Brussels hosted the second International meeting of experts on reliable and stable transit of energy sources and investment into energy infrastructure. 74 experts from many countries of the world, including representatives of the the State Agency for Hydrocarbon Resources Management and Use under the President of Turkmenistan, the European Commission, the International Gas Union, the Latin American Energy Organization, the South Asian Association for Regional Cooperation and a number of other international organisations participated in the meeting organized by the Energy Charter Secretariat and the Ministry of Foreign Affairs of Turkmenistan.

Meeting participants focused on the legal and commercial aspects of investments into projects implemented in energy infrastructure, which are funded by state agencies and private companies as well, the role of the state in stimulating investment and investment protection regime given the Energy Charter Treaty.

The discussions focused on the role of regional organisations in promoting infrastructure projects, the options of natural gas supply to Southeast Asian markets, the prospects for inter-regional trade in electricity and the pricing mechanisms for natural gas trade in Europe. Particular attention was paid to the international practices of investment protection and security of energy supply.

The meeting in Brussels is a continuation of the first International Meeting of Experts, which was held in Ashgabat in December 2014 when Turkmenistan was hosting the Energy Charter Forum.

Expert discussions were held in compliance with the Resolution “Reliable and Stable Transit of Energy and Its Role in Ensuring Sustainable Development and International Cooperation” adopted at the 67th session of the UN General Assembly on the initiative of Turkmenistan. This document lays the foundation for global energy partnership based on the interests of producers, transit countries and consumers.

Turkmenistan considers diversification of energy supply and creation of an extensive multi-variant pipeline system as strategic priorities. Abundant hydrocarbon reserves allow our country to conclude long-term contracts for stable energy supply.

The Final Declaration that identified the key areas for improvement of the existing legal and institutional system of global energy security was adopted at the final session of the Brussels meeting. In this regard, it was underlined the active role of Turkmenistan in establishing new regional and inter-regional energy infrastructure and developing the clear and precise principles of work for states operating on international energy markets.
