Implementation of the Ashgabat Declaration: towards a tobacco-free European Region was discussed in Ashgabat

This project was started in April 2015 and be valid until March 2018. The project was developed jointly with the WHO Regional Office and Turkmenistan and has become the first step in the implementation of the Ashgabat Declaration on Prevention and Control of Non-Communicable Diseases in the context of regulations of the World Health Organization’s policy - Health 2020.

Having adopted the Ashgabat Declaration held in December 2013 in Turkmenistan, by the WHO European Ministerial Conference on Non-Communicable Diseases prevention and control the countries committed, thereby, to protect present and future generations from the devastating exposure of tobacco smoke and put all the efforts to make Tobacco-free Europe, consequently, to reduce diseases and death related to this harmful habit.

As noted in the speech, Programme Manager Tobacco Control Programme, WHO, Regional Office for Europe Kristina Mauer-Stender, in September 2014 Ashgabat Declaration was adopted at the session of the WHO Regional Committee. In accordance with the request of the countries, the roadmap was made up in support of its efforts and commitments. The European health care strategy for children and adolescents was approved, one of the priorities of which was to ensure that the generation would no addiction to tobacco smoking.

The project on "Implementation of the Ashgabat Declaration: towards a tobacco-free European Region" started in April 2015, the official start of it began at the International Health Forum dedicated to the 20th anniversary of the State "Health" program, in July last year. Moreover, as noted the WHO representative, it relies on the commitment and leadership of Turkmenistan in tobacco control as the implementation of national strategies as well as the initiatives in achieving progress within the framework of the WHO European Region.


In a year, a lot of work has been done in the project implementation. The global, regional and national documents devoted to the final stage of the tobacco control and related strategies have been analyzed. The Technical Advisory Group led the process of drafting of the Road Map, adopted at the 65th annual session of the WHO Regional Committee for Europe in September 2015.

With support of the WHO Regional Office it was also prepared the document on problems associated with tobacco use among youth in the region. It included an overview of human rights treaties, standards and norms on child protection, as well as a number of analytical studies aimed at the effectiveness of strategies to be implemented in a number of countries to achieve the goal aimed at growing a tobacco-free generation.

By evaluating the work outcome in Turkmenistan, Kristina Mauer-Stender noted that in November and December last year it was prepared the analysis of the current state of the national support systems in tobacco control and tobacco dependency treatment. In accordance with the results it was given recommendations for its improvement. In addition, in December in Turkmenistan it was held a seminar dedicated to the broad coverage of social advertisement in the national mass media designed to behavior change of the stereotypes set in public mind, in particular, subjects related to the harmful use of tobacco.

In November and December 2015 there were two sub-regional meetings, the purposes of which were to promote efforts to fully implement the WHO Framework Convention on Tobacco Control. The objectives of these meetings were to ensure closer cooperation between the participating countries of South-Eastern Europe and the New Independent States in coordination of priorities and the implementation of joint initiatives.

At the beginning of this year in Turkmenistan it was conducted assessment of measures taken to ensure a smoke-free environment, and determine its effectiveness. According to its results it was made recommendations for the next five years.

In March 2016 it was published fact sheets for specific countries, supplemented by a brief sub regional overview which was intended to be used as a tool for strategic planning, and raising public awareness purposes.

Upon completion of the presentation of the first year’s project outcomes on "Implementation of the Ashgabat Declaration: towards a tobacco-free European Region" it was held a press conference for representatives of national and foreign mass media at which international experts and representatives of the World Health Organization gave feedback of the resulted work in the countries of the European region and Turkmenistan as country with a positive experience.
