President Gurbanguly Berdimuhamedov visits Lebap Velayat

President Gurbanguly Berdimuhamedov visited Lebap Velayat where he saw the progress in implementing the programme for social and economic development of this region and construction of a number of large-scale industrial facilities, including the ore-dressing and processing enterprise producing potash fertilizers – the project being implemented in collaboration with Belarusian partners. A government delegation of the Republic of Belarus led by Prime Minister Mihail Myasnikovich had arrived in Turkmenabat for this purpose.

This visit of the high-level delegation consisting of the heads of ministries and departments of such sectors as industry, architecture and construction, transport, communications and trade and other structures testified to the strategic interest of the Belarusian side in promoting long-term cooperation with Turkmenistan.

The President’s plane landed at the airport in Turkmenabat in the early morning. The Vice Premiers, the heads of ministries and departments and the Lebap Velayat Khyakim greeted the Turkmen leader there.

President of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with Prime Minister of the Republic of Belarus Mihail Myasnikovich in the airport building.

The guest conveyed the hearty greetings of President of the Republic of Belarus Aleksander Lukashenko who had expressed the best wishes to the Turkmen leader and happiness and prosperity to the Turkmen people.

Greeting the distinguished guest, President Gurbanguly Berdimuhamedov expressed belief that this visit of the Belarusian delegation would strengthen further the ties of friendship and partnership between the two states. The Turkmen leader noted that bilateral cooperation had become more dynamic and progressive in recent years. Regular meetings and close bilateral contacts enabled our countries to reach a qualitatively new level of cooperation in the political, trade and economic and cultural and humanitarian spheres within a short period of time.

The promotion of trade and economic contacts has a special place on the agenda of the multifaceted Turkmen-Belarusian dialogue, said President Gurbanguly Berdimuhamedov focusing on the profound potential to intensify partnership, explore new, promising fields in this sector and increase export and import turnover. In this context the Turkmen leader underlined the critical role of the Intergovernmental Turkmen-Belarusian Commission for economic cooperation and focused on the need to intensify direct contacts between Turkmen and Belarusian ministries and departments and expand opportunities and create conditions conducive to closer collaboration between the business circles.

The Turkmen leader mentioned the project of the Garlyk ore-dressing and processing enterprise, which would become the leading chemical enterprise of in Turkmenistan, as a striking illustration of the effectiveness of Turkmen-Belarusian partnership.

We attach special significance to the successful implementation of this ambitious project and intend to tackle all the issues regarding the project implementation, emphasized President Gurbanguly Berdimuhamedov.

Highly evaluating the current level of relations with the Republic of Belarus, the Turkmen leader expressed belief that they would be developed and enhanced further at the bilateral level and in the multilateral format and reaffirmed that Turkmenistan was committed to expanding effective cooperation and stood ready to step up fruitful trade, economic and humanitarian contacts with the Republic of Belarus.

In his turn, Mihail Myasnikovich said his country was keenly interested in active cooperation with Turkmenistan that had won the reputation of being a dependable partner with the tremendous economic potential. The guest said Belarus stood ready to offer Turkmenistan its expertise in developing industrial infrastructure and establishing modern industries using innovative technologies.

It is a great responsibility to partner with Turkmenistan in the implementation of the ambitious project of the Garlyk field development, said the Prime Minister noting that this project provided for the construction of a large-scale industrial facility and delivery of state-of-the-art equipment as well as personnel training and transfer of experience. We stand ready to collaborate on developing this and many other fields throughout Turkmenistan, said Mihail Myasnikovich assuring that Belarus guaranteed that it would meet its contractual obligations.

During the meeting the sides discussed the possibilities to establish effective contacts in a number of other promising fields, including the humanitarian sphere. At the conclusion of the meeting President Gurbanguly Berdimuhamedov expressed belief that the meeting the high-level Belarusian delegation was going to hold in Turkmenistan would offer a new impetus to intensify interstate partnership and expressed the hearty greetings and best wishes to President of the Republic of Belarus Aleksander Lukashenko.

A presentation of the draft designs of new buildings and facilities to be constructed in towns and villages of Lebap Velayat was arranged in the airport building.

