President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where outcomes of work for January were summed up, actual issues of domestic policy of the State were discussed as well as the draft of certain documents were reviewed.
Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov who reported on the outcomes of the MFA activity in January.
It was mentioned that for the period under review, targeted work for intensification of fruitful international partnership where key role is given to high-level talks and meetings, was carried out. Number of bilateral foreign ministries consultations were held in Turkmenistan and abroad from the beginning of the year. Regular session of Turkmen – British Trade and Industrial Council has also taken place. Regular session of the Board of International Fund for Saving Aral Sea was held in Ashgabat on January 29 – 31.
Having focused on key objectives of the Ministry of Foreign Affairs and national diplomatic corps under steadfast implementation of foreign strategy of neutral Turkmenistan, President Gurbanguly Berdimuhamedov noted the necessity of implementation of all existing capability for the development of fruitful cooperation both in bilateral and multilateral formats under competent regional and international organizations and structures.
In this context, the president gave number relative assignments to the Vice-premier, Head of the MFA on expansion of beneficial relations with all interested foreign partners as well as on promotion and practical implementation of constructive initiatives of our country, which are to serve for the provision of global peace, security and prosperity.
Chairperson of the Mejlis A. Nurberdiyeva informed on the activity of national Parliament for the first month of current year.
Ten legislative documents including three Laws of Turkmenistan and seven Mejlis Resolution were adopted at the session of National Parliament. Preparation to the elections of the Mejlis deputies of the sixth convocation, members of the People’s Council and Gengeshys is ongoing. Highest legislative body of Turkmenistan steadily cooperate with the UN specialized departments and other competent organizations under the development of international and inter-Parliamentarian relations.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted exclusive importance of activation of the activity for modernization of national legislation base taking into account modern realities of country development. Concerning the subject of the preparation of coming elections of Mejlis deputies of the sixth convocation, members of People’s Council and Gengeshys and having highlighted their importance in consolidation of democratic bases of Turkmen society, the Head of the State requested to hold under unremitting control all aspects of current social and political campaign, having provided the transparency of election process.
The President of the country pointed out the necessity of further expansion of international cooperation and inter-Parliamentarian relations.
Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the outcomes of the work of the sphere under her supervision in January and on the programme of cultural events and opening of social and cultural facilities in February. The Vice-premier reported on elaboration of the Plan of events and activities that are to be held under the slogan of 2018 “Turkmenistan - the heart of the Great Silk Road” and on the Contest among literature, culture and art masters, young performers and talented children for the prize of the President of Turkmenistan.
Having listened to the report, Turkmen leader noted the necessity to activate and diversify the activity in cultural sphere and to expand the search for new talents. Having focused on planned celebrations including on occasion of remarkable events of the year and opening of social facilities, the Head of the State ordered to hold all the events on high organizational level.
Speaking of the preparation of events dedication to the slogan of 2018 “Turkmenistan – the Heart of the Great Silk Road”, the Head of the State noted their special significance in further study and popularization of the richest national heritage in the world.
Next, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported in the results of work in the branches under his supervision in January and informed that generally, the production, work and service growth rate in agricultural sector was on 104.6 percent level.
Information about the session of the Board of International Fund for Saving of Aral Sea in Ashgabat in January was presented. During the session, wide spectrum of topics on activation of the partnership between Central Asian countries in environment protection, rational use of water resources, cooperation in this sphere with other states and international organizations was discussed as well as number of documents were signed.
Summing up the report, President Gurbanguly Berdimuhamedov noted the importance of the activities on the fields of the country that make the basis for future harvests of wheat, cotton and other agricultural crops and requested to provide the compliance of these activities with scientifically grounded technology.
The Vice-premier received specific instructions with regards to further increment of the production volumes and expansion of the variety of agricultural products.
Having highlighted key objectives of the chairing of Turkmenistan in IFAS in 2017 – 2019, the Head of the State gave specific instructions to the Vice-premier on continuation of steadfast work for practical realization of international initiatives of our states on ecological, water and energy range of issues and creation of the conditions for general sustainable social and economic development.
