Horizons of the international cooperation

Seismology Institute of the Academy of Sciences of Turkmenistan expands the geography of the international cooperation, realizes the wide scientific exchange. The Seismology Institute establishes diverse on form and content scientific ties with the scientific organizations of Russia, Azerbaijan, Kazakhstan, United Arab Emirates, Germany, Austria, Japan and other countries.

At present, the Seismology Institute goes on to elaborate new map of the seismic zoning of the territory of Turkmenistan. But without seismological data, just without information about frequency and power of the earthquakes taken place in the past on frontier territories, it is impossible to make reliable zoning map. New map of general seismic zoning of the territory of Turkmenistan compatible with the international standards is essential for estimation of socio-economic and ecological vulnerability of the territories, rational land use, antiseismic construction and decrease of seismic risk.

In this connection, within the framework of expansion of cooperation with Iran, the Institute supported the proposal of the Secretariat of Economic Cooperation Organization on participation in “Program of seismic risk decrease” according to the project “Preparation of the map of seismic risk of ECO member countries”. The program includes the making of regional catalogues; realization of investigations of focal zones of powerful earthquakes; making of seismotectonic maps and making of maps of seismic risk.

It is particularly prospective the cooperation with the Russian Federation, where well-known in the world scientific centers of fundamental and applied researches on seismology are functioning. Within the framework of earlier signed Agreement on scientific-technical cooperation as well as Protocol of the fifth meeting of the Intergovernmental Turkmen-Russian Commission on economic cooperation dated November 2, 2010, draft Agreement on scientific-technical cooperation is prepared today between the Geophysics Institute named after O. Yu. Schmidt of the Russian Federation and Seismology Institute of the Academy of Sciences of Turkmenistan. It is proposed the wide exchange of scientists and specialists, organization of joint conferences, seminars with participation of the leading scholars and others.

One of the innovative on early recognition and possible warning of earthquake is the seismoacoustic station RNM ASP created in Republic of Azerbaijan. Moreover, five RNM ASP stations are functioning in Azerbaijan. They realize the monitoring of seismoacoustic noises. At the international conferences held in Ashgabat, the specialists of the Cybernetics Institute of the National Academy of Sciences of Azerbaijan repeatedly delivered reports on results of experiments on monitoring of anomalous seismic processes. This Institute is ready to give RNM ASP station to the Seismology Institute of the Academy of Sciences of Turkmenistan. At present, it is considered the draft of an Agreement on cooperation between the Seismology Institute of the Academy of Sciences of Turkmenistan and Cybernetics Institute of the National Academy of Sciences of Azerbaijan for creation of seismoacoustic station to conduct experimental investigations on the territory of Turkmenistan.

Another prospective trend of international cooperation is the realization of Agreement on scientific-technical cooperation between the Center of geophysical monitoring of the National Academy of Science of Belarus and Seismology Institute of the Academy of Sciences of Turkmenistan.

In Belarus like in many countries of the world, which use the shaft methods of mining the natural resources, it was created the tracking systems of mining with the seismic observations. In connection with the beginning of construction of ore-dressing and processing enterprise in the east of Turkmenistan, there is a unique opportunity to retrace the moment of origin and activization of the process of induced seismicity, for which it is necessary to organize detailed monitoring in the region before development of intensive mining activities.

It is studied the vectors of mutually beneficial scientific-technical cooperation between the Institute of mechanical engineering named after A.N. Podgorniy of the National Academy of Sciences of Ukraine, Seismology Institute of the Academy of Sciences of Turkmenistan and Research Institute of Antiseismic Construction of the Ministry of Construction of Turkmenistan. presently, it was prepared relevant draft of an Agreement on conduction of joint works.

New scientific ties have been regulated with the scientists of the National Center of Meteorology and Seismology of the United Arab Emirates. In May of this year, the scientific-practical seminar was organized in Ashgabat. In the course of this seminar, our colleagues from the United Arab Emirates delivered reports and presentations on state of seismological observations in their country. A month later, the scientific Turkmen-Emirate symposium organized in connection with the decision made at the first meeting of the Turkmen-Emirate joint committee for cooperation held at the beginning of the year in the United Arab Emirates, was held with great success.

It is continued the deepening and expansion of bilateral scientific-technical cooperation with the scientists of Republic of Armenia within the framework of Agreement signed between government of Turkmenistan and government of Republic of Armenia in cooperation in the sphere of seismic protection. Correspondence is going on with the leading scientists of Armenia on exchange of efficient elaborations available in the National Service of Seismic Protection of the Ministry of Emergency Situations of Armenia concerning the issues of estimation of forecast of seismic risks in the region as well as effective methods on revelation of forerunners of earthquakes. Unification of efforts of the scientists of our state allows making more active the work in this field.

Cooperation is expanded with the UN structure on realization of provisions of the Agreement on universal prohibition of nuclear tests connected with functioning on the territory of Turkmenistan of seismological station, entering into international system of monitoring.

It is actively realized the cooperation of the Seismology Institute of the Academy of Sciences of Turkmenistan with the National Nuclear Center of Republic of Kazakhstan. Within its framework, it was organized the training courses for personnel of our Institute, joint international conferences and technical trainings.

Within the framework of cooperation with Japanese Agency for international cooperation, it is prepared for realization the project “Technical cooperation for improvement of the system of seismological monitoring for estimation of seismic risk in Ashgabat”. According to the project, it is planed to provide the Turkmen seismologists with up-to-date seismological equipment on registration of strong motions, digital seismic stations, software for treatment and interpretation of materials.
