Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider a number of issues of state life.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work implemented for further perfection of the national legislation, was the first to take the floor at the meeting.
As she informed, proceeding from the adopted programs of political, social-economic and cultural development of the country, norms of the Constitution of Turkmenistan as well as on the basis of the analysis of the proposals arriving from ministries and sectoral departments, new bills are developed and amendments and changes are made into a number of current legal acts taking into account realities of the time.
At the same time, credentials from newly appointed Extraordinary and Plenipotentiary Ambassador of the Republic of Kenya to Turkmenistan with whom issues of bilateral interaction were discussed were received.
Besides it, relations with international structures and parliaments of foreign states consistently develop. In this connection, members of the Mejlis took part in the seminars held by divisions of the United Nations Organization and the Organization for Security and Cooperation in Europe together with profile state institutions of our country.
Summing up the information, President Serdar Berdimuhamedov focused attention on the significance of continuation of work on preparation of new bills.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on measures realized to further improve the system of state insurance.
As he reported, the necessary work aimed at further development of this sphere and adoption of standard legal certificates of obligatory state insurance is carried out. According to the Law of Turkmenistan adopted in November, 2025 «On amendments and additions into some acts of Turkmenistan», the State Insurance Organisation together with profile ministries and sectoral departments prepares the draft of the Provisions of state insurance.
In this connection, for consideration of the head of the state, a relevant proposal was presented.
Having heard the report, President Serdar Berdimuhamedov pointed out that in the country an effective work is implemented to develop insurance, perfect standards of legal certificates in this area and instructed the Deputy-Chairman of the Cabinet to take necessary measures to optimize the system of obligatory state insurance.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on the course of modernisation of the material and technical basis of enterprises and establishments of "Türkmengaz" State Concern.
As he informed, a productive work carried out in this sphere promotes maintenance of reliable delivery of Turkmen natural gas to internal consumers and its export. A special importance is attached to development of interaction with leading foreign partners, in particular, one of the companies of the Federal Republic of Germany. It speaks clearly of the results of favourable conditions created by the President of Turkmenistan and Hero-Arkadag for development of Turkmen-German business cooperation.
In this connection, the Deputy-Chairman of the Cabinet submitted the draft of the relevant document for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov marked that «Türkmengaz» State Concern should continue work to increase production of natural gas. With a view of successful solution of goals facing the oil and gas sector, the head of the state signed the Resolution and gave the Deputy-Chairman of the Cabinet a number of instructions.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the state of affairs in the agricultural branch and course of seasonal campaigns in velayats.
As he informed, according to agro-technical standards, due care is taken of cotton fields, interrow processing, application of mineral fertilizers and vegetative watering, in particular, are carried out. At the same time, harvesting combines and various machineries, cotton ginneries and reception points are prepared for the harvesting season.
With a view to prepare for the future harvest of wheat in the next year, fields are ploughed and levelled, seeds are prepared, agricultural machinery and equipment ,which will be involved in the forthcoming sowing campaign, are prepared.
Besides it, for improvement of water supply and ameliorative conditions of fields in velayats, rational and effective use of water resources, water reservoirs are filled, and irrigation and drainage networks are cleaned.
Summing up the report, President Serdar Berdimuhamedov emphasised the importance of further complex development of the agricultural branch and maintenance of strict control over transportation of the collected grain to barns and elevators. The head of the state also instructed the Deputy-Chairman of the Cabinet to ensure care of cotton fields properly and according to agro-technical standards.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on the work implemented by "Türkmenhimiýa" state Concern.
As he reported, at present, due measures are taken to increase capacities and strengthen the material and technical basis of subordinated factories of the state Concern that promotes increase in output and promotion of capacities. For maintenance of efficiency of work carried out in this sphere, fruitful cooperation with leading foreign companies is developed.
Summing up the report, President Serdar Berdimuhamedov noticed that in the country, a productive work aimed at full involvement and maintenance of uninterrupted functioning of capacities of chemical enterprises is implemented. In this connection, the head of the state instructed him to adopt practical steps to achieve full designed capacity of factories of "Türkmenhimiýa" state Concern.
Deputy-Chairman of the Cabinet N.Atagulyev reported on the state of affairs in the subordinate complex, in particular, on the work carried out by «Türkmenhaly» state Association.
As he reported, at present, necessary measures are realized to further strengthen the material and technical basis and to ensure uninterrupted supply of dyes and chemical reagents of carpet enterprises of the State Association. Thus, a special significance is given to cooperation with leading foreign companies.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that in the country, the great attention is given to development of national handmade carpet making, improvement of the quality of production. Having approved the proposal prepared with a view to strengthen the industrial basis of «Türkmenhaly» state Association, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on realised measures to perfect the activity of the Turkmen state publishing service.
