The neutral status of Turkmenistan - the guarantor of peace, creation, friendship and unity

Last week, our Motherland celebrated the International Day of Neutrality and the 27th anniversary of the adoption by the UN General Assembly of the historic Resolution on the permanent neutrality of Turkmenistan.

In the congratulatory Address of President Serdar Berdimuhamedov to the people of independent neutral Turkmenistan, it is noted that the main goal of our neutrality, recognized by the international community as a great value and universal doctrine, is the protection of peace and security on the planet based on the principles of peace and friendship in the name of the interests of mankind and the future.

Celebrations in honor of the glorious holiday were held throughout the country. In Ashgabat, with the participation of the head of state, a flower-laying ceremony was held at the Monument of Neutrality.

A festive concert of masters of arts in the Palace of Mukams of the State Cultural Center became a creative dedication to the neutrality of the Fatherland.

On December 12th, President Serdar Berdimuhamedov received the head of the Administration of the President of the Republic of Uzbekistan Sardor Umurzakov.

The head of state and his guest emphasized that in recent years, bilateral cooperation has reached a qualitatively new level. It was also stated that Turkmenistan and the Republic of Uzbekistan have close or similar positions on topical issues of the regional and global agenda, first of all, this concerns ensuring global peace and security, achieving the Sustainable Development Goals. At the same time, it was noted that recently inter-parliamentary ties have noticeably intensified, which is of great importance in filling the interstate dialogue with new concrete content.

The priority area of bilateral partnership is the trade and economic sphere. In this context, the need to maintain the positive dynamics of trade turnover and the optimal practical implementation of the agreements reached during mutual visits and high-level negotiations was emphasized.

On December 14th, the First Trilateral Summit was held at the Congress Center of the Avaza National Tourist Zone with the participation of President of Turkmenistan Serdar Berdimuhamedov, President of the Republic of Azerbaijan Ilham Aliyev and President of the Republic of Turkey Recep Tayyip Erdogan.

On the eve of this significant event, meetings at the level of the ministers of energy, transport and foreign affairs of the three countries were held at the Avaza NTZ, during which the main topics of discussion were preparations for the Summit, the final agreement on the issues on its agenda, and the package of documents that is being prepared for signing .

Prior to the start of the Summit, the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov met with the heads of the two friendly states. The Hero-Arkadag also met with the chairman of the Union of Chambers and Exchanges of Turkiye, Rifat Hisarciclioglu.

On the eve of the forum, President of Turkmenistan Serdar Berdimuhamedov held bilateral meetings with his Azerbaijani and Turkish counterparts here.

During the exchange of views, it was emphasized that the Summit would significantly strengthen trilateral political and diplomatic ties, expand cooperation in the trade and economic sector, investment, cultural and humanitarian fields.

It was also noted that there is a great potential for partnership between the three friendly countries within the framework of international structures, including the Organization of Turkic States, the Organization for Economic Cooperation, the Organization of Islamic Cooperation, the Non-Aligned Movement and others, where a trusting and productive dialogue has been established.

At the same time, the focus of Turkmenistan, Azerbaijan and Turkiye on the progressive and comprehensive development of interaction that meets mutual interests in the context of ensuring peace, prosperity and progress on a regional and global scale was confirmed.

The head of Turkmenistan voiced the constructive proposals of our country, designed to contribute to the optimal implementation of the diverse potential of partnership, the withdrawal of interstate relations based on the historically established traditions of friendship and brotherhood, to qualitatively new frontiers that meet modern realities.

Particular attention was paid to interaction in such strategic areas as energy and transport.

Diversification of energy supply routes to world markets and their functioning should be based on clear and precise standards that take into account multilateral interests, as well as guarantees of reliability and security, the President of the Turkmen state noted. It is from this position that joint initiatives to establish cooperation in the supply of natural gas from Turkmenistan and Azerbaijan to Turkiye and further to world markets should be considered.

It was also noted that Turkmenistan shares the opinion on the need for close trilateral cooperation based on a joint strategy for creating transport and transit corridors between Asia and Europe passing through the territory of our countries.

