President of Turkmenistan puts forward environmental initiatives at the UN Conference on Sustainable Development Rio+20
Addressing the global forum, President of Turkmenistan Gurbanguly Berdimuhamedov put forward the concrete proposals aimed at stepping up global efforts and mutually beneficial exchange of experiences in the name of progress and wellbeing in the global dimension and ensuring a happy future of mankind and the planet Earth.
Expressing gratitude on behalf of the delegation of Turkmenistan to the Conference organizers and the leadership of Brazil for providing hospitality and the conditions for the fruitful work, the Turkmen leader said twenty years that had passed since the last meeting were sufficient to evaluate the results of what had been done. The leader of the Turkmen state said these results were substantial and tangible and had showed that the chosen strategic aims and guidelines had proved to be correct at large. But times change. The world community is to address new challenges that evolve from global factors, modern realities and long-term development prospects.
The Turkmen leader stated that our country had responsibly launched the national development plans correlating them with the Millennium Development Goals in the ecological, social and environmental aspects. In this context a priority task is to effectively introduce modern production schemes and methods and develop industrial and social infrastructure that make it possible to mitigate negative impacts on environment. Supporting global efforts to reduce greenhouse gas emissions, Turkmenistan works towards to the use environmentally friendly and resource-saving technologies in the industrial sector.
In this context President Gurbanguly Berdimuhamedov noted that the National Strategy on Climate Change legitimately adopted recently in our country actually meant the gradual transition of production activities of the state in the major areas to environmental security parameters. The Turkmen leader said our country stood ready to submit this document to the relevant UN structures as its contribution to global efforts.
President Gurbanguly Berdimuhamedov emphasized that Turkmenistan attached particular importance to the energy sector development being fully aware of the responsibility that our country took upon itself as amajor hydrocarbon producer and exporter in the world. вЂњWe view therefore environmental security as a key issue. We believe that energy infrastructure cannot be developed in prejudice of the environment,вЂќ stated the President of Turkmenistan. This approach determines the position of our country that implies the need to reach an international consensus on energy security issues with the environmental aspects standing as a fundamental one. In this context the Turkmen leader put forward the proposal of Turkmenistan to build the new mechanism вЂ“ the Interregional Energy Dialogue under the aegis of the UN.
In his address President Gurbanguly Berdimuhamedov focused on the marine environment of the Caspian Sea as a critical issue that went far beyond the borders of the region. The Turkmen leader emphasized that the Caspian Sea as a unique ecosystem was a property of the whole mankind and therefore claimed particularly close attention of the international community. Furthermore, the Caspian Sea region is rapidly becoming one of the major centres of hydrocarbon production and transportation. The aim we all are to achieve is to combine objective economic interests with the need to preserve biological diversity of the Caspian Sea and not to let fragile ecological balance be broken. In this context we rely on assistance and support from the United Nations.
Another burning problem, without which it will be difficult to talk about the ways to address sustainable development issues in Central Asia, is the saving of the Aral Sea, emphasized the Turkmen leader. Noting that an integrated universal approach and active and systematic assistance from the United Nations were needed to tackle this issue, President Gurbanguly Berdimuhamedov put forward the proposal of Turkmenistan to start elaborating the measures which could be implemented as a separate area of the UN activities. We suggest developing it as the UN Special Programme for the Aral Sea which is expected to encompass the specific plans to stabilize and improve the situation, the Turkmen leader said.
Turkmenistan proposes that the specialized structure вЂ“ the Interregional Centre on Climate Change would be established jointly with the United Nations and stands ready to provide necessary infrastructure to support its activities, the Turkmen leader said.
In conclusion the Turkmen leader said Turkmenistan viewed this Conference as a landmark in global efforts to achieve sustainable development.
After completing the working visit to the Federative Republic of Brazil and the participation in the UN Conference on Sustainable Development Rio+20, the President of Turkmenistan left Rio de Janeiro for Ashgabat.
