On October 9-10, 2025, the delegation of Turkmenistan led by the Minister of Finance and Economy Mammetguly Astanagulov participated in the second Global Gateway 2025 Forum held in Brussels, the Kingdom of Belgium. About this reports MFA of Turkmenistan. 

The Forum was dedicated to deepening mutually beneficial partnerships and promoting sustainable infrastructure connectivity at the global level. The official program of the Forum included speeches by country leaders and thematic sessions on energy, transport, the digital agenda, as well as industrial competitiveness.

The Forum was opened by the President of the European Commission Ursula von der Leyen. The EU High Representative for Foreign Affairs and Security Policy, Vice-President of the European Commission Kaja Kallas delivered a welcome speech.

The Forum had a number of panel discussions and working sessions, including a section on advancing the Global Gateway flagship projects, such as scaling up hydropower potential in Central Asia, developing transport connectivity, and green shipping corridors.

In the context of expanding financial instruments, the discussion focused on deepening cooperation with international development banks, including the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD), to mobilize investment in infrastructure and job creation. Emphasis was placed on the readiness to increase investment in energy projects in Central Asia.

On the sidelines of the event, the Minister of Finance and Economy of Turkmenistan held a meeting with representatives of the EIB. The sides discussed practical issues of cooperation and a draft country agreement, as well as the participation of EIB representatives in LLDC3 held in the National Tourist Zone “Avaza”. Cooperation with the EIB is in line with the Forum’s priorities, including the launch and expansion of investments in energy and infrastructure projects through Team Europe and international financial institutions.

The participation of the delegation of Turkmenistan in the Global Gateway 2025 Forum facilitated a substantive exchange on sustainable infrastructure financing, as well as expanded direct working contacts with EU institutions and international financial organizations.
