A delegation from the Institute of Telecommunications and Informatics of Turkmenistan took part in the 30th International Scientific and Technical Conference “Modern Means of Communication”, which was held in Minsk from October 30 to 31.
The large-scale forum, hosted by the Belarusian State Academy of Communications, brought together telecommunications experts, research scientists, software developers, professors, lecturers, academic staff, and postgraduate students from 14 countries — including Russia, Turkmenistan, Uzbekistan, Kyrgyzstan, Tajikistan, Kazakhstan, Azerbaijan, Armenia, Iran, Yemen, China, Lebanon, Libya, and Moldova. Representatives of foreign diplomatic missions in the Republic of Belarus also attended the event.

At the opening ceremony, Kakabay Khojanepesov, Candidate of Technical Sciences and Vice-Rector for Academic Affairs of the Institute of Telecommunications and Informatics of Turkmenistan, delivered a presentation titled “Development and Digitalization of Turkmenistan.” In his address, the institute’s representative discussed the progress of Turkmenistan’s telecommunications industry and the prospects for the digital development of the smart city Arkadag.
Faculty members of the institute’s departments also gave scientific presentations, sharing insights into ongoing research activities and technical projects being carried out at the Turkmen university.
In particular, during the session “Communication Theory, Systems, and Data Transmission Networks,” Ovezmuhammet Babayev, a lecturer from the Department of Radio Communication and Radio Engineering Systems, presented a report on studies of signal propagation characteristics in 4G standard networks in Turkmenistan.

On the sidelines of the event, several productive meetings were held with Professor A.O. Zenevich, Rector of the Belarusian State Academy of Communications, as well as with Belarusian colleagues and other conference participants from partner countries. The discussions focused on prospects for further cooperation in IT education aimed at improving the quality of specialist training for the telecommunications sector.
During these meetings, the parties exchanged views on current research projects and explored opportunities for collaboration to address both practical and theoretical challenges.
Colleagues from the Belarusian State Academy of Communications expressed interest in expanding cooperation with the Institute of Telecommunications and Informatics of Turkmenistan and outlined several technical areas for potential joint activities. These included mathematical modeling and computational mathematics, neural network training, high-performance computing, optimization problems, as well as the development of software engineering methods and systems programming.

As a result of the discussions, both sides reaffirmed their mutual commitment to strengthening cooperation and considered possibilities for establishing contacts to implement joint projects in the future.
The forum, which brought together industry professionals from around the world, became a large and effective platform for enhancing international academic and scientific collaboration, exchanging valuable experience and knowledge, and discussing joint initiatives and new promising projects in science and education.
