Caring for people is the most important aspect of the state policy of Turkmenistan

The events of the past week have become yet another vivid confirmation of the effectiveness of the constructive policy pursued by President Serdar Berdimuhamedov, aimed at the systematic and successful implementation of large-scale programs and projects, the main goal of which is to ensure high dynamics of the socio-economic development of the Motherland, further comprehensive democratization of state and public life, consistent improving the welfare of the people.

On March 6, the President of Turkmenistan held a working meeting via the digital system, which discussed the progress of seasonal agricultural work in the country and the implementation of the National Rural Program. The heads of administrations of the velayats were given a number of specific instructions on the timely preparation of land for sowing cotton, caring for wheat crops and planting potatoes, onions and other vegetable and melon crops in strict accordance with the rules and norms of agricultural technology.

Along with this, the head of state instructed to select seedlings of shady, fruit trees and grapes for the spring planting campaign, to determine their planting sites.

Separate orders concerned the quality and timing of the construction of various facilities, as well as related infrastructure, planned under the National Rural Program.

On March 7, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held a regular meeting of the State Security Council, at which the results of the work of the military and law enforcement agencies for two months of the current year were summed up. The agenda also included consideration of priority tasks for ensuring security and tranquility in our independent state, strengthening the material and technical base of law enforcement agencies and further improving their activities.

Past week of the first month of spring was filled with the atmosphere of solemn events to mark the International Women's Day. Congratulations on the holiday, sincere and good wishes of a wonderful mood, love and joy, peace and prosperity sounded everywhere to dear women, girls, girls.

Congratulating the compatriots, President Serdar Berdimuhamedov spoke with deep respect about their active citizenship and role in the successful implementation of national and state programs. “We are infinitely proud of our women, who not only raise children and continue to preserve family hearths and national traditions, but also are working in various fields - in government, sectors of the economy, science and education, culture and healthcare, contributing to implementation of large-scale reforms,” the head of state stressed.

On the eve of the holiday, solemn ceremonies were held on behalf of the head of state Serdar Berdimuhamedov to present cash gifts to all residents of the country - workers of enterprises and institutions, those who are on a well-deserved rest, as well as schoolgirls and kindergarteners.

Mothers of many children with eight or more children were honored in Ashgabat, who, in accordance with the Decree of the President of Turkmenistan, were awarded the honorary title “Ene mähri”. A large group of families with many children has become the owner of the keys to new luxury apartments.

All of them were invited to a festive concert at the Mukams Palace, where compatriots from different regions of the Fatherland gathered, including members of the Government, deputies of the Mejlis, labor veterans, activists of public organizations, industry leaders representing all sectors of the national economy of the country, winners of the contest “Woman of the Year –2023”, the final round of which took place on the eve of International Women's Day and other creative and professional reviews. Also, the honorary guests of the celebration were employees of diplomatic missions and international structures accredited in Turkmenistan.

In creative dedications to women, their touching kindness and modesty, nobility of soul and wisdom of the heart, beauty and fidelity, inexhaustible love and tenderness were sung.

On March 8, in the conference hall of the Chamber of Commerce and Industry, the celebration of “Arkadag Serdarly bagtyýar zenanlar!” (“Happy women with Arkadag Serdar!”).

The event was attended by representatives of the leadership corps of the country, various ministries and departments, and the media. Among the guests of honor are mothers of many children, labor veterans, advanced workers and activists of public organizations, scientists and cultural figures, workers of various industries, as well as employees of diplomatic missions and international structures accredited in Turkmenistan.

At the celebration, for the first time, a new song “Ýaşlara gutlag” (“Congratulations to the young”) by the Hero-Arkadag, inspiring young Turkmen citizens to achieve grandiose goals, was heard for the first time - a kind of creative dedication to the happy youth of our country.

Celebrations to mark International Women's Day were held in all parts of the country. On the best concert venues of the capital and the velayats, works of national musical classics, popular pop and folk songs about happiness and fidelity, maternal love and patience, the enduring beauty of the native land and spring coming into its own were played.

Turning to other events of the week, we note that on March 10, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, where topical issues of state policy were considered.

In particular, it was reported on preparations for the upcoming elections of deputies of the Mejlis, members of the velayat, etrap, city halk maslahaty and Gengeshes, improvement of legislation in the field of educational system management, strengthening of constructive cooperation with foreign partners in the field of security and in the legal sphere.