One of the most promising projects could be a new transport corridor on the route Turkmenistan-Azerbaijan-Turkey. In this regard, the Turkmen side proposes to consider the issue of creating a single logistics center to optimize cargo transportation along this route.

As a result of the meeting, a Joint Statement of the First Summit of the Heads of State - Turkmenistan, the Republic of Azerbaijan and Turkiye was adopted, in which the high level of relations between the three countries was noted with satisfaction, readiness was declared to further develop diversified strategic partnership in every possible way, strengthen fruitful contacts in the international arena in order to ensuring peace, security and stability, establishing a climate of trust and mutual understanding on a global and regional scale.

In the presence of the heads of state, the following are signed: Agreement between the Government of Turkmenistan, the Government of the Republic of Azerbaijan and the Government of Turkiye on trade and economic cooperation; Framework Program for Cooperation in Science, Education and Culture for 2023-2025 between the Government of Turkmenistan, the Government of the Republic of Azerbaijan and the Government of Turkiye; Memorandum of Understanding between the Government of Turkmenistan, the Government of the Republic of Azerbaijan and the Government of Turkiye on the establishment of a joint Consultative Commission on Customs Cooperation; Memorandum of Understanding between the State Concern "Turkmengaz", the Ministry of Energy of the Republic of Azerbaijan and the Ministry of Energy and Natural Resources of Turkiye on the further development of cooperation in the field of energy; Memorandum of Understanding between the Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan, the Ministry of Digital Development and Transport of the Republic of Azerbaijan and the Ministry of Transport and Infrastructure of Turkiye on the further development of cooperation in the field of transport.

At the end of the Summit, its results were announced by the heads of the foreign ministries of the three countries, who made a statement to the media representatives. As emphasized, the current meeting of the Presidents of Turkmenistan, the Republic of Azerbaijan and Turkiye has become a truly historic event, clear evidence of the inviolability of friendly and fraternal relations between our states and peoples. It was noted that the agreements reached during the Summit and the documents signed are a solid basis for the systematic strengthening and building up of a mutually beneficial trilateral partnership, entering its new promising directions, reviving the Great Silk Road, which, in the light of modern realities, is acquiring the most important political, economic, social and humanitarian dimension.

Within the framework of the First Trilateral Summit of the Heads of Turkmenistan, the Republic of Azerbaijan and Turkiye, a business meeting of representatives of business circles of friendly countries was held in the Avaza National Tourist Zone.

There was a discussion of promising areas of mutually beneficial partnership, in particular, in the areas of industry, energy, construction, agriculture, transport, etc.

During the meeting, ways were analyzed to bring relations to a new level in various sectors of the economy and investments, in the field of high technologies, the possibility of expanding trade turnover, and specific plans for joint work were outlined.

As a result of the business meeting, a Declaration was signed on the development of trilateral relations and mutual understanding between Turkmenistan, the Republic of Azerbaijan and Turkiye.

Here, in Avaza, a large-scale exhibition of works of national arts and crafts was organized, which was attended by numerous guests, including the spouses of the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan and the heads of Azerbaijan and Turkiye.

On December 16th, President Serdar Berdimuhamedov held an expanded meeting of the Cabinet of Ministers via the digital system, where the reports of the vice-premiers, hyakims of the velayats and the city of Ashgabat on the work done over 11 months were heard. The agenda also included topical tasks of the socio-economic development of the country and a number of other issues.

Summing up the results of the meeting, the head of state noted with satisfaction that, despite the difficult situation in the world economy and the inadequate level of work in certain sectors, the national economy continues to grow at a high rate. As noted, during the reporting period, production volumes increased in almost all segments of the national economy. In accordance with the adopted programs, the share of the private sector in the economy is growing. Within the limits of the designated tasks, the receipt of funds to the State budget is ensured and, in accordance with the established procedure, the payment of wages, pensions and state benefits is carried out.

At the same time, numerous industrial and social facilities have been put into operation.

As a result of the measures taken to increase export-oriented products, the volume of deliveries of various goods abroad increased by about 50 percent compared to last year. Given this fact, the head of Turkmenistan ordered to continue work to increase exports through the production of import-substituting products and the production of new types of them.

