Batyr Jumayev, deputy chairman of the State concern «Türkmennebit», delivered a speech during the «Oil and Gas of Turkmenistan – 2026» (OGT-2026) International Conference and Exhibition. The report focused primarily on showcasing immense resource potential of the country, strengthening technological partnerships, and attracting foreign direct investment into the national oil and gas sector.

Among the key priorities for international investment is the development of hydrocarbon resources in the Turkmen sector of the Caspian sea, which is divided into more than 30 licensed blocks.

B. Jumayev explained the procedure for interacting with potential partners.

Thus, a potential investor submits a formal application to the State concern «Türkmennebit» for the block in which they are interested. Once the investor has been verified as meeting the qualification criteria, they are invited to direct negotiations. Following successful negotiations, a bilateral agreement is signed, the form of which is tailored to specific objectives while incorporating global best practices.

The legislation of Turkmenistan provides fundamental guarantees and rights to foreign investors when carrying out oil-related operations. «First and foremost, this is a simplified, preferential fiscal system that includes only a profit tax and payments for the use of subsoil resources, with an exemption from all other mandatory levies», – the deputy head of the State concern emphasised.

Among the additional benefits for investors are the exemption of contracts for the import and export of specialised equipment from mandatory registration at the State Commodity and Raw Materials Exchange of Turkmenistan, as well as the abolition of customs duties on necessary materials and extracted hydrocarbons.

In concluding his remarks, the speaker emphasized that the State concern «Türkmennebit» is open to constructive dialogue and prepared to develop cooperation with international companies based on the principles of equality and mutual benefit.
