On June 3, at the meeting of the Cabinet of Ministers it was informed that the maternity hospital located in the province nearby boarder with our country, in the Islamic Republic of Afghanistan will soon be opened as a humanitarian aid provided by Turkmenistan.

On June 5 of last year, President Gurbanguly Berdimuhamedov signed resolution on building this construction, and now a new social building is ready for commissioning in the settlement Turgundi in Herat province.

To set things going up to standard, President instructed to send the necessary medical and other subsidiaries, as well as a team of doctors and nurses to prepare local medical staff. Thus, Turkmenistan has not just built a hospital in the neighboring country, but also took the patronage to further let things work.

In order to provide humanitarian assistance to the brotherly country in a systematic way, Turkmenistan organized a program which ensured providing complex of measures, including construction of social facilities, opening of a shopping center, supplying of humanitarian goods, etc. The commissioning of a new maternity hospital has become one of the most significant steps in implementing this program.

Consistently implementing a foreign policy based on the principles of positive neutrality, peace and wide international cooperation, Turkmenistan is consistently expanding the scope of cooperation with neighboring Afghanistan, the people of which the Turkmen people ties with unbreakable bonds of friendship and centuries-old historical and cultural commonalities.

A key role in the consolidation of peace and energy security as well as socio-economic development of the neighboring country is based on reinforcement of partnership in transportation of energy resources area. Currently, in order to increase the volume of exports to the Islamic Republic of Afghanistan, it was built the electricity transmission lines of 500 kilovolts.

Turkmen electricity is now supplied on easy terms to the northern provinces of the Islamic Republic of Afghanistan. By the end of construction of additional generating capacity, Turkmenistan is ready to significantly increase the supply of electricity to Afghanistan.

Of a great importance of bilateral relations is construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline. The implementation of this large-scale energy project will directly contribute to the development of the Afghan economy, attract investment, address priority social issues, including the creation of new jobs. At the same time, there are prospects for the expansion of natural gas consumption for Afghanistan to meet the needs of electrification development and industry.

Our country continues to play an important role in the integration of Afghanistan into the global system of economic relations through the development of international transport and communications infrastructure.

It is under construction of the railway Turkmenistan-Afghanistan-Tajikistanis which is an important link of the international road freightage between the states of Asian Region.

Thus, currently the Turkmen gas and the new steel pipeline is the key to industrial development of Afghanistan’s transport corridor and energy link which will provide additional opportunities for development of other sectors of the Afghan economy, in particular agriculture, production of fertilizers, processing of fruits and vegetables. The construction of the new railway will provide the Afghan producers to export their products outside the region, to expand the geography of its deliveries. Similar large-scale infrastructure projects will create tens of thousands of new jobs.

As orderly neighbor, the Turkmen people empathizes the difficulties of the brotherly Afghan people and fully support its efforts to achieve peace and stability. Widely using constructive opportunities of status of permanent neutrality of Turkmenistan, the country is constantly looking for ways to ensure a long-term engagement with Afghanistan in order to strengthen the strategic security in the region and the world at large

Our country repeatedly submitted proposals to the United of Nations on reconstruction of Afghanistan. Among it, is the initiative to hold the International Forum for Security and Cooperation in Central Asia in Ashgabat in 2016.

Within the framework of the Istanbul Process, Turkmenistan as an active participant of the program activities, offers to host the 7th regional economic conference on Afghanistan in 2017.

Implementing peaceful foreign policy, our country supports the efforts by the Afghan leadership aimed at resolving the situation through diplomatic means, by creating atmosphere of national unity and reconciliation. According to President of Turkmenistan Gurbanguly Berdimuhamedov, this corresponds to the vision of development prospects of Turkmenistan. In this regard our country is ready to continue providing the southern neighbor every assistance and support.
