The ceremony of signing the contracts between the Government of Turkmenistan, Turkmen ministries and departments and foreign companies took place during the recent meeting of the Cabinet of Ministers.
These include the contract for design, construction and placing of the national artificial satellite of Turkmenistan into orbit signed between the Ministry of Communications of Turkmenistan and Thales Alenia Space Company (France). The document set the dates: the works are to start in December 2011 and to be completed in August 2014. The contract provides for the twenty-four-hour assistance to control the satellite for the period of 15 years and training highly qualified specialists. The Ministry of Communications concluded the contract on leasing the orbital position with Space Systems International-Monaco S.A.M.
Eric Imbert, Senior Vice-President of the Thales Alenia Space Company Mr. and Ilhami Aygun, President and Director General of Space Systems International-Monaco S.A.M. arrived in the Turkmen capital to participate in the ceremony of signing the bilateral documents under the project “The ational Artificial Satellite of Turkmenistan”.
The contract for construction of the national artificial satellite of Turkmenistan and the satellite ground control system provides for the launch of the satellite.
As is known, the development of modern communications and telecommunications systems, wide adoption of scientific and technical advances and innovative technologies in this sector is a key priority of the policy of the Turkmen state that attaches considerable significance to this issue.
In May this year President of Turkmenistan Gurbanguly Berdimuhamedov issued the Decree “On the National Space Agency under the President of Turkmenistan”. The Agency is responsible for monitoring the near-Earth orbit, establishing satellite communication, conducting research, including the study of the outer space, and managing the operation of the artificial satellite from the territory of Turkmenistan.
The use of a satellite will allow boosting the development of communication systems, the Internet, television in the country and contribute to successful implementation of environmental programmes, improvement of oil and gas exploration methods, etc.
The ceremony of signing the bilateral contracts took place in the Cabinet of Ministers building. The top managers of the foreign companies expressed the willingness to foster business cooperation with Turkmenistan that offered the conditions conducive to doing business and assured that they would apply every effort to meet their obligations.
It should be noted that Thales Alenia Space is one of the world’s leaders in the space industry, the part of the so-called European Space Alliance. It has the network of large companies in France, Italy, Belgium and Spain specializing mainly in such fields as the manufacturing of satellites and equipment, space communications, remote sensing, navigation and science, etc.
The use of the artificial satellite marks a new crucial step towards the progress of Turkmenistan and the success of the ongoing national social and economic development programmes.
