Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to further improve the national legislation, was the first to take the floor at the meeting.
As she informed, bills of Laws of Turkmenistan connected with protection of the rights, freedom and legitimate interests of the individual, state registration of the rights to real estate, legal support of joining of our country international documents are prepared as well as amendments and additions are made into a number of current legal acts.
Besides it, interaction with the international structures and parliaments of foreign states consistently develops. In particular, the meeting with the delegation, which arrived with a visit in our country under the leadership of the Korean-Turkmen inter-parliamentary group of friendship, took place. Issues of expansion of mutual relations became the subject of discussion.
Besides it, representatives of the Mejlis took part in meetings and seminars held by the United Nations Development Program and International Migration Organization together with profile state institutions of our country.
Summing up the information, President Serdar Berdimuhamedov focused attention on the significance of continuation of work to strengthen the national legislation framework and perfection of legal acts.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the course of preparation for the Investment forum of Turkmenistan.
As he reported, according to the corresponding Resolution of the head of the state, the given event is planned to hold in Ashgabat in October of the current year. On the margins of the Investment forum and concurrent events, it is planned to consider issues of economic development and investment attraction of Turkmenistan, key areas of fuel, energy, and industrial complexes and development of reliable transport-communication systems.
In addition, digital and green transformation for sustainable development, introduction of digital financial technologies, agro-business, stability of agricultural branch in the conditions of climate change and preservation of the environment will become main themes of discussion. It is also planned to organise exchange of opinions on development of trade, sphere of services and state-private partnership, areas of cooperation with authoritative financial structures and strategic vectors of diversification of economy.
In this connection, for consideration of the head of the state, a relevant corresponding proposal was presented.
Having heard the report, President Serdar Berdimuhamedov pointed out that in our country a fruitful work is implemented to attract foreign investments to the national economy and to promote international interaction in this area. Having approved the proposal to hold the Investment forum of Turkmenistan in Ashgabat in October of the current year, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on the activity of "Türkmengeologiýa" State Corporation.
As he informed, with a view of rational use of minerals of the country, due measures are adopted to carry out prospecting activities according to the international practice in relation to rare minerals. At the same time, an effective cooperation is established with leading foreign companies that have a special significance in exploration of underground riches.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov marked that in our country the productive activity is implanted to explore minerals and to use them rationally. Having approved the proposal prepared with a view of establishment of international cooperation in the field of search of underground riches, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the state of affairs in the agricultural branch and course of seasonal campaigns in velayats.
As he informed, at present, according to agro-technical standards, proper care of cotton fields is taken and interrow cultivation and watering in particular are carried out. Within the forthcoming harvest season, corresponding work is implemented to prepare harvesting combines, profile enterprises, points of reception and various machinery, which will be involved for crop transportation.
For the well-organised conduction of the wheat sowing the ploughing and levelling of fields, which will be sown with crop, preparation of seed material, and agricultural machinery and repair of equipment are carried out.
Along with it with a view of maintenance of appropriate care of cattle, increase in its livestock, in the cattle-breeding economies stocks of forages for animals are prepared.
Summing up the report, President Serdar Berdimuhamedov emphasised the importance of further complex development of agricultural branch, timely care of cotton, appropriate preparation of enterprises and corresponding motor transport for the cotton-picking season. The head of the state also instructed the Deputy-Chairman of the Cabinet to continue work on preparation of fields for the future wheat crop.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on the work carried out by the Ministry of Energy.
As he reported, at present, proper measures are realized to promote capacities of enterprises of the Ministry, reliable maintenance of local consumers with electric power, introduction of modern technologies and equipment. It promotes the strengthening of energy power of Turkmenistan, export of certain volumes of the electric power and adjustment of new manufactures.
Summing up the report, President Serdar Berdimuhamedov noticed that in our country, the electric power branch develops and its material and technical basis is strengthened effectively. In that regard, the head of the state instructed the Deputy-Chairman of the cabinet to continue work on maintenance of local consumers with electric power.
Deputy-Chairman of the Cabinet N.Atagulyev reported on undertaken practical steps to prepare for retail trade in school goods.
As he informed, corresponding work is carried out with a view of organisation of sale of the goods necessary for schoolchildren and students on the threshold of the new academic year. In shops, the population can get school accessories and various textile products.
The Deputy-Chairman of the Cabinet reported that in velayats, etraps and Ashgabat and Arkadag cities, it is proposed to begin retail trade in school goods from August 1.
