The organization of joint ventures with share holding project is widely discussed on sessions at the VII International Gas Congress, held in May this year. The branches of Gas Concern will be actively cooperated with leading foreign companies operating in the oil and gas sector. This cooperation should assist in realization of energy policy of the country, aimed at large-scale development of the national fuel and energy complex.
This type of cooperation includes service contracts (on land) is now the most widespread in the territory of Turkmenistan. It implies the involvement of service companies for implementation of individual projects on development of fields, construction of chemical, petrochemical industries which implies involvement of export credit agencies, as well as oil trading companies. This financing agreement and off-take contract deal with resident of Turkmenistan. This type of cooperation is one of the most attractive one due to the minimal risk for potential partners.
One of the types of mutually beneficial cooperation can be an agreement on production sharing (on the sea). Potential investors may participate in the TAPI Pipeline Consortium.
One of the major projects undertaken by the State Concern "Turkmengas", is the industrial development of the unique "Galkynysh" gas field, which will serve as a major source of natural gas for future export pipelines.
Here, the industrial facilities with capacities of 30 billion cubic meters of marketable gas per year is now commissioning, in 2014 year it was given a start the second phase of similar capacity, at the end of the last year – the third phase of the development of gas field “Galkynysh” with capacity of 33 billion cubic meters of marketable gas per year.
Currently, the Concern runs several projects aimed at increasing the production and export of natural gas, as well as projects for deep processing of gas. There are projects such as the second and third phases of field development "Galkynysh" for the production of polyethylene and polypropylene plant in Balkan region and the plant for production of synthetic gasoline from natural gas (GTG) in Akhal region. Implementations such powerful projects require the involvement of many service companies. In the near future it is planned to start several projects on deep gas processing, which will also require the participation of service ventures.
At the same time it is undergoing the Turkmen section of the accelerated work on construction of the gas pipeline - Afghanistan - Pakistan - India (TAPI) gas pipeline with total length of 1814 km and a design capacity of the pipeline - 33 billion cubic meters per year. Thus, the consortium for its construction and management was established in 2014, as determined by its leader in August 2015 - a State Concern "Turkmengas". As leader of the Consortium "Turkmengas" manages the construction, financing, ownership and management of the TAPI gas pipeline.
Turkmenistan consistently implementing large-scale projects in the energy sector demonstrates a highly responsible approach with regard to international cooperation and undertakes specific initiatives, including the creation of multi-version transportation system of hydrocarbon and the formation of a reliable mechanism for the safe transit of energy to world markets.
