The status of the Caspian Sea discussed n Ashgabat

The 36th meeting of the ad hoc working group on the Convention on the legal status of the Caspian Sea held at the level of deputy foreign ministers of the Caspian states has been held at the Ministry of Foreign Affairs of Turkmenistan today. The delegations from the Russian Federation, the Islamic Republic of Iran, the Republic of Kazakhstan and the Republic of Azerbaijan arrived in Ashgabat to participate in the meeting. The meeting agenda focused on the preparations for the Caspian Summit, the draft Convention on the legal status of the Caspian Sea and other issues.

On the first day of the meeting, the heads of the delegations presented the stance of their states on the legal status and the various aspects of cooperation in the Caspian Sea. The meeting participants exchanged views on a wide range of issues of mutual interest and continued to elaborate mutually acceptable solutions to the conceptual provisions of the draft convention on the legal status of the Caspian Sea developed in line with the proposals of all the littoral states.

The representatives of the Turkmen side emphasized Turkmenistan’s commitment to optimizing the draft Convention on the legal status of the Caspian Sea as a basic instrument, which will set the legal framework for international cooperation in the Caspian Sea. Emphasis was placed on the initiative of President Gurbanguly Berdimuhamedov put forward at the Caspian Summit in Baku in November 2010 to develop and sign an agreement on conservation and sustainable use of biological resources of the Caspian Sea and an agreement on cooperation in prevention and liquidation of consequences of emergencies in the Caspian Sea. It was noted with satisfaction that the important five-sided documents, such as the Framework Convention for the Protection of the Marine Environment of the Caspian Sea and the Security Cooperation Agreement, had been signed to date.

Expressing gratitude to the Turkmen side for the cordial hospitality and the high level of organisation of the forum, the members of the delegations of the Caspian states focused on the significance of the meeting, which had provided the platform for putting forward a number of new constructive proposals and called for the continuation of meetings both in the bilateral and multilateral formats.

The 36th meeting of the ad hoc working group on the Convention on the legal status of the Caspian Sea will continue its work tomorrow.
