Issues related to transnational transport corridors discussed in Turkmenistan

The five-sided meeting of the ministers of rail and marine transport from Turkmenistan, the Republic of Azerbaijan, the Republic of Kazakhstan, the Islamic Republic of Iran and the Republic of Georgia with the participation of the representatives of the Ministry of Foreign Affairs of Turkmenistan took place in the Avaza national tourism zone.

The issues related to the development of the East-West multi-modal transport corridor and joint measures for increasing transit traffic in order to address the challenges of building effective transport corridors as a basis for infrastructure of regional and interregional cooperation were discussed. The participants thoroughly reviewed the presentations on existing transport infrastructure in their countries.

The assessment of the capacity and prospects for developing transport networks in the countries represented at the meeting and the proposals for joint action to attract transit cargoes and establish a logistics company which would serve the five countries was done. The plenary session covered the introduction of unified tariffs and documentation, streamlining of customs procedures and other issues.

Those speaking emphasized the importance of the five-sided meeting for creating an enabling environment for partnership and noted the positive contribution made by Turkmenistan to the formation of a new architecture of international relations based on balanced and sustainable development, in which the crucial role was assigned to the improvement and diversification of combined transport systems with innovative logistics infrastructure. The proactive peacekeeping policy including such priorities as regional integration in Central Asia, partnership with the countries of Europe, CIS, etc. contributes to achieving this goal.

The parties reaffirmed their international obligations in the field of transport previously undertaken and undertook a number of new obligations. These include the strengthening of economic, scientific and technical cooperation in this field, the formation of transnational networks with high efficiency of cargo transportation between countries and regions of the Eurasian continent, the choice of optimal routes and effective interaction between different modes of transport. In addition, each of the parties is ready to create conditions conducive to the functioning all modes of transport of other parties on its territory in accordance with the principle of reciprocity.

A trilateral meeting between the heads of the Ministry of Rail Transport of Turkmenistan, the NC Kazakhstan Temir Zholy JSC and the Islamic Republic of Iran Railways was held in Ashgabat. The participants discussed in detail the ways to attract additional cargo flows to the Kazakhstan-Turkmenistan-Iran railway, particularly those from the Russian Federation and a number of European countries. In this regard, the proposal to hold the next meeting involving representatives of the transport departments from the Russian Federation in the near future was put forward.

The agenda of the meeting also covered the issues relating to the organization of container transportation from China to Iran through the territory of Kazakhstan and Turkmenistan the topicality of which had been illustrated by the test container train that moved along this route in February this year.

The guests expressed gratitude to the Turkmen partners for their business-like approach to the organization of the meeting and noted that the intensification of regional cooperation would be an important step to implement the 21st-century global transport strategy – the strategy of integration breakthrough and consolidation of geographical and infrastructure opportunities and technical and technological capacities of countries and regions.