The Turkmen leader provided specific comments on and made amendments to the particular construction projects noting that the new quality of life should be guaranteed to citizens in urban and rural areas. Noting that Lebap Velayat was unique owing to its industrial potential and natural wealth, the Turkmen leader focused on the importance of developing tourism infrastructure in this region.

Then the events moved to Garlyk settlement in Koytendag Etrap in Lebap Velayat where a large industrial centre is currently being developed.

During the flight to Garlyk settlement the Turkmen leader could see the progress in implementing the reforms in the region and continued working on the industrial infrastructure development programme for Lebap Velayat.

The President’s plane landed in Garlyk where the cabinet ministers and builders of the ore-dressing and processing enterprise heartily greeted the Turkmen leader Gurbanguly Berdimuhamedov.

The President of Turkmenistan and the Prime Minister of the Republic of Belarus entered the assembly hall of the ore-dressing and processing enterprise.

Greeting those present, the Turkmen leader addressed the meeting. Noting that the aim of this trip to Lebap Velayat was to analyze the existing situation in the region where the ambitious changes were taking place and see the progress in implementing the ambitious project of the ore-dressing and processing enterprise, the Turkmen leader emphasized that effective and efficient use of rich resources of the fertile and generous Turkmen land was a key provision of his election programme and a strategic objective of the ongoing economic reform.

The construction of the ore-dressing and processing enterprise is directly linked with the fulfillment of this task. The benefits we will derive from this project are many, said the Turkmen leader. Firstly, we are developing new lands and abundant raw material resources that we are going to place at the service of the people. Secondly, under the national programmes and the development strategy supported by citizens of our country we are creating a new industry in the spirit of the times, and this is a new step to make Turkmenistan an industrially developed country. Thirdly, we are creating new jobs and building new towns and settlements, thus developing social infrastructure in the areas with newly built facilities.

The domestic production of mineral fertilizers that are in increasingly high demand in the context of the plans for promoting the agricultural reform, increasing and diversifying agricultural production and achieving food security will enable to refuse from import of expensive potash fertilizers as well as to export these products to world markets.

Given abundant raw material reserves we cannot afford to ignore an opportunity to use them efficiently, said President Gurbanguly Berdimuhamedov. We lay a foundation for the socio-economic growth of the society by boosting industrial production. Where industry flourishes there will be always flourishing cities and villages, and where cities and villages flourish people will be always prosperous and happy.

The construction of the ore-dressing and processing enterprise in the neighborhood of the Garlyk field that will produce about 1.5 million tons of potash fertilizers each year will become the starting point for new outstanding achievements in developing and managing rich natural resources and ensure improvement in the people’s welfare and enhancement of the economic strength of the Turkmen state, said the Turkmen leader.

The construction of this large-scale chemical plant marks the creation of a fundamentally new sector of Turkmen economy – the mining industry, emphasized the Turkmen leader. This is only a component of the ambitious plans for the future of the inexhaustible natural wealth of our country. Along with substantial reserves of oil, gas and other minerals there are over a dozen of potassium deposits in the territory of Turkmenistan. The total reserves of three potassium fields are preliminary estimated at 2.8 billion tons. In this regard President Gurbanguly Berdimuhamedov said an immediate task was to develop and put these fields on production.

Our country exports large amounts of oil and gas, said the Turkmen leader. But we should think about the future – the generations to come. We must diversify our economy and make it multisectoral and independent of oil and gas exports. We must fully meet the domestic demand in mineral raw materials and rank among the world's largest exporters within the next few years. We have all the possibilities for this. Koytendag is an inexhaustible source of minerals. And the major aim of our reforms is the benefit of the nation, the benefit of every individual and citizen, emphasized the Turkmen leader. This is that all undertakings and efforts are oriented towards.

Noting that the presidential election campaign was currently in full swing in the country, the Turkmen leader said he was there as the leader of the Turkmen state and as a presidential candidate. The Turkmen leader Gurbanguly Berdimuhamedov said the principle “a state for the people” was the essential idea of this election programme and pledged to put this principle into practice if the people gave him a vote of confidence. The Turkmen leader Gurbanguly Berdimuhamedov expressed firm belief that the February 12 presidential election would illustrate monolithic unity of our people and their commitment to the imperishable spiritual values and democratic foundations of the society.

