Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via digital system, with a number of public policy issues on the agenda.

The first speaker, Chairwoman of the Mejlis D. Gulmanova reported on the progress of modernizing the national legislative framework.

As reported, amendments and additions are currently being made to the Criminal Code, the Criminal Procedure Code, the Code of Administrative Offenses, laws related to improving the effectiveness of migration policy, fisheries, and the conservation of aquatic biological resources, as well as several other existing legal acts, based on proposals received from ministries and industry agencies and the study of international and national experience.

Furthermore, the credentials of the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Indonesia to Turkmenistan were received. As part of developing mutually beneficial cooperation with foreign countries and international organizations, members of the Mejlis participated in working meetings organized by UN agencies jointly with relevant government agencies. Furthermore, a representative of the national parliament traveled to Turkestan (Republic of Kazakhstan) to participate in a seminar organized by the United Nations Population Fund.

Summarizing the information, President Serdar Berdimuhamedov noted that, in order to further the country’s development, it is necessary to continue improving national legislation in line with the demands of the times.

Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the results of the work carried out to present cash gifts to women of the country on behalf of the President of Turkmenistan on the occasion of International Women’s Day.

As reported, in accordance with the wise and humane state policy, following the age-old tradition of honoring beloved mothers and dear sisters, and in accordance with the relevant Decree of the head of state, the amounts of financial resources proposed to be allocated for these purposes have been determined. In this regard, a draft of the relevant document was submitted to the President of the country for his consideration.

After hearing the report, President Serdar Berdimuhamedov emphasized that our country holds dear mothers and women in high regard, creating all the necessary conditions for them. He announced that he had signed an order on the presentation of cash gifts in honor of International Women’s Day. The President of Turkmenistan instructed the Deputy Prime Minister to formally congratulate ladies on the occasion of the holiday.

Then, Deputy Chairman of the Cabinet of Ministers G. Agajanov reported on the measures being implemented to strengthen the material and technical infrastructure of the Türkmennebit State Concern.

As reported, the extensive work being carried out in this area ensures the uninterrupted, coordinated, and reliable operation of the State Concern’s production and technological facilities. In this regard, the Deputy Prime Minister submitted a draft of the relevant document for the President’s consideration.

Summarizing the report, President Serdar Berdimuhamedov noted that the country is modernizing the material and technical infrastructure of the domestic oil and gas industry. To successfully accomplish the tasks facing this complex, the head of state signed a resolution and sent it digitally to the Deputy Prime Minister, issuing the relevant assignments.

Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the work being carried out by the Ministry of Roads to modernize the road transport network, create transport and transit corridors, and build roads and bridges that meet international standards.

As reported, in the modern era, the initiatives of Hero-Arkadag to further improve the social and living conditions of the people are being successfully implemented under the wise leadership of President Serdar Berdimuhamedov. Particular attention is being paid to developing road transport infrastructure in accordance with the demands of the times and increasing Turkmenistan’s transport and transit potential.

Currently, in order to modernize the country’s road construction sector, successfully fulfill the objectives facing this sector, implement transit freight and passenger transportation, and elevate international cooperation in this area to a qualitatively new level, an international tender is planned for the reconstruction of the Ashgabat-Dashoguz highway, which will connect Dashoguz velayat with the capital, as well as new bridges along the entire route.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov noted that the Ashgabat-Dashoguz highway is one of the country’s main highways. Approving the proposal to reconstruct this highway, the head of state instructed the Deputy Prime Minister to carry out the necessary work.

Then, the Deputy Chairman of the Cabinet of Ministers N.Atagulyev spoke, reporting on the progress of modernizing the material and technical infrastructure of enterprises under the Ministry of Textile Industry.

As reported, measures are being implemented to ensure the continued efficient operation of factories, increase their production capacity, and create favorable working and living conditions for workers.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov noted that the country is creating all the necessary opportunities for the productive operation of enterprises producing high-quality textile products. Approving the proposal to strengthen the capacity of the production complexes of the Ministry of Textile Industry, the head of state instructed the Deputy Prime Minister to carry out the necessary work.

Then, Deputy Chairperson of the Cabinet of Ministers B. Seyidova reported on the main events to be held in March of the current year.

