President of Turkmenistan Gurbanguly Berdimuhamedov chaired an enlarged meeting of the Cabinet of Ministers, during which the progress of the reforms aimed at promoting the education sector, priority policy issues and drafts documents were considered.
After presenting the agenda of the meeting, which the heads of ministries and departments, the khyakims of the regions and Ashgabat and their deputies, editors-in-chief of newspapers and journals were attending, the Turkmen leader gave the floor to the khyakims of the regions and Ashgabat.
In their reports the heads of regional administrations noted that close attention was paid to facilitate the transition to 12-year school education, strengthen their material and technical basis and provide them with necessary equipment and training and methodological literature. It was reported that existing schools were being prepared for a new academic year and new educational institutions were being built.
Commenting on the reports, President instructed the khyakims to keep strict control of the preparation of schools for a new academic year, focusing on the need to use advanced training methods.
The President severely reprimanded Dashoguz Velayat Ye. Orazgeldiev for performing unsatisfactory his duties, weakening control of working conditions at the bazaars in the region and observance of fire safety regulations and signed the relevant Order.
Minister of Education G. Mammedova reported on the progress in implementing the State Education Development Programme for 2012-2016 and on the preparation for the transition to 12-year school education.
There are a total of 1,760 secondary schools and 892 kindergartens in the country. According to the State Statistics Committee, 193,244 children, including 108,557 six-year-olds and 84,687 seven-year-olds, will go to school in the 2013-2014 academic year. 967,492 children will study at secondary schools in the 2013-2014 academic year.
Accordingly, 4,917 teachers more will work at schools in a new academic year. 1,659 young professionals, who graduated from higher educational institutions and vocational schools, will fill vacant positions in a new academic year. School teachers’ salaries will be increased by 10 percent in September this year and by 10 percent in January next year.
The new subjects, such as the fundamentals of economics, ecology, cultural heritage of Turkmenistan, world culture, ethics, innovative information and communications technology, modeling and graphics have been incorporated in the school curriculum. 13 schools for 6,924 children in total and 2 kindergartens for 250 children in total will have been put into operation by the new academic year.
Commenting on the report, President Gurbanguly Berdimuhamedov positively evaluated the progress in implementing the reforms in the education sector.
The President noted that the project of a national school, at which a number of subjects would be taught in a foreign language, should be developed and implemented. The centre, which would prepare training and visual aids, including video and audio materials, e-textbooks and teaching aids, should be established.
The President noted that the term of study at pedagogical schools should be extended to three years, taking account of the important role of kindergarten teachers and primary school teachers in bringing up and educating the younger generation. School teachers and kindergarten teachers should attend refresher training courses at the velayat departments of education. The faculties of advanced training should be opened at a number of higher educational institutions.
The Turkmen leader emphasized that every student should know three languages after graduating higher educational institution. Emphasis was also placed on the need to train specialists for the private sector of the national economy, including on a paid basis, and introduce the two-stage training at universities in accordance with internaional standards (bachelor and master).
In this context training qualified specialists, mechanical engineers in industrial sectors is of particular importance. The President instructed to explore the possibilities for introducing various specialiaties at a number of universities, which train mechanical engineers, and prepare the relevant proposals on the construction and placement of the buildings of new higher educational institutions.
Noting that the Turkmen State Institute of Oil and Gas was admitted into the International Association of Universities and congratulating those present on this remarkable event, the President signed the Decree on the awarding the status of an internaional university to the Turkmen State Institute of Oil and Gas and the Resolution on the Issues of the International University of Oil and Gas.

The Turkmen leader congratulated and expressed warm wishes for the 21st anniversary of the border troops of Turkmenistan to valiant border guards.