In conclusion the Turkmen leader thanked local specialists and builders for their diligence and worthy contribution to achieving the lofty aims and wished good health, family wellbeing and every success in completing the ore-dressing and processing enterprise that would give rise to a new beautiful town.

Then the President of Turkmenistan and the Prime Minister of the Republic of Belarus attended the presentation of the projects of the ore-dressing and processing enterprise developed by the Turkmenhimiya State Concern and the Belgorhimprom Public Corporation. The draft designs vividly illustrated the work done and the progress in implementing this ambitious project and construction of necessary facilities, including ore-dressing plants.

Head of the Department of Mineral Fertilizers of the Turkmenhimiya State Concern Ya. Maramuha and Director General of the Belgorhimprom Public Corporation S. Shemet reported that the work had been done in compliance with occupational safety and environmental requirements.

Commenting on the report, the Turkmen leader suggested opening a training centre that would train highly qualified for the ore dressing and processing enterprise. In this regard the Turkmen leader instructed the high-ranking officials to explore the possibilities and take all necessary measures to open the centre and involve Belarusian specialists in these activities.

The Ministry of Architecture and Construction of the Republic of Belarus headed by A. Nichkasov, who expressed the willingness of Belarusian partners to collaborate on urban planning projects in Turkmenistan, presented its proposals.

During the meeting one of the builders of the Garlyk ore-dressing and processing enterprise, B. Seyithanov expressed ardent support for the Turkmen leader’s policy. He thanked the President for his tireless efforts to develop the region and promote the welfare of people, especially youth who were to continue with the ambitious reforms launched in our ancient land. Expressing support for the Turkmen leader’s election programme, B. Seyithanov said he would cast his vote for President Gurbanguly Berdimuhamedov in the February 12 presidential election.

Then the Turkmen leader Gurbanguly Berdimuhamedov and Prime Minister Mihail Myasnikovich were invited to visit a well site. Local specilaiats informed the Turkmen leader of the formation treatment methods.

Talking to local workers and specialists engaged with the construction of this important facility, the Turkmen leader asked about the conditions of life and work

After the meeting was concluded, President Gurbanguly Berdimuhamedov heartily bade farewell to the Prime Minister of the Republic of Belarus. The distinguished guest left Garlyk settlement for Turkmenabat where he completed his visit to Turkmenistan.

Then the Turkmen leader flew to the construction site of a cement works in Garlyk settlement.

CEO of Polimeks Erol Tabanca greeted President Gurbanguly Berdimuhamedov on the construction site. The Turkish businessman reported the Turkmen leader on the progress in implementing the construction project.

Noting that the Turkish company actively cooperated with Turkmenistan on the implementation of ambitious construction projects, the Turkmen leader highly evaluated the profound contribution that Turkish partners made to develop the economy and industrial infrastructure of Turkmenistan.

Talking to the CEO of Polimeks, President Gurbanguly Berdimuhamedov underlined the importance of ensuring environmental safety of the new cement works that must meet environmental requirements and create the favourable conditions of work.

Then the Turkmen leader talked to local workers and specialists engaged with the construction of the cement works. The President wanted to know how the work was organized, whether building materials, equipment and operating tools were provided and whether wages were paid to local builders and specialists in a properly and timely manner.

Talking about the presidential election, the Turkmen leader expressed belief that builders from Garlyk settlement together with all citizens of our country would take an active part in this important political action and perform their civil duty. Upon concluding the meeting, President Gurbanguly Berdimuhamedov wished good health and every success in their activity to those present.

Then the helicopter took the Turkmen leader to the Jarguzer frontier post in Garlyk settlement.

Chief of the State Border Guard Service M. Yslamov reported to President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan General of the Army Gurbanguly Berdimuhamedov. Then the Turkmen leader received the reports of the commander. The President visited the barracks and offices to know what conditions were created there, whether the territory was improved and how equipment and machines were used there.

Then the President visited the dining room where he shared a meal with military servants. During dinner the Turkmen leader had an informal conversation with young border guards about their service, life and recreation, the ambitious reforms and progressive changes taking place in our country in the new historical epoch and the role of the Armed Forces in bulwarking peace and cohesion in the native land, happy life and constructive labour of the Turkmen people.

