On June 3, during session of Cabinet of Ministers, it was informed that new maternity hospital built as humanitarian aid of Turkmenistan would be opened soon in frontier with our country province of Islamic Republic of Afghanistan.
The Resolution for this construction was signed one year ago on June 5 by President Gurbanguly Berdimuhamedov and now new social object is ready for operation in settlement Turgundy in Herat province.
To arrange the appropriate level of work of this medical facility, the President gave instructions to send there all necessary medical and auxiliary means as well as team of doctors and nurses for training of local personnel. Thus, Turkmenistan not built the maternity hospital in neighbouring country but also took its further work under its patronage.
As humanitarian aid on systematic base to fraternal country, the programme stipulating appropriate activities including construction of social objects, opening of shopping centre, delivery of humanitarian supplies, etc. was developed in Turkmenistan. Opening of new maternity hospital became one of the remarkable steps in realization of this programme.
Consistently implementing foreign policy course based on the principles of positive neutrality, peacefulness and broad international cooperation, Turkmenistan gradually broaden the spheres of cooperation with neighbouring Afghanistan whose people are tied with Turkmen nation by indestructible bonds of friendship and centuries-old historical and cultural community.
The main role in peace consolidation and energy security as well as social and economic development of neighbouring country is played by intensification of partnership in the sphere of transportation of energy resources. In order to increase the volumes of exported electrical power to Islamic Republic of Afghanistan 500-kilovolt power line is currently under installation.
Today, Turkmen electricity is delivered on favourable terms to the Northern provinces of IRA. With the end of installation of additional energy lines, Turkmenistan is willing to increase considerably the volumes of electrical power to Afghanistan.
The construction of gas pipeline Turkmenistan – Afghanistan – Pakistan – India has a great importance in bilateral relations. Realization of this large-scale energy project will directly promote to the development of Afghan economy, mobilization of investment, solution of priority social issues including new job opportunities. Along with this, the perspectives of increase of natural gas consumption in Afghanistan itself for development of electrification and industry come to the scene.
Our country continues to play great role in the process of integration of Afghanistan into the system of economic relations by the development of transport and communication infrastructure of international level. The railroad Turkmenistan – Afghanistan – Tajikistan is summoned to be the main link of international transportation between the states of Asian region.
Thus, Turkmen gas and new steel line are currently the key to industrial development of Afghanistan. Transportation corridor and Energy Bridge will give additional opportunities for the development of other branches of Afghan economy, in particular agriculture, production of mineral fertilizers, processing of fruit and vegetable products. The construction of new railroad will allow Afghan producers to export their production and enlarge the territory of its deliveries.
Such large-scale infrastructure projects create by themselves tens of thousands job opportunities and support the creation of them in related branches.
Being a good neighbour, Turkmen people empathizes with difficulties of friendly Afghan people and supports in every possible way its efforts for achievement of peace and stability. Extensively using creative opportunity of the status of permanent neutrality, Turkmenistan constantly seeks for the ways of provision of long-term coordination with Afghanistan in strategic aims of security consolidation in the region and worldwide.
More than once, our country placed proposals on restoration of Afghanistan for consideration by the United Nations. There is initiative for International Forum for Security and Cooperation in the Central Asia to be held in Ashgabat in 2016 among them.
As an active member of realization of the programme of activities within the framework of Istanbul process, Turkmenistan offered to conduct on its territory the regular 7th Regional Economic Conference on Afghanistan.
Implementing its peace-loving foreign policy, our country displays understanding and support to the efforts of Afghanistan leaders aimed at diplomatic settlement of the situation, creation of the atmosphere of national consent and reconciliation in the country. By the opinion of Leader of the State Gurbanguly Berdimuhamedov, this corresponds with Turkmenistan’s vision of the perspectives of the development of processes within Afghanistan and in this relation, our country is willing to continue rendering all kinds of assistance and support to its Southern neighbour.
