Turkmenistan has joined eh International Organization for Migration as a full-fledged member. As reported, the given decision was accepted at the 103rd session of the Council of the IOM with a unanimous vote of 151 member countries of the IOM.
In 1997, Turkmenistan joined the IOM as country –observer. In June 1998 between the government of Turkmenistan and the IOM, an agreement on cooperation was signed. The IOM mission started its work in Turkmenistan in early 2005. In the list of main program, there are oriented directions of joint activity as following: combat of human trafficking, and assistance to migrants; technical cooperation and border management; management of extraordinary situations, decrease of risks of natural calamities and others. Within the framework of joint programs education and information sharing are held and institutional and professional potential of related structures of Turkmenistan are improved.
A great importance is attached to implementation of international acts in the legislation of Turkmenistan in sphere of education. In compliance with standards and principles of international law, guided by the interests of ensuring security of an individual, society and government, in December 2007 Turkmenistan adopted the Law “On combat of human trafficking” and in April 2012 the Law “On migration”.
With a view of enhancement of cooperation of our county and the IOM, conferences and seminars are held regularly at different levels. In April 2013, Ashgabat has hosted the international conference on exchange of best practice between countries of Eastern and Western Europe as well as Central Asia on development and realization of national working plan on combat of human trafficking. In the work of the forum, the director general of the IOM Mr. Lacy Swing has taken part. According to participants of the conference, it has made an important contribution to the development of common approach to the strengthening of international cooperation in this sphere. Speaking on the principal position of Turkmenistan in combat of criminality, participants of the forum underlined adherence of the Turkmen side to the efficient international cooperation in this direction.
Due to the efforts of the Turkmen government with the assistance of the IOM and other international organizations the border control was modernized remarkably innovative technologies and methods have been introduced in the activity of border services. The existing border units have been reconstructed and new ones have been constructed. With direct participation of the international community exchange of best practice in the sphere of border management, ensuring of its security and combat of illegal migration is carried out actively.
As it was noted in the 11th conference of CABSI, which on the initiative of the Turkmen government was held in Ashgabat in October 2013, Turkmenistan takes definite measures directed to improvement of system of security of its borders and has reached a high-level organization of control over cross border movement of people.
Turkmenistan and the IOM project work closely together with the UNICEF to reduce the risk of natural calamities with a purpose of enhancement of national potential of readiness to react to extraordinary situations and reactions. The focus of attention of this project is attached to women and children.
Within the framework of the project DIPEKO-7 «Enhancement of local potential and readiness for possible natural calamities in Turkmenistan» the IMO carries out training with a view of enhancement of potential of the department of civil defense and rescue operations of the Defense Ministry of Turkmenistan to ensure enhancement of their readiness for natural calamities and capability of management in extraordinary situations.
One of the humanitarian problems of humanity remains the rendering of assistance to the refugees and protection of their rights. These people have not chosen their status. They are forced migrants. In the partnership with International Organization for Migration and United Nations Office of the High Commissioner for Refugees, Turkmenistan made significant step and made ponderable contribution to the efforts of the international community on solution of this complicated problem. Implementing the undertaken obligations, Turkmenistan passed the Law “On refugees”, joined as one of the first states in the Central Asia to the Convention on status of stateless persons. Within the last years, several thousand of persons, permanently residing in Turkmenistan and having no citizenship, have become the citizens of Turkmenistan. In the world practice, it is the unprecedented fact. Moreover, the first international conference entitled “Refugees in the Muslim world” took place in Turkmenistan. In this connection, the international experts note that the tendency of the government and political will of the head of state Gurbanguly Berdimuhamedov can serve as a model for other countries, and call all countries of the region to follow the example of Turkmenistan.