As reported, various events and celebrations are planned for the coming month to mark the announcement of the 2026 motto “Independent Neutral Turkmenistan – Homeland of Purposeful Winged Steeds”, International Women’s Day, and the National Spring Festival. The results of previously announced creative competitions will also be announced, including “Talyp Gözeli”, “Iň Eýjejik Gyzjagaz”, “Zenan – Zeminiň Zynaty”, and “Ýaşlygymyň Bahary”.

In honor of International Women’s Day, women of the country will receive cash gifts on behalf of the President of Turkmenistan. Festive events, concerts, an art exhibition, theater performances, and a concert at the Palace of Mukams are planned in the regions and Ashgabat and Arkadag cities.

In March of the current, song and music celebrations dedicated to the National Spring Festival will be held in front of the “Türkmeniň Ak öýi” building in the provinces, in Nowruz ýaýlasy village of Ak Bugdai etrap, Ahal velayat, and at the festival square in Arkadag city. Additionally, the “Dünýäde ýaňlanýar ajap dessanym, toý tutýar Garaşsyz Türkmenistanym” festival, featuring the participation of bakhshies-destanchies, will be held in Daşoguz velayat.

In this regard, the Deputy Prime Minister submitted the relevant Procedure for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of widely publicizing the events scheduled for March of the current year to mark national holidays. The head of state instructed the Deputy Prime Minister to properly prepare for the celebrations to be held in honor of International Women’s Day and the National Spring Festival.

Deputy Chairman of the Cabinet of Ministers B. Mamedov reported on the issue of sending young people to study at higher education institutions in Romania for the 2026-2027 academic year.

Noting the advisability of sending young Turkmen students to universities in a friendly country in such fields as information technology, healthcare and medical sciences, education and pedagogical sciences, agriculture and agricultural sciences, engineering, technology and technical sciences, mathematics, and natural sciences, the Deputy Prime Minister submitted a corresponding proposal for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov emphasized that the country is creating extensive opportunities for the younger generation to gain knowledge at prestigious foreign higher education institutions. This helps provide the national economy with highly qualified specialists.

Having approved the proposal to send young people to study at Romanian universities, the head of state addressed the Deputy Prime Minister with relevant instructions.

Then, Deputy Prime Minister and Minister of Foreign Affairs R.Meredov reported on the Partnership Work Plan between the Government of Turkmenistan and the Organization for Security and Cooperation in Europe (OSCE) for 2026.

As reported, one of the key vectors of our country’s foreign policy is developing cooperation with international organizations, including the OSCE. Our country cooperates with this Organization in the political, economic, humanitarian, and environmental spheres.

This plan includes a number of measures aimed at strengthening peace and security, ensuring sustainable development, expanding humanitarian cooperation, and developing preventive diplomacy. Measures will also be implemented to enhance customs, border, and cyber security, and to address important issues related to economic development and regional economic cooperation, energy efficiency, environmental safety, and climate change. At the same time, work is planned in areas such as science, education, the protection of human rights and freedoms, and the development of the country’s democratic institutions, ensuring gender equality, and improving mass media.

In this regard, the Deputy Prime Minister and Minister of Foreign Affairs submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov noted that our country places special emphasis on developing relations with international organizations, including the Organization for Security and Cooperation in Europe. Having approved the Partnership Work Plan between the Government of Turkmenistan and the Organization for Security and Cooperation in Europe for 2026, the head of state instructed the Deputy Prime Minister and Minister of Foreign Affairs to carry out the relevant work.

Then, the Deputy Chairman of the Cabinet of Ministers B. Annayev reported on the practical steps taken by the Ministry of Communications to modernize industries based on innovative digital solutions and modern technologies.

As reported, the country is currently undertaking the necessary work to introduce advanced technologies into the economy. Particular importance is placed on developing cooperation with technologically advanced countries, which is intended to facilitate the successful implementation of the Concept for the Development of a Digital System in the country.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov noted that the country is undertaking targeted work to introduce modern technologies into all sectors of the economy. Approving the proposal to strengthen the material and technical base of the Ministry of Communications, the head of state addressed a number of instructions to the Deputy Prime Minister in this regard.

A number of other public issues were also discussed at the meeting, and appropriate decisions were made on them.

Concluding the Cabinet of Ministers meeting via the digital system, President Serdar Berdimuhamedov wished the participants sound health, family well-being, and success in their work for the continued prosperity of the sovereign Fatherland.