Having heard the report, President Serdar Berdimuhamedov underlined that the work of mobile shops on the threshold of the new academic year should be organised on the basis of study of demand of the population for various kinds of school goods. Having approved the presented proposal, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of basic events planned to hold in August of the current year.
As she reported, in the forthcoming month, on the occasion of announcement the motto of 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged horses» and the 35th anniversary of sacred independence of our fatherland various celebrations, exhibitions, conferences and agitation and explanatory actions will be held.
During the season of summer vacations, cultural events, creative and intellectual competitions, sports competitions, readings, competitions in national games among children will be held.
In complexes of historical and cultural monuments, seminars «Taryhy ýadygärlikleriň ata-babalarymyzdan miras galan gymmatlyklary öwrenmekdäki orny» and in Kopetdag state natural reserve – the forum «Köpetdagyň tebigy gözellikleri» will be organised.
Along with it, final rounds of the television competition of amateur young performers «Ýaňlan, Diýarym!» in Lebap and Mary velayats and the final round of the creative competition «Çalsana, bagşy!» will be also held.
Summing up the report, President Serdar Berdimuhamedov pointed out that in the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses» in our country a number of events are held. In that regard, the head of the state instructed the Deputy-Chairwoman of the Cabinet to prepare properly for the actions planned for August of the current year and to provide a high level of their organisation.
Deputy-Chairman of the Cabinet B.Mammedov reported on the course of preparation for the joint educational and training session of sportsmen of the bicycle club of Abu-Dhabi and national bicycle team of our country.
As he reported, necessary measures are taken to hold the given event at high organizational level in the capital and it is planned to hold seminars on its margins.
In that connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that in our country due work is realized to develop sports and reveal talented sportsmen. Having approved the proposal to organise the joint training session in cycling in Ashgabat, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on priority positions of Turkmenistan at the next 81st session of the General Assembly of the United Nations Organization.
As he marked, development of strategic cooperation with the United Nations acts among key areas of the foreign policy of our country. At present, the Ministry of Foreign Affairs conducts corresponding work with a view of preparation for the forthcoming session of the General Assembly.
He informed that on the basis of the initiatives, which are put forward by the head of the state on the international and regional political platforms, priority positions of Turkmenistan at the 81st session of the General Assembly of the United Nations are prepared. This important document includes a number of important areas. Thus among key aspects are the strengthening of universal peace and security. In the given context, it was noticed that Turkmenistan considers the forthcoming session as an important stage in consolidation of efforts of the international community for strengthening of peace and stability.
Throughout many years, our country within the United Nations and its structural divisions put forward important initiatives in this area. Among them, it is possible to name resolutions «Peace and trust», «Dialogue - a guarantee of peace», «The role and importance of the policy of neutrality in maintenance and strengthening of international peace, security and sustainable development process».
At the forthcoming session of the General Assembly, Turkmenistan plans to carry out under the aegis of the United Nations interstate consultations on the preparation of the Strategy of universal peace based on principles of peace, security and preventive diplomacy.
With a view of advancement of the complex approach to international peace and strengthening of security, our country acts as the supporter of strengthening of trust, dialogue and preventive diplomacy. In this area, Turkmenistan will suggest to declare the 2027-2037 Decade of dialogue and preventive diplomacy of the United Nations Organization.
Along with it, our country will initiate creation of the Group of friends of multilateralism and sovereign equality of the states within the United Nations.
With a view of practical realisation of the proposal of President Serdar Berdimuhamedov on formation of the University of Peace and Neutrality, corresponding work with the United Nations and its structural divisions is conducted. As the next step in this area, consultations on creation of the Academic centre of peace, neutrality and preventive diplomacy will be carried out at the department of peace and neutrality of the Institute of International Relations of the Ministry of Foreign Affairs.
Turkmenistan also initiates development of the International code on peaceful use of artificial intelligence in the international relations and diplomacy under the aegis of the United Nations. In the given context, it is planned to hold with United Nations support in Ashgabat the dialogue of the international experts concerning digital trust and responsible use of artificial intelligence.
With a view of the further comprehensive support of the activity of the UN Regional Centre for Preventive Diplomacy for Central Asia, our country will offer for consideration of the General Assembly the next draft resolution «The role of the UN Regional Centre for Preventive Diplomacy for Central Asia».