Among the topics discussed were the modernization of the material and technical base of the State Reference Center for a Digital System and Advanced Technologies, the construction of a combined cycle gas power plant with a capacity of 1574 megawatts in the Balkan velayat in order to provide uninterrupted power supply to domestic consumers, and increase the volume and routes of export supplies of Turkmen electricity.

At the meeting of the Government, information was given on the results of the participation of the Turkmen delegation in the UN conference held on March 5-8 in Doha, Qatar.

As reported, during the plenary sessions, reports were presented on the domestic economic course and creative foreign policy strategy of the head of Turkmenistan, as well as on international trade and regional cooperation.

The forum participants were acquainted with the large-scale work carried out by our country to support the least developed states of the region, in particular, the construction of social facilities, partnerships in the transport sector, ongoing projects of a transit gas pipeline and power lines, and mutually beneficial relations with authoritative structures.

The results of the working visit of the delegation of Turkmenistan to the Republic of Tajikistan, undertaken on behalf of the head of state, were announced.

As part of their stay in Dushanbe, the delegation of our country was received by President Emomali Rahmon. During the meeting, the prospects for further development of traditionally friendly Turkmen-Tajik relations covering a wide range of areas were discussed. Particular attention was paid to the state visit of the President of Turkmenistan to the Republic of Tajikistan planned for the current year and the activities planned within its framework. The topic of holding in Dushanbe in September this year the 5th Consultative Meeting of the Heads of State of Central Asia and the Summit of the Heads of the Founding States of the International Fund for Saving the Aral Sea (IFAS) was also touched upon.

In addition, bilateral consultations between the Foreign Ministries, held in the Tajik capital, considered a wide range of issues of strategic cooperation.

At the meeting of the Government, a number of events planned for the coming months were also reported.

Thus, the Turkmen-Tatarstan business forum is scheduled to be held in Ashgabat on March 15.

As part of the celebrations for the 15th anniversary of the formation of the Union of Industrialists and Entrepreneurs of Turkmenistan, an exhibition is scheduled from March 17 to 23, at which more than 200 members of the UIET specializing in various fields will present their products and achievements.

On March 20-22, the country will host an international conference "The main directions and potential of tourism development in Turkmenistan."

The visiting International Forum on attracting foreign investment in the oil and gas industry of Turkmenistan is planned to be held on April 26-27 this year in Dubai (United Arab Emirates).

In May this year, Ashgabat will host meetings of representatives of the Parties to the International Transit Tariff Agreement (ITT) of the Organization for Cooperation between Railways (OCRW).

At the meeting, the President of Turkmenistan signed a Resolution ordering to hold a nationwide tree planting campaign in the country on March 18, 2023.

In addition, last week the Decree of the head of state approved the structure of the central office of the State Concern “Türkmenhimiýa”.

President Serdar Berdimuhamedov signed the Decrees concerning the construction of the city of Arkadag.

Thus, one of the documents allows institutions, enterprises and organizations that are customers to conclude additional agreements on the commissioning of facilities with full readiness for operation, built on the basis of contracts concluded in accordance with the relevant Decrees of the President of Turkmenistan for the design and construction of facilities in the new modern administrative center of Akhal velayat with beautification of the surrounding area.

Another Decree of the head of state provides for the implementation of the second phase of the construction of the city of Arkadag in Akhal velayat in 2023-2026. The document instructs the khyakimlik of the Akhal velayat and the Ministry of Construction and Architecture to draw up a master plan for the city of Arkadag within a month, and the State Committee for the Construction of the Center of the Akhal velayat and the hyakimlik of the city of Arkadag of the Akhal velayat to hold a joint tender for the construction of relevant facilities.

The National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov visited the Sports and Transport Center of the Ministry of Internal Affairs located in the northern part of the capital. Here Arkadag got acquainted with the new generation sports cars that arrived and personally tested the speed and other characteristics of one of them, driving several laps on a specialized site.

It should be noted that Turkmen athletes plan to take part in the Silk Way 2023 international rally along the Kazan-Moscow route, which is scheduled to be held from July 6 to 15, 2023.

The National Leader of the Turkmen people, highly appreciating the capabilities of high-speed sports cars, wished Turkmen motorists new achievements in the upcoming responsible and prestigious international competitions.

Last week, on behalf of the President of Turkmenistan Serdar Berdimuhamedov, the Chairman of the Mejlis G. Mammedova received credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Chile to Turkmenistan Rodrigo Enrique Arcos Castro.

