A regional forum dedicated to the migration issues has taken place in Ashgabat

In the conference hall of the Ministry of Foreign Affairs a regional forum “International cooperation in the migration sphere and preparedness to emergency situations”, organized by the Government of Turkmenistan jointly with International Organization for Migration has started its work. Delegations from Central Asian countries and Afghanistan, heads of diplomatic representations and missions accredited in our country, heads of corresponding ministries and branches, public organizations, representatives of foreign and national media were the participants of the meeting.

Regional Director of the International Organization for Migration in Vienna Mrs. Renate Held, UN and UNDP Resident coordinator in Turkmenistan Mrs. Jiasinta Barrins and others were the participants of the present forum.

The forum is urged to define constructive approaches in the decision of pressing issues in the migration field. Joint actions of the world community should provide consolidation of efforts in opposition to such factors causing the compelled migration because of political instability in separate regions of a planet, uneven development of states, consequences of financial and economic crises. It was underlined that the role of the United Nations Organization, International Organization for Migration, as well as other authoritative structures acquire decisive importance.

As it was noted, the Turkmen state pays intent attention to migration questions. Highly appreciating the practical steps undertaken by Turkmenistan in this field, as well as humanitarian actions carried out by our country, including rendering assistance to Afghanistan, Nepal and other states which have suffered natural disasters, the participants have underlined that all this finds broad support of the world community.

During the plenary sessions, which have taken place in the second half of a day, strategy of countries and innovative practices on prevention of crises, migration and emergency situations, and so on have been discussed. Tomorrow the forum will continue its work.

One of key directions of the foreign policy of Turkmenistan is the partnership in humanitarian sphere, including in the field of migration. Closely co-operating with the largest international organizations, having joined a number of basic conventions and protocols in the field of human rights, as well as being a constant member of Executive Committee of the Program of the UN High Commissioner for Refugees, a member of International Organization for Migration, our country is positioned as the strategic participant of global processes.

Among the basic international contracts and conventions which our country has joined, it is necessary to name the United Nations Convention “On the status of refugees” and corresponding Protocol to it, as well as United Nations Conventions “On the status of stateless persons”, “On reduction of statelessness”. Considering an urgency of legal regulation of migration issues at national level, for the years of independence there were adopted legislation acts regulating the legal status of migrants, refugees and stateless persons and guaranteeing their rights and freedom in our country. Laws of Turkmenistan “On migration”, “On citizenship”, “On refugees” are among them. For the years of long-term effective partnership with UNHCR and International Organization for Migration there have been realized tens of projects and programs aimed at practical solution of pressing issues in this field.

Following the conventional norms of international law and primordial national traditions of humanism of the Turkmen people, the Government of Turkmenistan creates all conditions for migrants, refugees and stateless persons. Acknowledgement to that are following facts: in 2005 citizenship of Turkmenistan on a voluntary basis have been received by over 13 thousand persons, almost 9 thousand 500 of them are refugees. Besides, more than 3 thousand persons have received residence permit, 1800 of which are also refugees. In 2011 and 2013, 4 thousand persons accepted the citizenship of Turkmenistan, and in 2014 - 786 persons were naturalized. Another significant step in given direction was the signing by the President Gurbanguly Berdimuhamedov of the Decree on naturalization of 361 persons by Turkmenistan on June 13 of the current year.

It is symbolical that today the solemn ceremony of delivery of passports to naturalized persons, according to the Decree of the President Gurbanguly Berdimuhamedov has taken place in the State migration service. The given action has become the next vivid example of adherence of the Turkmen state to the principles of humanism and virtue of our ancestors, following the undertaken international obligations in the field of the humanitarian right.
