was fulfilled. The local budget revenues had been implemented to 125.6 percent and the budget expenditures вАУ 94.4 percent.
There were reports on the implementation of foreign policy in particular the outcome of the 6th meeting of the intergovernmental Turkmen-Russian commission for economic cooperation held in Moscow on July 30-31, about the working visit of President of Turkmenistan to Turkey, scheduled for August 9-10, and providing Visit Istanbul and Izmir.
The Vice Premiers reported on implementation of the foreign policy of the country. In particular it was reported on the results of the sixth sitting of the Intergovernmental Turkmen-Russian Commission for economic cooperation held in Moscow on July 30-31, on the programme of the working visit of the President of Turkmenistan to the Republic of Turkey scheduled for August 9-10.
It was also reported on the programme of festive events dedicated to the Turkmen Melon Day annually celebrated on the second Sunday of August. Vice Premiers reported on the work done for seven months in the construction and building materials industries.
In particular, the production growth rate at the enterprises of the Ministry of Construction made up 115.3 percent as compared to the same period of 2011. In January-July the growth rate at the Ministry of Building Materials Industry made up 107.7 percent as compared to the same period of 2011. In particular, the production growth rate for cement made up 125.1 percent, metal-roll вАУ 132.7, non-metallic materials вАУ 108.9 percent. In the reporting period the production growth rate at the enterprises of the Ministry of Energy made up 118.2 percent as compared to the same period of 2011. The Ministry of Communal Services fulfilled the works up to 120 percent as compared to the same period of the last year.
The growth rate of oil and gas and gas condensate production made up 106.7 percent, natural and associated gas production 112.1 percent as compared to the same period of 2011. The вАШblue fuelвАЩ export to neighbouring and remote countries increased to 16.1 percent. In the oil refining industry the output of commodities in high demand in the domestic and world markets increased: production of gasoline increased to 106.8 percent, diesel fuel вАУ 102.5 percent, polypropylene вАУ 110.7 percent, liquefied gas вАУ 125.1 percent, liquefied oils вАУ 112.7 percent as compared to the same period of 2011.
In the chemical industry the production growth rate for mineral fertilizers of all kinds increased to 14.2 percent, technical iodine вАУ 3.5 percent for seven months of the current year. The high production growth rate was achieved in the fishing industry. All this ensured the substantial earnings growth in the oil and gas sector which increased to 74.7 percent as compared to the same period of 2011.
It was also reported on the progress in implementing the programmes on developing the Avaza National tourist zone.
It was reported on the work done in the transport and communications sectors for seven months of the current year. It was noted that the motor, railway and air transport enterprises had achieved the positive growth indicators as compared to the same period of 2011. In particular, the freight traffic growth rate in the railway transport sector made up 107.0 percent and passenger transportation service increased to 110.5 percent. The similar indicators achieved by the enterprises of the Ministry of Motor Transport made up 101.8 and 100.6 percent respectively. In the reporting period the telephone installation plan was fulfilled as high as two times.
It was also reported on the progress in implementing the national social policy and the national programmes aimed at promoting the national science, education, health care, sport and tourism. Five secondary schools, twelve kindergartens, a childrenвАЩs health improvement centre designed for 1,000 places, a new complex of buildings of the National Institute of Tourism and Sport, a new building of the Scientific and Sanatorium Department in Berzengi, a Hospital with Cardiologic Scientific and Clinical Center, an apartment house and Health Center in Ashgabat, and new complex of buildings of the Mollakara sanatorium were put into operation in the reporting period.
At present the Saglyk Enterprise is under reconstruction and its new production facilities have been put into operation, construction of the Emergency Centres has started in Ashgabat, Balkan, Dashoguz, Lebap and Mary Velayats, the new buildings of the Hospital with Cardiologic Scientific and Clinical Center and sanatorium are under construction in Dashoguz.
At present the admission examination take place in Turkmenistan. This year 5,766 students will enter the higher educational institutions and 5.765 - vocational education institutions of Turkmenistan.
The President of Turkmenistan signed the Resolutions approving the Programme on development of the textile industry branches and trade of Turkmenistan for 2012-2016, On the journal of the Ministry of Foreign Affairs of Turkmenistan The Foreign Policy and Diplomacy of Turkmenistan. The Turkmen leader expressed dissatisfaction with the shortcomings in satisfying the needs of passengers in railway tickets and gave specific instructions to eliminate these shortfalls.
Addressing the meeting participants, President Gurbanguly Berdimuhamedov summed up the work done within seven months of the current year. In January-July the GDP growth rate increased to 11 percent. By the sectors of the national economy this indicator is as follows: 140 percent in the industrial sector, 118.4 percent in the construction sector, the high indicators were achieved in the transport and communications sector, and other spheres.
In the reporting period, the budget revenues of the State Budget had significantly exceeded the budget expenditures вАУ to 93 percent. The volume of investment used from all sources of finance made up 138.1 percent as compared to the same period of 2011. An average monthly salary increased by 11 percent as compared to the same period of 2011. The Turkmen leader noted that the prospected apartment houses, kindergartens, stores and other objects and facilities had been built and put into operation according to the schedule. The President of Turkmenistan gave a number of specific instructions to the relevant officials noting that it was planned to put over 20 large facilities into operation in Avaza by the next summer season.
The other state policy issues were considered during the government meeting, and the decisions were adopted.