Deputy Chairman of the Cabinet of Ministers D. Amangeldieyev reported on the activity in construction and energy complexes and communal services for January 2018.
Addressing Vice-premier D. Amangeldiyev, President Gurbanguly Berdimuhamedov highlighted that he was repeatedly requested to prepare electrical energy services to winter period at the previous sessions of the Cabinet of Ministers. Strengthening of the control of safety regulations in construction was also highlighted.
However, there were number of cases of electrical supply shortages in January and violations of safety rules in facilities under construction, the Head of the State noted and requested the Vice-premier to make integrated inspection of all power stations of the country.
The President of Turkmenistan reprimanded D. Amangeldiyev for improper fulfilment of the duties, loss of control of the ministries and departments under his supervision with the last warning on the correction of admitted shortages as soon as possible.
Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on outcomes of the activity of the spheres under his supervision for January of the year. As it was reported by the Vice-premier, generally in transport and communication complex, the plan for communication services, cargo and passenger transportation was executed to 103.2 percent for January 2018.
The growth rate of the services by the Ministry of Railway Transport was 100.1 percent.
The growth rate of the services by the Ministry of Automobile Transport reached 100.2 percent for January.
The growth rate of performed works by the Ministry of Communication was 104 percent for the period under review.
The growth rate of aviation services by Turkmenhowayollary Service reached 106 percent for the first month of the year.
The growth rate of works for the period under review by the State Service of Maritime and River Transport was 102 percent.
President Gurbanguly Berdimuhamedov noted that successes achieved in the above-mentioned spheres indicate stable improvement of the potential of the branches of transport and communication. At he same time, Turkmen leader focused on unremitting control of the improvement of services in passenger and cargo traffic by all modes of transport as well as in provision of modern types of communication. The State from its side would continue paying utmost attention to the development of transport complex, the Head of the State said.
After, Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported on the outcomes of the activity of industrial sector of national economy for the first month of the year and on production indicators of the branches under his supervision.
Plan for all types of production for January by the Ministry of Industry was performed on 120.2 percent level.
Production plan by the enterprises of the State Concern Turkmenhimiya for the period under review was executed on 100.9 percent.
The growth rate of the State Fishery Committee was 101.5 percent.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of steadfast implementation of all plans and programmes of innovative development of industrial sector of national economy.
Deputy Chairman of the Cabinet of Ministries O. Gurbannazarov presented the report on the activity of trade sphere and entrepreneurship sector for the last month.
Having noted that trade branch makes considerable effect on overall economic inidces and support of their positive dynamics, President Gurbanguly Berdimuhamedov pointed out number of factors stipulating the development of this sphere. These are growing requirements to the variety and quality of goods presented on internal market and exported, to the improvement of services and introduction of progressive forms of service and domestic production.
In this context, the President gave instruction to the Vice-premier to develop integrated plan including specific measures for the fulfilment of the state programme of import substitution, having highlighted the necessity of active involvement of the capabilities of private sector to the solution of these objectives.
The Head of the State pointed out stimulation of the investment projects among the main directions of the development of trade and entrepreneurship and addressed the Vice-premier with specific instructions on this account.
Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the outcomes of the activity of the entities of fuel and energy complex for the first month of 2018 and on the progress of the Programme of the development of oil and gas industry of Turkmenistan until 2030.
In particular, the plan for oil and gas condensate production was executed to 105 percent and for the processing of hydrocarbon materials to 100.6 percent.
Information about technical and economic indicators achieved in natural and associated gas production, gas export and investments development was also presented.
Having highlighted the significance of fuel and energy complex in the economy of the country, President Gurbanguly Berdimuhamedov demanded to analyse thoroughly all resources of the branch and involve the reserves for the increment of production and processing of oil and gas.
