Today, President Gurbanguly Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system to consider priority issues of public life, as well as drafts of a number of documents.

Turning to the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis of Milli Gengesh G.Mammedova, who informed about the carried out work on further improvement of national legislation.

At the meeting of the Mejlis held on October 30 of this year, a number of laws and regulatory documents on important areas of state policy were considered. After countenance and approval at the session of the Halk Maslahaty of Milli Gengesh, the adopted legislative acts are published in the media. Deputies are working to explain their essence and meaning to the population.

The head of Turkmenistan focused on the intensification of the work of deputies on explaining the public the significance of the International Day of Neutrality annually celebrated on December 12 at the initiative of our state, the foreign policy strategy aimed at strengthening universal peace, security and stability, achieving Sustainable Development Goals on a regional and global basis.

Deputy Chairman of the Halk Maslahaty of Milli Gengesh K.Babayev reported on the comprehensive steps taken to improve the country’s legislation.

During the regular session of the Halk Maslahaty of the first convocation held on November 12 of this year, 19 legal acts adopted at the Mejlis meeting and related to important areas of state life were reviewed and approved. Relevant Resolutions have been adopted on each of them, approved by the President of Turkmenistan, Chairman of the Halk Maslahaty of Milli Gengesh Gurbanguly Berdimuhamedov.

Among them is the Law “On the State Budget of Turkmenistan for 2022”, as well as legislative documents related to the effective management of state property, the development of services, the use of natural resources, the protection of citizens’ rights and freedoms, ensuring law and order, improving economic relations, legal support for entrepreneurial and peace-loving international initiatives of the country, etc.

Then the head of state gave the floor to Cabinet Deputy Chairman S.Berdimuhamedov, who reported on the draft Resolution “On financing the construction of a workshop for the production of combined mineral fertilizers at the Turkmenabat Chemical Plant named after S.A.Niyazov”.

This document has been prepared in accordance with the Loan Agreement between the Government of Turkmenistan and the Abu Dhabi Development Fund, signed during the working visit of President Gurbanguly Berdimuhamedov to the United Arab Emirates on October 9 of this year.

Having approved and signed the Resolution “On financing the construction of a workshop for the production of combined mineral fertilizers at the Turkmenabat Chemical Plant named after S.A.Niyazov”, the head of Turkmenistan sent a document to the Deputy Prime Minister on the digital system and ordered to keep under strict control the timely execution of the planned work.

Cabinet Deputy Chairman Sh.Abdrakhmanov reported on the practical steps being taken to produce new types of import-substituting products at the Turkmenbashi Complex of Oil Refineries.

During the meeting, the Deputy Head of Government reported on the work carried out in order to further strengthen the material and technical base of the fuel and energy complex. In this regard, a draft Resolution on the purchase of material and technical equipment and spare parts by the Turkmengaz State Concern, which will be used to replace outdated equipment and repair installations at the gas production stations of Döwletabatgazçykaryş control, was submitted to the President of Turkmenistan for consideration.

Having approved and signed the Resolution “On the purchase of material and technical equipment and spare parts by the Turkmengaz State Concern”, the head of Turkmenistan sent a document on the digital system and addressed a number of specific instructions to the Deputy Prime Minister.

Cabinet Deputy Chairman E.Orazgeldiyev reported on the carried out work on the creation of a special agricultural land fund in velayats for the cultivation of crops included in the state order.

Private investments should become the basis for the creation of modern agricultural production and new jobs, the head of Turkmenistan said. Having approved the submitted proposals, President Gurbanguly Berdimuhamedov ordered to coordinate them with the relevant departments.

Then Cabinet Deputy Chairman Ch.Purchekov reported on executed work to establish the production of combined mineral fertilizers at the Turkmenabat Chemical Plant named after S.A.Niyazov.

The Türkmenhimiýa State Concern is taking measures to increase the volume of production of fertility vitamins. Nitrogen, phosphorus and potash fertilizers are produced at its subordinate enterprises, which allows meeting the needs of the domestic agricultural industry.

For this purpose, together with specialists of the Institute of Chemistry of the Academy of Sciences of Turkmenistan, the necessary documents have been prepared. Taking into account the existing infrastructure, it seems expedient to establish the work of the workshop for the production of combined mineral fertilizers with an annual capacity of 170 thousand tons at the Turkmenabat Chemical Plant named after S.A.Niyazov. The implementation of this project is planned to be financed with the involvement of credit means from the Abu Dhabi Development Fund.

It is planned to entrust the implementation of this project to the Eziz Doganlar Economic Society. The plant will be equipped with the latest specialized technique of leading foreign manufacturers. Its annual capacity will be 3,300 thousand square meters of ceramic plates and 120 thousand units of ceramic bathroom fittings. It is planned to complete the work onsite in June 2024.

Noting that the state will continue to render all possible support to Turkmen entrepreneurs, President Gurbanguly Berdimuhamedov signed the submitted Resolution and sent it to the Deputy Prime Minister via the digital system, giving specific instructions on the implementation of the provisions of this document.

