Within the framework of the first plenary session on the role of the private sector in the development of the industrial sectors of the national economy, the foreign delegates got acquainted with the paces and prospects for socio-economic growth of our country. The dynamic development of the state is based on the ongoing balanced macroeconomic policy and progressive reforms, which allow achieving qualitatively new results in all spheres of national economy. The economic potential is also growing due to the increase of productive resources, the introduction of innovative technologies.
At that, the important component is the development of non-state segment, which plays a significant role in modernization and diversification of the sectors of the Turkmen economy, increasing the production volumes and expanding the assortment of high-quality, competitive products, providing the food abundance in Turkmenistan.
The Union of Industrialists and Entrepreneurs founded in 2008 on the initiative of the nation leader first combined 500 members. Today, it is actively growing business community. Presently, the strength of organization is more than 14 thousand, and the private enterprises and various areas of entrepreneurial activity employ more than 150 thousand people.
Huge support of the national leader Gurbanguly Berdimuhamedov in creation of favorable conditions for the expansion of private sector and to stimulate entrepreneurial initiative has contributed to the formation of non-governmental sector. The important practical steps in this direction were the adoption of the Law of Turkmenistan “On state support of small and medium-sized business”, “On the Union of Industrialists and Entrepreneurs of Turkmenistan”, as well as the development of clear concept of expansion of this sector.
Introduction of concessional lending to projects implemented by private enterprises, individual entrepreneurs, agricultural producers, as well as providing MFN treatment in the tax system and simplification of export-import operations played significant role. Creation of such climate contributes to the implementation of the state programs and scale measures aimed at saturation of the domestic market with high quality products of own production, growth of export volumes, an increase the share of private sector in the national economy.
Major projects for the construction of various structures both in the capital and in the regions of the country rely on domestic private construction companies. Currently, members of the Union of Industrialists and Entrepreneurs are engaged in the construction of hundreds of facilities of socio-cultural sphere, including modern residential houses, schools, kindergartens, sport complexes, and others. It is worth mentioning the participation of representatives of national business in the formation of infrastructure of the National Tourist Zone “Avaza”.
As a vivid confirmation it was given the indicators characterizing the share of private sector in the gross domestic product of the country. To date, this indicator is 62 percent, including in the industrial sector - 54 percent, agriculture - 70 percent, construction - 77 percent, transport and communications - 72 percent, trade - more than 93 percent. In addition, the country’s markets are completely saturated with meat and dairy products. Needs of population in fruits and vegetables are also satisfied considerably.
Turkmen entrepreneurs are embracing new marketing approaches. Production of domestic manufacturers differs by high quality and ecological safety level. It is also in great demand in foreign markets. So, confectionery of private enterprises is exported to 7 countries of the world. About 70 stores in neighboring Afghanistan realize products of small and medium companies of our country. In 2015 it was opened the representative office of UIET in China and shopping center in Georgia.
Speaking about effectively developing business contacts with colleagues from foreign countries, the contributors underlined that only in recent years, it was signed the agreements on cooperation between UIET and Associations of Businessmen of Russia, Austria, Turkey, Bulgaria, Uzbekistan, Kazakhstan, Armenia.
The Union members participate in the ongoing international exhibitions in abroad, all kinds of events. For example, a wide range of goods produced by Turkmen entrepreneurs was presented at EXPO-2013 (Shanghai, China), the International Exhibition of the Silk Road in Xian (China), the International Izmir Exhibition (Turkey), EXPO-2015 (Milan, Italy), etc. The exhibition “Golden autumn-2014” (Moscow, RF), the entrepreneurs of our country were awarded with three gold medals for the quality of products.
Within the framework of the conference, the participants exchanged views on vital issues of making the business, including the creation of joint enterprises in the context of the state programs implemented in Turkmenistan on production of import-substituting products and increasing the export volume of products, being manufactured in our country.
In the reports of representatives of the European Bank for Reconstruction and Development, International Chamber of Commerce “Silk Road”, the Committee of Foreign Economic Relations of the Republic of Turkey, the companies – “Esevan” and “CISCO” (Russian Federation), “Kazesp” (Spain), “Valio” (Finland) , “Chemonics international inc.” (Kazakhstan), “Greisinger” (Austria), “China Certification and inspection group Xinjiang Co.Ltd.” (China), “Deloitte Consulting”, “Quantum international” (USA), “Robert Bosch” (Germany), “MIKROINVEST BULGARIA” (Bulgaria), “FHG International” (Canada), British Standards Institute, it was mentioned concrete proposals aimed at establishment of close business contacts, deepening of their investment and innovation component. The strategic interests of the leading foreign investors was caused by the presence of huge natural resources, export and transit opportunities of our state, its intense industrialization and growing market. All these factors provide a good basis for profitable capital investments.