The Turkmen leader wanted to know what military specialties young soldiers studied and what military equipment they learnt to use, how well political and combat training was conducted and how they spent their leisure time. The Turkmen leader talked to young border guards about cultural actions held at the frontier post and food supply.

The young soldiers shared their plans for the future.

Emphasizing that to stand guard over a peaceful and happy life of the people and Motherland was the difficult but noble and honourable mission, President Gurbanguly Berdimuhamedov noted that a key state policy priority was to improve the conditions of service, life and recreation of military servants.

Border guards expressed profound gratitude to the President for creating the favourable conditions of life and service and providing the vast professional development opportunities and assured that they would faithfully serve the Motherland.

The President wrote an entry to the Book of Guests of Honour and had a collective photograph with border guards taken. Bidding farewell to military servants, the Turkmen leader wished them good health and every success in performing the very important and noble mission to stand guard over peace and cohesion in the native land, happy and prosperous life of the Turkmen people.

The Turkmen leader heartily bade farewell to border guards. Then the President’s helicopter headed to the construction site of the highway bridge across the Amu Darya River in Atamurat Etrap in Lebap Velayat.

After the helicopter landed on the special area, the Turkmen leader considered the projects and draft designs of the bridge. The President emphasized that the implementation of this project would bring substantial economic benefits from transit traffic to our country and neighbouring states and facilitate international cooperation.

Talking to designers and specialists, the Turkmen leader made some recommendations on the exterior design of the bridge emphasizing that it should reflect the national colours. Talking to the top manager of the Ukrainian company engaged in the construction of the highway bridge, the Turkmen leader reminded that the major requirements made to all construction projects implemented in the country were the compliance with quality and safety standards and adherence to schedule and demanded that the bridge be put into operation according to schedule.

President Gurbanguly Berdimuhamedov underlined the critical role of the bridge in promoting industrial development of Lebap Velayat and implementing the national programme for the improvement of the social and living conditions in settlements, villages, towns in etraps and etrap centres.

One of the local workers engaged in the construction of the bridge, E. Hojamyradov expressed profound gratitude to the Turkmen leader for his unceasing concern for the future of the region, the prosperity of the country and ardently supported the Turkmen leader’s election programme. E. Hojamyradov said he would cast his vote for President Gurbanguly Berdimuhamedov in the February 12 presidential election.

The Turkmen leader thanked E. Hojamyradov for his support. Talking to the builders, the President said our ancestors regarded building bridges as of paramount importance. You are carrying out the work that will bring benefits to the country and people. This bridge which will connect the banks of the Amu Darya River will have a powerful impact on the development of Lebap Velayat and the country.

President Gurbanguly Berdimuhamedov talked to local workers and specialists about their everyday concerns. The Turkmen leader also wanted to know whether the construction work met quality standards, what working conditions had been created for workers and specialists and whether equipment and machines were used efficiently and effectively

The Turkmen leader as a presidential candidate talked to local workers and specialists to know about their suggestions and recommendations on the development of the country and improvement of the social and living conditions in its remote regions.

The bridge under construction is a vivid illustration of friendly relations and long-term cooperation between Turkmenistan and Ukraine, said the Turkmen leader underlining its crucial role in boosting economic growth of the Central Asian region and facilitating fruitful trade and economic cooperation between different countries.

Intensification of international partnership, flexible investment policy and innovative advances in natural resources management have led to the diversification of the traditional leading sectors, creation of new segments of the industrial sector and rapid development of social infrastructure. All this have given rise to a construction boom throughout the country, said President Gurbanguly Berdimuhamedov. We have established the metallurgy industry and launched the production of marble; we are constructing cement works and setting up construction companies and firms able to compete with foreign ones.

In the future Turkmen companies will independently implement such important and ambitious projects. In this regard the President urged Turkmen builders to thoroughly study best international practices in this and other spheres. The Government will create the favourable conditions to ensure that you are able to work fruitfully, live happily and build large-scale facilities.

The Turkmen leader heartily bade farewell and wished local workers good health and every success in their activities. Then the President’s helicopter headed to Turkmenabat.

In the evening President Gurbanguly Berdimuhamedov returned to Ashgabat.