The authorized representative of the friendly country was informed about the main directions of domestic and foreign policy of independent neutral Turkmenistan. Particular emphasis is placed on the socio-economic programs implemented under the leadership of the head of state, aimed at building up the potential and diversifying the national economy, improving the living standards of the population.

The diplomat was also familiarized with the structure and multilateral activities of the Turkmen parliament. In this regard, mutual interest was expressed in intensifying inter-parliamentary ties and in interaction through authoritative international organizations and structures.

A meeting of the ministers of agriculture of the Central Asian states was held at the Yyldyz hotel in the capital as part of the international conference “Partnership in the field of food security in the face of climate change”.

The meeting, which was held in a hybrid format, was attended by FAO Sub-Regional Coordinator for Central Asia Viorel Gutu, FAO Deputy Director General, Regional Representative of this organization for Europe and Central Asia Vladimir Rakhmanin, as well as representatives of the Islamic Republic of Iran.

During the discussion of issues of regional and global cooperation in such an important area as ensuring food security, the close relationship of climate change, food systems and socio-economic conditions was noted.

The presentations emphasized that ensuring food security in a changing climate is associated with the solution of many of the goals set out in the SDGs. This activity is multifaceted and requires more effective international cooperation. At the same time, the efforts and contribution of each country are of great importance in developing a broad regional and global dialogue, filling it with new content, and achieving concrete results.

A number of documents were signed between the Ministry of Agriculture and Environmental Protection of Turkmenistan and the relevant regional structure of the Food and Agriculture Organization of the United Nations regarding projects to promote the creation of a digital land cadastre and natural resource management in dry and saline agricultural lands.

Active preparations continue in Turkmenistan for the upcoming March 26 elections of deputies of the Mejlis, members of the velayat, etrap and city halk maslahaty and Gengeshes.

In accordance with the legislation in force in the country, candidates for deputies of the national parliament, local representative authorities and local self-government, their proxies hold meetings with the electorate. Voters get acquainted with the professional and organizational qualities, the main directions of the candidates' election programs.

The mission of observers from the CIS, which arrived at the invitation of Turkmenistan, started monitoring the election campaign. It included representatives of the Commonwealth countries - parliamentarians, prominent public figures, diplomats, as well as representatives of the Inter-Parliamentary Assembly of the CIS Member States, the Parliamentary Assembly of Belarus and Russia, employees of the CIS Executive Committee.

The disseminated message of the Mission confirms that all stages of the election campaign are taking place in strict accordance with the electoral legislation.

On March 11, the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov made a working trip to the city of Arkadag, Akhal velayat, where he got acquainted with the progress of the work carried out here, preparations for the grand opening of new buildings and the spring planting season.

Also, attention was paid to large-scale activities in the field of ecology and environmental protection, issues of preserving the ecological well-being of the new city and turning it into a blooming garden.

At the same time, Hero-Arkadag focused on ensuring the smooth operation of local trade and service institutions, introducing innovative business methods, and effectively using the capabilities of the digital system.

A number of recommendations were given regarding the formation of a management system at the International Academy of Horse Breeding named after Aba Annayev, the creation of conditions for teaching young people that meet international standards, and the combination of theoretical training with practice.

As part of the trip, the National Leader of the Turkmen people got acquainted with the sketches of historical and cultural monuments in the Akhal velayat, and also visited the Children's Health and Rehabilitation Center named after Gurbanguly Berdimuhamedov in the city of Arkadag.

The Chairman of the Halk Maslakhaty of Turkmenistan was presented with projects of facilities that are planned to be built as part of the second phase of the construction of the city of Arkadag, in particular, drawings of highways leading to the city, as well as projects of a complex of buildings for an auto terminal and a railway station.

Noting that the preparation for the second phase of the city's development should be comprehensive, Arkadag focused on the compliance of construction work with modern environmental requirements.

During the working meeting held by the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan, information was given on the preparations for the opening ceremony of the facilities of the first stage of the construction of the new city.

Hero-Arkadag noted the expediency of entrusting the construction of the second stage of the center to domestic construction companies that distinguished themselves in the implementation of the urban development program and the construction of the first stage of the new city.

Thus, the events of the past week of the year “Happy Youth with Arkadag Serdar” demonstrated that Turkmenistan, under the leadership of President Serdar Berdimuhamedov, is confidently following the path of deepening democracy, socio-political reforms and establishing the principles of genuine democracy, and caring for people and their well-being is the most important aspect state policy.
