Regional seminar devoted to the cooperation in the banking sphere was opened in Turkmenistan

In the conference hall of the hotel "Khazar" in the National Tourist Zone "Avaza" there was launched a regional seminar on "Implementation of the dual training of banking personnel", organized by the Central Bank of Turkmenistan in collaboration with the Foundation for International Cooperation of the savings bank of the Federal Republic of Germany. The forum is attended by delegates from Germany, Republic of Kyrgyzstan and Tajikistan, as well as representatives of the Central Bank, credit institutions of our country, the Turkmen State Institute of Economics and Management, Turkmen state financial institution.

At the opening ceremony of the seminar, participants expressed sincere gratitude to the President Gurbanguly Berdimuhamedov for providing all possible support and assistance in organization of the forum. Noting that the Foundation for International Cooperation of the German bank savings is one of the partners in the banking field of our country, German guests have noted the significance of the present event, designed to be the next step towards strengthening of beneficial international partnership in this area.

The conduction of the forum in the Turkmen land testifies to the high international prestige of Turkmenistan, acknowledgment of policies pursued by the Turkmen leader to strengthen business relations with leading financial institutions, growing interest of foreign partners in our country, which has an impressive economic potential.

The main aim of the seminar is preparation of highly qualified specialists capable solve the most important tasks for further effective development of the banking system, taking into account the active integration of our country and the countries of the region into the global economic space.


In recent years, in accordance with the priority tasks facing the domestic banks, consistent operations to expand the range of services, creation of modern system of cashless payments with use of IT-technologies, increase of crediting volumes and population deposits are conducted. Much attention is paid to the financial statements of banks in accordance with international standards.

Within the frameworks of activities defined by the State program of development of this sphere, concrete steps on development of new types of banking operations and introduction into this system of innovation technologies, improvement of the structure on management of business process are taken. In this regard, reports were presented on the work undertaken in order to improve service quality, expanding the range of credit products for business development and implementation of perspective ideas, access to a new level of service, as well as to improve the professional qualifications of the workers. It was emphasized that in the conditions of successful joining of Turkmenistan into global economic system, study of experience of the largest foreign banks, introduction of modern management practices in the financial sector become particularly important.

In this regard, the experience of Germany, which is considered to be a recognized leader in the organization of dual training, where the system of vocational education differs with developed tutorship institutions, practice-learning and active participation of business in training of personnel, is highly demanded for specialists of the banking service of Turkmenistan and countries in the region.

In the presentations by international experts of the Fund there were stressed that the main mission of this structure, founded in 1992 is to make available the German experience in this field for financial institutions all around the world. From the moment of foundation the organization is implementing projects on rendering of technical assistance in all areas of banking business and provision of services. Basically, the Fund's activities are carried out in six areas: development of commercial banks, financing of small and medium-size entrepreneurship, microfinance, training and human resource development, financial sector development, financial literacy and savings mobilization.

Since 2013 Turkmenistan cooperates with the Foundation for International Cooperation of the banks savings of Germany within the frameworks of the training project with the Central Bank, designed for employees of credit institutions and covers such important directions of the banking case such as "Savings", "Bases of bookkeeping", "Communication with clients" "Crediting", "Clearing transactions", "Legal aspects of banking."


The peculiarity of this project is in its joint and dual component. Joint component includes the courses involving expert of the relevant field from Germany, as well as local expert from the banking system. The great advantage of the training is the possibility of combining theory with practice. Dual component provides that in addition to the theoretical part of the training, there is also a practical sphere of application upon the workplace of participant of the training project.

Training of bank employees of Turkmenistan is carried out at the Specialized Banking School of the Central Bank of the country. Within the frameworks of the project, local experts involved into education of the bank employees have the opportunity to improve their professional training during the weekly seminar conducted yearly at the academies savings banks in Germany.

As the contributors mentioned, the current regional seminar is a platform, where the experts from Germany, Turkmenistan, Republic of Kyrgyzstan and Tajikistan will be able to share positive experiences in the field of bank personnel training. It is expected that within the frameworks of the forum, there will be presented examples of successful projects in realization of action on professional training of workers of this system.

During the training seminar, it will be held the presentation of report of the expert of Fund to the topic of the World Savings Day as well as will be discussed the possibilities of holding such event in our country.

In general, summing up the first day of the forum, its participants expressed confidence that this meeting will be another important step on the path of the effective implementation of profound potential of cooperation of partner countries in the framework of the leading financial institutions, in particular with the Fund for International Cooperation of the German saving banks.

According to the results of the seminar, its participants will receive relevant certificates on professional retraining.