In general, positive indicators have been achieved in the country over the eleven months of this year, President Serdar Berdimuhamedov said, noting that, despite this, it is necessary to work diligently and efficiently in the future and dynamically develop the economy.

The head of state also stated that this year the foreign policy was productive and meaningful. In accordance with the Concept of the foreign policy course of the neutral Fatherland, our country establishes and develops friendly and equal relations on the world stage. Among the clear examples of this is the announcement by the United Nations General Assembly, on the initiative of neutral Turkmenistan, of 2023 as the International Year of Dialogue as a Guarantee of Peace.

In order to implement the bilateral agreements reached between our country and Japan, as well as to further develop the partnership, President Serdar Berdimuhamedov signed a Resolution approving the composition of the Turkmen-Japanese Economic Committee from the Turkmen side.

Among other events of the past week is the celebration of the Day of Oil and Gas Industry and Geology Workers, annually celebrated on December 14th. On this occasion, the President of the country cordially congratulated the workers of these industries. The best specialists, in accordance with the Decree of the head of state, were awarded the medal of Turkmenistan "Watana bolan söýgüsi üçin".

From the ceremony of lighting the lights on the Main New Year tree of the Fatherland, events were launched in honor of the arrival of the New Year holiday. According to the established tradition, the square in front of the Älem Cultural and Entertainment Center became the center of the celebrations. Here, among the fabulous town, the tallest one is installed - a 43-meter green beauty crowned with an eight-pointed star and the numbers 2023.

Thousands of young and adult participants of the enchanting carnival show greeted the festively decorated cortege of white convertibles, accompanied by a caravan of double-decker buses with children from different parts of the country. On a snow-white phaeton harnessed by graceful Akhal-Teke horses, Ayaz Baba and his companion Garpamyk arrived. They addressed the President of Turkmenistan and the native people with heartfelt congratulations on the upcoming New Year, wishing them happiness, health, great success in implementing progressive reforms for the sake of the well-being and prosperity of the Motherland.

On behalf of President Serdar Berdimuhamedov, the children received wonderful gifts in memory of an unforgettable event.

Following the green beauty of the capital, all the New Year trees set in the velayats on the main squares of cities and villages sparkled with lights.

One of the highlights of the pre-New Year program of festive events was the final round of the singing competition "Ýylyň parlak ýyldyzy". Talented performers from all regions of the country and the city of Ashgabat aged 17 to 35 years old took part in the current competition, annually organized by the Central Council of the Magtymguly Youth Organization together with the Ministry of Culture and the State Committee for Television, Radio Broadcasting and Cinematography. The creative marathon was held in several qualifying rounds at the level of velayats. Khallyev Rustem became the owner of the title "Star of the Year", who was presented with a Challenge Cup and a valuable gift.

Last week Ashgabat hosted the fourth congress of the Party of Industrialists and Entrepreneurs of Turkmenistan (PPET).

As part of the agenda of the forum, reports were heard from the chairman of the Central Council and the heads of the regional branches of the Party, the Audit Commission, and organizational issues were considered.

The delegates elected new members of the Central Council of the Party of Industrialists and Entrepreneurs, the Audit Commission. S. Ovganov was re-elected Chairman of the Central Council of the Party of Industrialists and Entrepreneurs. Amendments to the Statute and Program of the PIET were also unanimously approved.

On December 17, in accordance with the Decree of the President of Turkmenistan, a continuous population and housing census began throughout the country under the motto "Population Census 2022: Cohesion, Happiness, Bright Future".

Its main task is to obtain accurate data on the demographic composition and socio-economic situation of the people of Turkmenistan. These indicators are essential for the development of public policy, planning and management.

The peculiarity of the current action is the use of digital technologies. During the period of its implementation, including the collection and processing of data, modern equipment and software will be used.

Thus, the past week was filled with memorable events that symbolically reflected those unshakable and eternal values that underlie the policy of peace, goodness and creation implemented under the leadership of President Serdar Berdimuhamedov. Having chosen its own path of development, our state, being an active member of the world community, is not limited only to putting forward significant initiatives aimed at developing broad international cooperation that meets the fundamental interests of all countries and peoples, but also takes consistent steps towards their practical implementation.
