In Dushanbe, it was held the 17th Central Asian Mass Media Conference with participation of the representatives of Turkmenistan, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Mongolia, OSCE Bureau for mass media activity and its regional offices. The international experts in media policy and broadcasting also have been invited to a forum. In the course of the meeting, the issues of development of digital technologies and their influence on activity of mass media were discussed.
The contributors noticed an urgency of main topic of the forum in connection with development of information-communication technologies that considerably expands the sphere of activity of mass-media. New ways of communication provide more possibilities for information access that in aggregate with an increasing role of the Internet promotes their free stream, variety and pluralism of media environment.
Representatives of the Turkmen delegation familiarized the participants with main principles of activity of national mass media. Key directions of transformations in the field of information policy are the further improvement of work of mass-media in the context of socio-political life of the state, including strengthening of the legislation regulating this sphere in accordance with the generally accepted international legal regulations. The great significance is attached to the study and introduction into this sphere of the advanced world experience, the newest computer and information technologies.
The major function of mass-media of Turkmenistan is their consolidating and mobilizing role in development of civil society, preservation, augmentation and promotion of spiritual and cultural values of the nation, in upbringing of growing generation. Principal positions, guaranteeing the pluralism of opinions and freedom of their expression, are fixed in the Constitution of the country. The relations arising in the field of mass-media, including electronic, are regulated by Laws “On mass media”, “On legal regulation of Internet and rendering of Internet-services in Turkmenistan” and a number of regulatory legal acts.
As it was noted, a huge attention is paid to adjustment of information interaction with foreign mass media that assists all-round covering of major events of home and foreign policy of Turkmenistan, which attaches great significance to development of partnership with the international structures, including with OSCE. In this context, it was underlined that in cooperation with this organization, joint projects in this trend are realized in our country.