Cooperation in the field of sustainable development and transport sphere also have a special significance. Thanks to the initiatives, which were put forward by the President of the country, Turkmenistan becomes the leading centre of transport diplomacy of world level. Thereupon, at the initiative of the Turkmen party at the 80th session of the General Assembly, the Resolution « UN Decade on Sustainable Transport for 2026-2035 and the use in this regard of the international events scheduled for November 2024 », in which frameworks our state will continue work on creation of the Global atlas of sustainable transport connectivity as the universal analytical and information tool for monitoring realisation of the goals of the Decade was adopted.
Our country will also continue active participation in practical realisation of the Avaza program of actions for 2024-2034 and the Avaz political declaration.
At the same time, it will be offered to consider a possibility of creation of the International centre for sustainable trading logistics and customs cooperation in the territory of Turkmenistan under the aegis of the United Nations Organization.
Besides it, our state will initiate creation of the trans-regional transport corridor connecting South and Central Asia with Europe through the Caspian sea under patronage of the United Nations.
Among key areas of cooperation of Turkmenistan with the United Nations Organization and its specialised establishments - ecological safety, climate change and rational use of energy resources.
Thereupon, our country will suggest to found the Ashgabat climatic dialogue - a new multilateral platform of cooperation for advancement of the initiatives connected with climate change and development of international partnership on an institutional basis.
Besides it, Turkmenistan will initiate the strengthening of climatic stability of the regions, which experience difficulties because of drought and deficiency of water.
With a view of fulfilment of positions of the Resolution «The key role of reliable and stable energy connectivity in sustainable development maintenance», consultations on preparation for the high-level forum «Stable energy for all» will be carried out.
As one of the significant areas, development of humanitarian cooperation acts. Under the leadership of President Serdar Berdimuhamedova, Turkmenistan gives particular attention to development of the dialogue of women and the youth. In that connection, the further development of the Dialogue of women of Central Asia and expansion of cooperation with the United Nations Peacebuilding Commission and "UN Women" within the agenda «Women, peace and security» will be provided.
Besides it, work on increase of activity of the youth in the international relations and peace initiatives will proceed, and activity of the Dialogue of youth of Central Asia will be supported. Within the agenda «Youth, peace and security» our country plans to promote expansion of practical participation of representatives of the younger generation in international and regional initiatives.
Among the basic areas, cooperation with the United Nations Organization in the field of international law was also named. At the initiative of the head of the state Turkmenistan consistently brings global offers on international law and its value, one of which is the announcement of 2028 as Year of international law. This initiative once again underlines the importance of the Charter of the United Nations and international norms regulating the relations between the states.
Within the preparation for the Year of international law, it will be offered to hold the International forum devoted to interrelation of international law, disarmament, neutrality, preventive diplomacy and sustainable development in Turkmenistan.
Our country will continue the vigorous activity as a member of UN Economic and Social Council (ECOSOC) for 2026-2028, and also other structural divisions and the United Nations commissions.
Along with it, the joint work on election of our country is held during the 81st session of the General Assembly of the United Nations Organization as non-permanent member of the Security Council of the United Nations for 2031-2032 and other elective bodies of the United Nations.
As the Deputy-Chainman of the Cabinet, Minister of Foreign Affairs reported, at the General Assembly regular session is planned to send Priority positions of Turkmenistan to United Nations Organization Secretary, and to extend among United Nations member countries, to place the information on the content of the document in national and international mass-media.
Summing up the report, President Serdar Berdimuhamedov noticed that Turkmenistan attaches a special significance to development of multilateral cooperation with the Community of the Nations, strengthening of universal peace and safety. Having approved the presented proposals, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to prepare properly for the 81st session of the General Assembly of the United Nations.
Then, Deputy-Chairman of the Cabinet B.Annayev reported on adopted measures on modernisation of the sphere of railway transport.
As he informed, within the work carried out on social and economic development of the country in velayats, construction of modern buildings of railway stations is provided. Now practical steps are taken in this direction that will promote increase of efficiency of activity in the given sphere, creation of favourable working conditions for employees of the branch.
Thereupon, the Deputy-Chairman of the Cabinet submitted relevant proposals for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that in our country modernisation of the branch of railway transport is carried out. Having approved proposals on construction of modern buildings of railway stations in Akhal, Balkan and Mary velayats, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
At the meeting a number of other important issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
