In our independent neutral Fatherland, the state attaches great importance to the development of horse breeding and equestrian sports. Large-scale measures are being implemented to increase the worldwide fame of the «paradisial» Ahal-teke horses, which are the standard of beauty and perfection, to expand international cooperation in this area, and to exchange mutually beneficial experiences.

Taking into account the significant contribution to the development of horse breeding, the merits and high results in preserving the purity of the Ahal-teke breed, which is the national treasure and pride of the Turkmen, and increasing their worldwide fame, as well as professional skill, I decree:

to award the honorary title «Türkmenistanyň at gazanan atşynasy» to the following foreign citizens:

to the President of the European Ahal-teke horse breeding association, Marianne Weltevreden,

to the head of the horse breeding company «Daqing Huiyou Breeding Co., Ltd.» of the People's Republic of China Liu Shuqing,

to a private horse breeder from the Republic of Estonia, internationally recognised veterinarian Kaido Puuseppe.
