A meeting of the regional technical advisory groups from a number of foreign states was held under the chairmanship of the Turkmen side at the Ministry of Foreign Affairs of Turkmenistan. The meeting focused on the issues related to assistance in settling the situation Afghanistan. The meeting brought together the groups from Afghanistan, Azerbaijan, Britain, Germany, India, Iran, Italy, Kazakhstan, Kyrgyzstan, Pakistan, Russia, the Untied States, Tajikistan and Turkey. The meeting was attended by experts from the UN, the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), the Asian Development Bank (ADB), the Shanghai Cooperation Organization (SCO) and the media.

The meeting participants considered the progress in implementing the action plan and provided a number of recommendations on “Regional Infrastructure” confidence-building measures identified in the Istanbul Process. These measures include specific regional infrastructure projects designed to provide positive impact on stabilization of the situation in Afghanistan.

Exchanging views, the participants noted that the meeting would be a critical step towards the practical implementation of confidence-building measures within regional infrastructure projects in Afghanistan.

For many years Turkmenistan has been demonstrating that the solutions to Afghanistan related problems by peaceful means have the specific economic content, along with political and diplomatic approaches by rendering economic and humanitarian aid to Afghanistan. It involves the construction of social facilities, such as hospitals and schools, and the training of Afghan young people at Turkmen educational institutions. The ambitious regional infrastructure projects, such as the construction of Turkmenistan-Afghanistan-Pakistan-India (TAPI), Turkmenistan-Afghanistan-Tajikistan railway and infrastructure facilities which make it possible to increase supply of Turkmenistan’s electricity to Afghanistan five times, are being implemented at the initiative of Turkmenistan.
