First meeting of CARINFONET special working group in Ashgabat

Director of the Division of Information, Evidence, Research and Innovation of the WHO Regional Office for Europe Dr. Claudia Stein arrived in Turkmenistan to participate in the meeting.

Within two days, the meeting participants - representatives of five states of the region - Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan will develop a core set of indicators for the Central Asian Republics Health Information Network (CARINFONET) and the reporting mechanism for more efficient data usage. The meeting participants will discuss a unified list of indicators and indexes to monitor the progress in achieving the objectives of the Health 2020, the new European health policy framework, in the fight against the major non-communicable diseases and implementation of other important initiatives in the region. Special attention will be paid to the consideration of CARINFONET in the context of the Health 2020 European health policy framework and other regional and global processes and events.

Central Asian Republics Health Information Network (CARINFONET) was established by WHO Regional Office for Europe in 1996. The CARINFONET main goal was to collect and spread out the reliable statistics data in the field of public health, demography, morbidity and well-being of population in Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan. However, in 2006, due to lack of funding from the partners and non-compliance with its international standards, the network ceased to exist.

The issue on the resumption of the network activity was raised at the high-level meeting in Ashgabat in 2013 - WHO European Ministerial Conference on the Prevention and Control of Noncommunicable Diseases. The Central Asian countries jointly decided to revive CARINFONET and continue to work in this important area. Due to the advanced technologies, the work of the new network will be improved and brought in compliance with international standards.

The meeting participants focused on the targets and indicators specified in the Health 2020 European health policy and the Global System for monitoring non-communicable diseases. They noted that CARINFONET, first of all, allowed tracking the progress in achieving the goals of the Health 2020 policy. It should also provide accurate and timely information and promote policy-makers in the field of health care in monitoring health trends, morbidity and well-being of population in specific Central Asia countries and in the region as well. At the same time, the network made it possible to increase the comparability of data as well as to satisfy the WHO requests for information and other international organizations. The network will allow amending the process of implementing national programmes and coordinating collaboration aimed at obtaining timely, objective and accurate information more efficiently.