The Head of the State requested to hold under permanent control the construction of petrochemical complexes in the country. Number of specific instructions was given to the Vice-premier concerning further consolidation of equipment and facilities base of fuel and energy complex and training of qualified specialists for oil and gas branch.
Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the outcomes of social and economic development of the country for January of this year.
It was noted that the growth rate of total production volumes for the period under review was 3.8 percent comparing with the same period of the last year. Prices for consumer goods and services rendered to the population were kept within set limits.
Reporting about the execution of the State Budget for the first month of the year, the Vice-premier informed that 8.1 percent of the expenditure part was sent for the financing of social sphere. Salary, pension, state allowance and student scholarship were paid out on time for the period under review.
According to initial results for January, works for construction of 60 different facilities, 31 water, sewage treatment facilities, more than 352 square meters of living as well as engineering systems were carried out under the realization of new edition of National rural programme.
Having listened to the report, the President noted the importance of further integrated measures for the provision of stable steadfast development of national economy, keeping of stable tendencies of growth in all branches. It is necessary to use all existing potential for these purposes and regularly analyse and forecast macroeconomic situation taking into account modern realities and perspective future plans, the head of the State said, having addressed the Vice-premier with number of specific instructions.
Having focused on key aspects of reformation programmes in Turkmenistan, especially National rural programme, President Gurbanguly Berdimuhamedov highlighted that steadfast improvement of life level and quality of people is priority objectives in this sphere.
Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the outcomes of the activity of science, education, health protection and sport spheres for the first month of the year.
2018 started with winter holidays for the school students, during which great number of children had rest in various health improving centres. In January, Turkmen school students participated in 14th International Math, Physics and Information technology Contest in Almaty (Kazakhstan) where they won 2 silver and 2 gold medals.
Avaza Sanatorium and children hospital in Mary are under construction by the order of the Ministry of Health Protection and Medical Industry. The growth rate of the income received from the state voluntary medical insurance made 108 percent, while the income from services and sold productions – 103 percent and from sanatorium services – 101 percent.
13 internal competitions and five mass sport events were held for the period under review. Out athletes participated in two international competitions and won 13 medals (5 gold, 3 silver and 5 bronze)
The Vice-premier also reported on the works for definition of the quotas on post-graduation, doctorate and scientific grades for the contesters in different scientific directions as well as on physicians that will be accepted to clinic internship in 2018.
Having listened to the report, President Gurbanguly Berdimuhamedov gave instructions to the Vice-premier on the development of social spheres under his supervision including on the objectives of new Ministry of Youth Affairs and Sports. The Head of the State drew special attention of further modernization of health protection system and organization of burns treatment service.
The President of Turkmenistan signed the Resolution on construction of International Burn Centre for 130 patients in Ashgabat. The Head of the State noted that it is necessary to use the best world practices together with introduction of advanced technologies and innovative methods to the medicine including in rehabilitation and intensive care as well as in cosmetology.
Continuing the session, President Gurbanguly Berdimuhamedov stated that near-term objectives were outlined at the previous session of the Cabinet of Ministers dedicated to the outcomes of 2017. Therefore, it is necessary to hold under strict control the fulfilment of the State budget and reduce unstipulated and management expenses in the future. It is also necessary to continue the policy for the increment of the volumes of import substitutive and export production, the Head of the State pointed out.
Besides, it is necessary to attract investments to the economy of the country and carry out urgent work for the increment of foreign currency incomes. In this regard, having noted that market mechanisms have to be used in credit, monetary and financial systems, the President of the country demanded to speed up the reforms aimed at the improvement of government administration. It is necessary to continue the diversification of national economy, realization of the measures for the increment of the private sector share and active involvement of its potential, Turkmen leader highlighted.
Addressing Vice-premiers M. Babayev and E. Orazgeldiyev, the Head of the State pointed out the necessity to pay more attention to the work in oil and gas sphere and agriculture, having noted the importance of search for new methods for arrangement of productive activity of these branches.
Some other subjects of the state life, on which related decisions were taken, have been reviewed at the session of the Cabinet of Ministers.