As she marked, thanks to the rendered support of the President of Turkmenistan and Hero-Arkadag, the material and technical basis of the Service grows stronger, its uninterrupted functioning and full involvement is provided.
Having reported that with a view to increase the efficiency of this work, partner relations with leading foreign companies are established, the Deputy-Chairwoman of the Cabinet submitted the draft of the relevant document for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov pointed out that the activity of the Turkmen state publishing service is improved. Having signed the document to strengthen the material and technical basis of the Service, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out necessary work.
Deputy-Chairman of the Cabinet B.Mammedov reported on preparation for the final state round of the competition among gifted children «Garaşsyzlygyň merjen däneleri».
As he marked, in the country, ample opportunities are provided for to give the growing generation modern education and enrich the creative heritage of masters of arts. The given competition has a huge significance in education of feelings of love to art and revealing talents from among the youth.
He informed that 21 singers, and 14 children’s dance groups and creative groups won the right to participation in the state round, which showed high skills and mastery at previous stages of song-musical compositions of the fine epoch of our independent, permanently neutral fatherland.
In this connection, for consideration of the head of the state, a relevant proposal was presented.
Having heard the report, President Serdar Berdimuhamedov underlined that in the country, all conditions are provided for the youth to get modern education and practise creativity and instructed the Deputy-Chairman of the Cabinet to prepare properly for the final state round of the competition among gifted children «Garaşsyzlygyň merjen däneleri» and to provide a high level of its organisation.
Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who, before his report, on behalf of participants of the meeting warmly congratulated President Serdar Berdimuhamedova on his successful state visit to Georgia.
As he marked, during summit talks, a wide spectrum of issues of further development of mutual relations were considered. Participation of the head of the state in the Turkmen-Georgian business forum became an important step in advancement of trade and economic cooperation. Days of culture of Turkmenistan held in Georgia also speaks of a new stage in strengthening cultural-humanitarian links between our countries.
Further, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs continued his report on the international interaction of Turkmenistan in the field of climate change.
As he underlined, as one of the priority vectors of the foreign policy strategy realised by President Serdar Berdimuhamedov complex development together with the foreign states and international organisations of cooperation concerning climate change acts. In this connection, for consideration of the head of the state a number of proposals were presented.
In particular, with a view of practical realisation of the international initiatives connected with climate change, it was proposed to create the Interdepartmental commission, which together with representatives of foreign countries, authoritative organisations and financial institutions on a regular basis will carry on negotiations. The coordination of activity will be assigned to the Commission fro practical realisation of initiatives on formation of the Regional centre for technologies connected with climate change, in Central Asia, the Regional centre for combat of desertification and other ecological proposals.
Besides it, for wide popularisation of initiatives of Turkmenistan on counteraction climate change and increases of international support rendered to in the world community, it was proposed to take an active part in regional and global conferences of high level, forums, exhibitions, to carry out due actions in their frameworks, to organise national pavilions of Turkmenistan and presentation platforms. These actions will promote the further perfection of ecological diplomacy of our country, attraction of new partners and expansion of international financial and technical assistance.
With a view of increase of the role of Turkmenistan in the solution of key issues standing today in the global climatic summons, and consecutive realisation of important initiatives put forward by our country in this area , as a new institutional format of international cooperation, it was proposed to create the Ashgabat climatic dialogue.
Along with it, one should develop the Plan of action of Turkmenistan for creation of the Regional centre for technologies connected with climate change, in Central Asia and the Regional centre for combat against desertification. In the Plan, the structure of management of specified centres and interaction mechanisms will be provided. With a view of transformation of the given centres into platforms of advanced cooperation and innovations at the regional level in he long term, one should continue the co-ordinated activity with corresponding structures of the United Nations Organization and other international partners.
For maintenance of stability of financial support of the above-named initiatives it was proposed to expand interaction with profile divisions of the United Nations, Green Climate Fund (GCF), Global Environment Facility (GEF), Adaptable Fund (Adaptation Fund), and also with such largest financial institutions, as the World Bank and the Asian Development Bank.
Summing up the report, President Serdar Berdimuhamedov noticed that Turkmenistan at regional and global levels carries out an effective work to counteract climate change and maintain ecological safety. Having approved proposals prepared with a view of development of international cooperation in the field of climate change, the head of the state gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs a number of instructions.
Then, Deputy-Chairman of the Cabinet B.Annayev reported on the work carried out to strengthen the material and technical basis of the national fleet.
As he informed, complex measures are implemented to develop shipbuilding, modernize the park of marine sea fleet, and build new dry-cargo vessels. It is urged to promote increase of the potential of our country in the given sphere, to improve profile infrastructure and increase in volumes of cargo transportation.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noted the productive work implemented to update the material and technical basis of the national marine fleet and gave the Deputy-Chairman of the Cabinet instructions to further improve the activity of the ship-building and ship-repair factory "Balkan" and increase its capacity.
At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
