International Forum to Attract Foreign Investments in the Oil and Gas Sector of Turkmenistan

Today, the International visiting forum to attract foreign investments in the oil and gas sector of Turkmenistan, organised "Türkmengaz" and “Türkmennebit” State Concerns and "Türkmengeologiýa" State Corporation started in Paris (French Republic).

The specialised forum aimed at strengthening and development of international cooperation in the energy sphere, is held not only in a traditional format, but is also broadcast by Zoom platform in tens countries of the world.

A huge list of participants - heads and representatives of hydrocarbon sector of our country, leading foreign oil and gas business structures, financial institutions, authoritative organisations and leading experts of companies specialising in the sphere speaks of the great attention of world business circles to the growing gas market of Turkmenistan. Their aspiration to enhancement of partnership with our country, which possesses an enormous energy potential and occupies one of the leading positions in the world for reserves of hydrocarbons, is due to the policy of "open doors”, equal and mutually beneficial interstate relations and constructive initiatives to ensure global energy security.

A welcoming message of President Serdar Berdimuhamedov, which underlined that the present event becomes a kind of catalyst for successful solution of issues in the national oil and gas sector and attraction of foreign capital and intensification of mutually beneficial partnership in the Era of Revival of the New Epoch of the Powerful State, was heard with great attention at the solemn opening of the forum.

The head of the state in his message noted a consecutive and systematic enhancement of the potential of fuel and energy sector, investment of considerable funds in this sphere according to goals of the energy strategy of the state that allows to increase significantly the yield of prospecting work and to increase extraction and refining volumes of oil and gas. “For realisation of these goals we intend to raise further competitiveness of products manufactured by the complex and to achieve its conformity to international standards at the expense of improvement of quality, to introduce the best scientific solutions and high technologies, to follow requirements of ecological safety at development of hydrocarbon resources”, the message of the President of the country underlines.

The agenda of the present meeting includes such vital topics as effective utilisation of the richest natural resources, development of energy markets, attraction of investments into the mutually beneficial large-scale projects, new mechanisms of contacts in the field of increase of productivity of the largest deposits of our country, introduction of ecologically harmless manufactures, innovative technologies and know-how.

The forum works in the following thematic sessions – “The role of Turkmenistan in the future of global energy" ,"Prospect of extraction of natural gas under the conditions of energy transition" ,"Reduction of emissions of methane and carbonic gas in extraction of hydrocarbons and alternative energy sources" , "Raw materials for energy transition: new trends and investment opportunities", "The role of financial institutions in promotion of projects in the field of clean energy and modern infrastructure", "Acceleration of process of attraction of investments into new projects of Turkmenistan in the field of construction, gas chemistry, transport and communications”.

Heads and leading experts of the national oil and gas sector and foreign companies, who spoke at the forum, especially underlined the role of the neutral status of Turkmenistan as effective mechanism of adjustment of fruitful cooperation in the solution of priority issues, strengthening of friendly, good-neighbourhood relations between states.

It was pointed out that establishment of close connections with large companies and authoritative financial structures raised export possibilities of the Turkmen state, which possesses a favourable geopolitical position capable to realise grandiose projects independently and in cooperation with partners. The gathered were familiarized with achievements of the oil and gas sector of our country and further plans of its development.

The stable economic and political situation in the country as well as corresponding legislative basis are primary factors of growing appeal of Turkmenistan for foreign investors.

By betting on more deeper and complex processing of natural gas, our country has not only strengthened its position in the world energy market as the largest supplier of energy carriers, but also qualitatively changes the character of its presence in it at the expense of diversification of commodity structure of energy export, active development of new forms of international energy business.

In speeches, it was marked that the Turkmen state has a powerful resource basis, which opens huge prospects for cooperation in economy, including in the fuel and energy sphere. Today the world's largest gas deposit “Galkynyş” is developed in the context of concrete projects with orientation to long-term partnership, in particular, for maintenance of the Turkmenistan-Afghanistan-Pakistan-India transnational gas pipeline with natural gas.

The real investment project – construction of TAPI gas pipeline acts among effective steps to realisation of the energy strategy of Turkmenistan. Implementation of the given project along with solution of actual social issues will open the way for promotion of effective cooperation between regional countries, increase their economic potential, promote peace, and strengthen sustainable development.

A key compoenne4t of the complex strategy of the fuel and energy complex is development of the national gas chemistry and oil refining branches that is impossible to be considered without ecological aspect. In development of natural resources, our fatherland displays their rational use, care of preservation of the environment, implementation of important international initiatives concerning energy security of the region and the world. Industrial projects commissioned into operation with a special significance given to observance of ecological norms can serve them a good example.

In this connection, it was stated that Turkmenistan is ready to expansion and intensification of cooperation with international structures for minimisation of ecological risks at extraction of energy resources, introduction of effective protective technologies in the production cycle, application of modern administrative solutions. At present, such work is carried out and yields good results in the country.

As was underlined, methods of extraction of hydrocarbon resources in Turkmenistan answer for ecological standards. In this area, the corresponding standard-legal basis was created. Constructive proposals of Turkmenistan find support of the world community in the given direction and were backed by Resolutions of the United Nations in the field of maintenance of the global energy security, which covers both the sphere of manufacture of energy carriers and their transportation and final consumption.

In the forum, a number of foreign companies presented their technologies connected with reduction and capture of emissions of hotbed, carbonic gases on oil and gas, oil refining and chemical manufactures in the atmosphere.

Speakers made an emphasis on attraction of investments into development of sea blocks of the Turkmen sector of the Caspian Sea.

Projects for optimisation of extraction at deposits under exploitation, increase of yield of oil layers were considered and new mechanisms of investment cooperation were discussed. Experts exchanged opinions on tendencies of development of gas branch on the planet, marketing strategies of oil products. Proposals on creation of new capacities of deep oil refining and natural gas in Turkmenistan, to manufacture various oil and gas chemistry production with a high-added value, which enjoys a high demand both on the home and foreign market, were made.

Representatives of profile companies of world countries spoke with presentations, shared their experience and new scientific solutions, innovative projects, including those in the sphere of renewable energy sources. The attention of participants of the forum was involved with skilled-experimental solutions for practical use of solar and wind energy, biofuel.

As known, at the 28th Conference of the Parties to the UN Framework Convention on Climate Change­ (COP-28), held in Dubai (United Arab Emirates) on December 2, President Serdar Berdimuhamedov announced accession of Turkmenistan to the Global Methane Pledge and continuation of active cooperation with international organisations and states-partners ion solution of climatic problems.

In the given context, it was noted especially that Turkmenistan actively promotes clean energy and "green" technology of future. Construction of a 10-megawatt hybrid solar-wind power plant near Altyn Asyr Lake in 2023, financed by the Abu Dhabi Development Fund, can serve a good example for it.

Participants of discussions, underlining a high productivity of the forum, marked necessity of continuation of practice of organization of similar actions and expressed confidence that the present meeting will play an important role in expansion of fruitful cooperation in the energy sphere.
