Cooperation in the fuel and energy sector

A Turkmen-Russian roundtable focusing on the approaches to promoting cooperation in the fuel and energy sector took place at the central office of the oil and gas ministries of the country. This meeting is one of the measures identified during the meetings of Turkmenistan-Russia Business Council and Russia-Turkmenistan Business Council, including those held in Ashgabat in March this year.

The Russian side was represented by the specialists of the sector institutions of the Russian Academy of Sciences and the Skolkovo Innovation Centre and the experts of a number of companies and enterprises, including the Metropol Group of Companies, TyumenNIIgiprogaz, INTREK, RosKon Information-Consulting Centre, Ballast Pipeline SVAP, Anod Close Public Corporation, GMS Neftermash Open Public Corporation and Metals of Eastern Siberia Corporation, among others.


The heads and specialists of the Ministry of Oil and Gas Industry and Mineral Resources, the State Agency for Management and Use of Hydrocarbon Resources under the President of Turkmenistan, Turkmengaz State Concern, Turkmenneft State Concern, Turkmengeologiya State Concern, Turkmenneftegazstroi State Concern, Turkmenbashi complex of oil refineries and research and design institutes represented Turkmenistan’s fuel and energy sector at the forum.

The participants paid particular attention to extensive work carried out in Turkmenistan to further increase production capacity, build infrastructure facilities and improve the efficiency of exploration and prospecting works and research activities aimed at equipping this sector with innovative developments and design projects of state-of-the-art technical facilities.

The reports on modern research methods in the fuel and energy sector, the modernization of manufacturing processes, particularly in the field of microseismic exploration, the use of advanced drilling technologies to enhance gas and oil recovery, the organizational techniques for the complex systems that integrate management, marketing and technological approaches and software and hardware were presented at the forum.

The presentations of the potential of the Russian industrial enterprises represented at the forum and the latest design projects of fuel and energy equipment were made during the meeting. For example, the experts of the Skolkovo Innovation Centre made several presentations on the themes, such as hydrocarbon logistics optimization to raise profits, advanced project and portfolio management for the oil and gas industry, digital deposit, management of drilling and service operations, business intelligence and innovation analytics.

Detailed information on the implementation of the oil and gas industry development programme of Turkmenistan for the period till 2030, the ongoing activities aimed at the progressive development of the fuel and energy sector and the gas chemical and petrochemical industries, development of offshore and onshore oil and gas deposits in the Turkmen sector of the Caspian Sea as well as training of highly qualified specialists, including for oil and gas enterprises built and under construction in our country, such as the world’s first complex producing environmentally friendly casing-head gasoline, was provided to Russian specialists.

The discussions, reports and presentations focused on a wide range of issues, including the latest approaches to energy project financing and energy construction, commercial field exploitation and expansion of the range of high-quality petroleum products that meet international standards.

It was noted that the current level, scientific and technological standards, investment climate, ambitious plans and ongoing drastic changes towards industrial modernization opened up ample opportunities to make a gradual transition from the export of raw materials to the export of deep processing products, which will give a powerful impetus to develop the national economy oriented to the industrialization of the fuel and energy sector.

Bilateral business consultations and talks were held after the roundtable.

The members of the Russian business delegation will hold meetings at the Ministry of Oil and Gas Industry and Mineral Resources and its subdivisions tomorrow.
