The Ministry of Foreign Affairs of Turkmenistan hosted the international meeting in the framework of the Central Asia plus Japan Dialogue. The Deputy Ministers of Foreign Affairs of Japan, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan participated in the meeting.
Turkmenistan is presiding over the Central Asia plus Japan Dialogue in 2015-2016.
The importance of enhancing cooperation in such areas as regional safety and sustainable development, trade and investments, disaster prevention that were specified as priority vectors of collaboration during the last meeting in the framework of the Central Asia plus Japan Dialogue was underlined during the meeting.
Presiding over the Dialogue, Turkmenistan suggested to include the issue on the development of transport and logistics infrastructure in the Eurasian continent in the forum agenda. It was emphasized the importance of this initiative for our country and for all Central Asian states that do not have access to the open sea. Implementation of the projects in this area is also important for Japan given the opening up opportunity to have alternative land routes to Europe, in particular through the territory of countries participating in the Dialogue. Cooperation in this area will contribute to creation of favorable conditions for increasing the trade turnover in the region and ensuring the growth of investments.
Meeting participants supported Turkmenistan’s idea. It was noted that this initiative is consonant with the ideas put forwarded by Japan in the context of the further development of the communication network in Asia and Europe. In this regard, the meeting participants expressed belief that Japan that has accumulated wide experience will significantly contribute to the development of new transportation routes in Eurasia. It was also underlined the importance of Japanese technology in the implementation of projects in this area. Those speaking during the meeting also noted with satisfaction that, at present, Turkmenistan, together with Japan has been studying the project on laying the high-speed railway between Ashgabat and Turkmenbashi.
Agriculture was specified among the main areas of cooperation between Japan and Central Asia. In this context, the meeting participants focused on the significance of the Roadmap for cooperation in this field, within the framework of which the most advanced technologies will be used and joint projects with participation of Japanese companies will be implemented.
An important aspect of the partnership in the format of the Central Asia plus Japan Dialogue is to ensure security and sustainable development in the region. In this regard, particular attention was paid to facilitation of the peaceful development of Afghanistan.
Particular attention was also paid to building up trade and economic cooperation. The possibilities of attracting Japanese investments in the national economies of the member states of the Dialogue and implementation of new joint projects and investment programs were discussed during the meeting.
The opportunities of establishing cooperation to solve the problems on climate change and prevent disaster were considered during the forum. Speaking about the importance of cooperation in these areas, representatives of the Turkmen side focused on the initiatives put forward by the Turkmen leader.
Among them is an idea on creation of the specialized structure - the Regional Centre for technologies on climate change in Central Asia under the auspices of the United Nations. The main objectives of the Regional Centre are to promote technical and technological partnership to develop and implement programs to support the Central Asian countries to address the negative effects caused by global climate change. The Centre will also focus on development of a complex of measures to prevent and reduce the risks of natural disasters in the region, which is highly vulnerable in this regard. In this regard, it was noted that Turkmenistan is ready to provide the necessary infrastructure in Ashgabat.
