A meeting of the Interagency Commission for the Caspian Sea

The Interagency Commission for the Caspian Sea held its regular meeting in Ashgabat. The participants reviewed the work done in 2015 and identified key targets and priority areas of work for a short term.

Turkmenistan, taking an active part in the negotiation of the Caspian Sea related problems, carries out large-scale work to protect the marine environment of the Caspian Sea at the national level. This is particularly evidenced by productive activities of the Interagency Commission for the Caspian Sea that coordinates the activities of relevant ministries and departments in the Turkmen sector of the Caspian Sea as well as the consistent implementation of the National Caspian Action Plan (NCAP) that sets out specific measures to prevent, monitor and control pollution from industrial facilities, conserve biological diversity of the Caspian Sea and ensure sustainable use and reproduction of marine biological resources.

Our country stands at the forefront of protecting the environment, offering new approaches to addressing existing challenges and preventing the emergence of possible environmental problems in close cooperation with its neighbours and partners on the sea as well as major international organisations and specialized agencies. This is vividly illustrated by the important international documents adopted on the initiative of the Turkmen side, including the Agreement on cooperation in the prevention and liquidation of emergency situations in the Caspian Sea, the Agreement on cooperation in the field of hydrometeorology of the Caspian Sea and the Agreement on conservation and sustainable use of marine biological resources of the Caspian Sea.

As is known, together with other Caspian states Turkmenistan took an active part in the implementation of the Caspian Environment Programme (CEP) that laid the groundwork for the preparation and adoption of the Framework Convention for the Protection of the Marine Environment of the Caspian Sea (Tehran Convention) as well as the legal framework for environmental activities in the Caspian Sea. The Convention entered into force immediately after its ratification by the Parliaments of all the Caspian states on August 12, 2006. This day was officially declared the International Day of the Caspian Sea that is observed on the initiative of the United Nations Environment Programme (UNEP) by all littoral countries.

The participants in the meeting were informed of on-going work on the protection of the marine environment of the Caspian Sea in the context of the development of marine transport infrastructure of Turkmenistan and the expansion of the Avaza national tourism zone. They also outlined a set of further measures for the protection and conservation of biodiversity of the unique water body.
