Such council was also created at the Turkmen State Pedagogical Institute named after S. Seydi. Students, post-graduate students, competitors of scientific degrees and young specialists of the higher educational establishment became its members. The presidium included four representatives from each faculty: historic-geographical, physical and mathematical, language and literature faculty. The council was headed by the young scientist, the senior teacher of the department of the Turkmen literature Bayram Akadov.

The idea of creation of Councils of young scientists is aimed at stimulation of scientific and rationalization potential among students, assistance to professional growth, active attraction of young scientists to participation in fundamental and applied scientific researches.

Everyone, whether it be the student, the post-graduate student or young teacher, is able to find support for advancement of his or her scientific ideas and realization of innovative projects. In the nearest plans of newly created council – the preparation for competition of scientific works of young scientists and students in which frameworks it was organized the thematic seminars and “round table” meetings as well as is conducted work on creation of own site. Among priority tasks - the assistance to secondary comprehensive schools Lebap province in creation of the scientific-methodical centers on various disciplines.