Cabinet Deputy Chairman Ch.Gylyjov reported on the conducted preparations for the opening of a textile complex built in the Babadaykhan etrap of the Akhal velayat.

A lot of work is being done on the formation of capacities for the production of import-substituting goods, the further development of the economy, its export potential, one example of this is the upcoming opening of a textile complex in the Babadaykhan etrap of the Akhal velayat. It is of great importance to expand the scope of cooperation with foreign partners in the introduction of effective innovations into production, and the use of achievements of world science.

Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the preparations for the upcoming festive events and significant dates of the national calendar in December, the opening of social and cultural facilities timed to them.

It was noted that there have been planned various cultural events, including those dedicated to the International Day of Neutrality, the 26th anniversary of the permanent neutrality of Turkmenistan and the New Year. The program of festive events consists of scientific conferences, thematic exhibitions, meetings, round-table talks, concerts with the participation of masters of art. The results of creative contests will also be summed up in December.

The New Year’s festive marathon starts with a traditional ceremony of lighting the lights on the Main Christmas tree of the country, which will decorate the square in front of the Älem Cultural and Entertainment Center, continuing the way across the country. One of the highlights of the New Year’s Eve week will be the final of the creative competition among young pop performers of Ylylyń parlak yyldyzy.

The main New Year celebrations on December 31 will take place in the squares in front of the Älem Cultural and Entertainment Center, the State Circus, as well as the Türkmeniń ak öýi velayat buildings, where festive shows with the participation of cultural figures and artists will be held. The capital and the regions of the country will be connected by a New Year’s teleconference.

Then Cabinet Deputy Chairman S.Toilyev reported on the steps taken to improve the skills of employees of the national healthcare sector and further strengthen fruitful cooperation with foreign, particularly German partners.

Within the framework of long-term bilateral cooperation in this area, the exchange of best practices is carried out on a systematic basis, Turkmen doctors improve their professional level in leading clinics of Germany in various areas, and German specialists regularly visit our country. In the period 2011-2021, 9 forums were held in Turkmenistan and Germany, the agenda of which included topical issues of the healthcare sector.

In order to continue the traditional cooperation, a proposal was submitted for consideration by the nation’s leader to send a representative group of Turkmen specialists to Munich, to the Grosshadern Clinic of the Maximilian-Ludwig University of Munich, on November 21-24 of this year.

Having approved the submitted proposal to send a group of Turkmen doctors to the Grosshadern Clinic of the Maximilian-Ludwig University of Munich, the head of state instructed the Deputy Prime Minister to continue to carry out purposeful work to expand cooperation with German partners.

Then Cabinet Deputy Chairman, Secretary of the State Security Council Ch.Amanov reported on the state of affairs in subordinate structures, as well as on the carried out work to improve the living conditions of servicemen and employees of the military and law enforcement agencies of the country.

Then the floor was given to the Cabinet Deputy Chairman, Minister of Foreign Affairs R. Meredov, who reported on the measures taken to increase cooperation between Turkmenistan and the Food and Agriculture Organization of the United Nations (FAO).

It also seems expedient to implement projects together with the FAO related to the issues of agriculture, ecology and climate change. In particular, a regional project of this organization is currently being implemented in Central Asia to assist in reducing the intensity of greenhouse gas emissions by increasing the efficiency of production in a small cattle breeding.

Having approved the submitted proposals, including the opening of a representative office of the Food and Agriculture Organization of the United Nations in Turkmenistan, the head of state instructed the Deputy Prime Minister, the head of the Ministry of Foreign Affairs to carry out proper work in accordance with the current national legislation and international law. As it was emphasized, we should continue to pay unflagging attention to the development of fruitful partnership with the United Nations, the implementation of promising joint projects with its leading structures.

Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakiyev reported on the preparation of a digital map with detailed information about the transport and communication systems of Turkmenistan.

The head of the agency submitted for the consideration of the nation’s leader a proposal on the compilation and placement on the Internet of a digital map that will contain detailed information about highways and railways of international importance, parking lots located along them, maintenance points and cargo stations, international airports and their cargo terminals, take-off and landing zones, refueling opportunities, seaports, post offices, logistics centers and dry ports, as well as border and customs points. This work is aimed at widely highlighting the potential of the country’s transport and transit corridors.

Noting that being implemented multilateral projects promote the creation of an extensive transport and transit system, the formation of its modern infrastructure, the establishment of effective interaction through road, rail and ferry communications, the joint realization of the existing potential, the President of Turkmenistan approved the proposal to draw up a digital map, assigning the head of the Agency to continue work in this direction.

Other important issues of state life were also considered at the meeting, and decisions aimed at the development of economic sectors were made.

Concluding the meeting of the Cabinet of Ministers through the digital system, President Gurbanguly Berdimuhamedov wished all its participants sound health and great success in their work for the sake of further prosperity of the sovereign Motherland.
