In the era of the Revival of the New Epoch of the Powerful State, large-scale efforts are underway in Turkmenistan to consistently increase the country’s economic potential and launch new production capacities. Tangible results are being achieved through the strengthening of the material and technical base of existing enterprises, as well as the introduction of advanced, high-performance technologies. A vivid confirmation of this is the success of the “Lebap” Cement Plant, located in the eastern region of the country, where production processes are currently being actively improved.
The commissioning of the second phase of this major enterprise, designed to produce 1 million tons of products per year, has increased the plant’s total capacity to 2 million tons of cement annually. While the previously operating section of the Lebap Cement Plant produced “S-400” and “S-500” grades of Portland cement, the new capacities of the second phase have made it possible to produce high-quality “S-600” cement. The plant’s equipment with advanced machinery from leading companies in Türkiye, as well as Germany and other European countries, ensures that the products manufactured comply with international standards.
It should be noted that “S-400” cement is used in the construction of various buildings and in the installation of sidewalks and platforms, while the stronger “S-500” is used in the production of reinforced-concrete products, as well as in the construction of roads and airport runways. “S-600” cement, which has even greater strength, is sulfate-resistant. It is widely in demand for the installation of oil and gas rigs, the construction of bridge supports, coastal reinforcement works, underground projects, and other similar facilities.
The launch of a high-tech workshop for the production of polypropylene bags on the territory of the enterprise is also contributing to the achievement of high results. The capacity of the new production facility is 30 million bags with a capacity of 50 kilograms and 1 million polypropylene bags of greater load-bearing capacity per year. This production facility makes it possible to supply packaging to other cement plants operating in the country as well. In addition, the workshop has established the production of tubular fabric in widths of 52, 66, 101, and 185 centimeters, creating conditions for supplying it to all sectors of the country’s economy.
While during the first eight months of 2025 the enterprise produced 984,700 tons of cement, thanks to the optimization of work processes, during the same period of the current year this figure reached 1,310,000 tons. This result indicates that compared with last year, production increased by 325,300 tons, representing a 33% growth.
The in-demand construction material produced at the Lebap Cement Plant is supplied both to domestic and foreign consumers. At this steadily operating enterprise, particular attention is paid to three areas: cement quality, production efficiency, and environmental sustainability. Finished cement is transported by special conveyors to warehouses, where it is packed into bags for shipment to consumers by road, or loaded into railway wagons for transportation by rail.
The automation of continuous cement production by specialists of the central dispatch department makes it possible to strictly control the technological process. The prompt shipment of products to consumers in all parts of the country ensures the uninterrupted progress of construction work at various facilities.

The rich reserves of mineral resources in the Koytendag region, as well as the proximity of quarries containing limestone, quartz sand, gypsum, and clay — the key raw materials for cement production — ensure the plant’s uninterrupted operation and reduce production costs. This is of great importance for increasing the profitability of the enterprise.
