Recently Ashgabat has hosted the consultative meeting on determination of major trends of program cooperation between the government of Turkmenistan and the UNICEF for the period from 2016 to 2020. Workers of the residential office of the UNICEF in Turkmenistan, ministries, departments, social organizations of our country-partners of the UNICEF participated in the seminar.
Cooperation program of the government of Turkmenistan with the representative office of the UNICEF in Turkmenistan includes the issues of health, education, early development of childhood, s well s social security and juvenile justice. With the activity of the UNCEF, for example, one should connect emergence of child friendly schools and child friendly hospitals. With assistance of the UNCEF there have been created programs for early development of children, improvement of foods of children and others.
- the goal of our consultative meeting is to discuss in detail the contribution of the UNICEF within the framework of the new program for 2016-2020 and outline in what areas the mandate, knowledge and experience of the UNICEF will be useful in advancement of welfare of children and realization of their rights , noted by the head of the residential office of the UNICEF in Turkmenistan Mrs. Oyunsaihan Dendevnorov – upon formulation of the results we will focus on the national priorities , convention of the UNO on rights of children and comparative privilege of the UNICEF.
When we develop our joint activity, we take into account that Turkmenistan is the country with the revenues of higher than the average level and this fact calls us to apply innovation approaches to cooperation. In particular, the UNICEF sets forward the issues of inclusive, goodwill, and caring astrosphere for all children. The UNICEF provides the expert and technical assistance for development of efficient social programs directed to children, as well as facilitates enhancement of institutional potential and monitoring of international agreements.
Another important aspect connected with the status of Turkmenistan as the country with revenue of higher than the average level is the fact that the tendency of financing of programs at the expense of the state budget grows. It is an obvious transition from official support of development to financing. The government of Turkmenistan has agreed to hare the expenditures designated in our joint action programs for 2014-2015.
The work of the seminar was held in groups, which in the course of discussion made up the essence of results of future cooperation program in the following areas: rights of children, /social security, health care, education, management of interests of vulnerable children. The main attention was focused on determination of concrete results to be achieved by 2020 by working groups in the light of national priorities in relation to realization of right and welfare of children. At it every group has outlined major areas for achievements of concrete results, what indices will be used for monitoring of the process, what data will serve for confirmation of the progress and defined key partners.
