The appointment of Turkmenistan as the vice-chairman of 71st Session of UN General Assembly is new milestone in the history of cooperation between Independent Neutral Turkmenistan with the United Nations Organization. This is major consultative, directory and representative body of the UN established for multilateral discussion of the spectrum of international issues on the joint basis. The Assembly initiates the measures affecting millions of people in the world what gives special importance to its work. In 2000, the General Assembly adopted historical document – the Millennium Declaration, where the states – members of the UN committed to make this world better for the whole humanity. Within the framework of 70th Session of the UN general Assembly in September of the last year, the Summit for Sustainable Development took place and the global strategy – the Post-2015 Development Agenda was adopted.
As the vice-chairing state of already 5th Session of the UN General Assembly, Turkmenistan put forward number of conceptual initiatives aimed at promotion of global targets of the United Nations Organization. There is establishment of international legal mechanism for provision of energy security, which was confirmed by the adoption by the United Nations of two resolutions on reliable and stable transit of energy carriers. Another constructive initiative proposed by President Gurbanguly Berdimuhamedov and supported by the world society was set out in the UN General Assembly Resolution “The Role of transport and transit corridors in provision of international cooperation for sustainable development”. Turkmenistan has gained well-deserved authority in the community of nations by undertaking constructive and weighed steps, strictly following the principles of neutrality, actively supporting the solution of the global problems of today.

It is pleasant to state ever-growing role of Turkmenistan in the world political arena, which is indicated by the appointment of the country as the vice- chairing one of the Session of the Un General Assembly. The UN Development Programme congratulate the people and the Government of Turkmenistan with this important event.
The UNDP and Turkmenistan actively collaborate for 20 years and our cooperation develops dynamically and fruitfully. At present, UNDP carries out the work aimed at sustainable development, combat with climate change, promotion and development of human rights. Owing to the support of Turkmenistan government, joint work for modernization of national legislation and implementation of practical measures at sites is going on.
The UNDP performs the activities for minimization of the negative impacts on climate change in Ahal, Balkan, and Mary velayats. The large-scale work for adoption of new energy efficient technologies in the housing sector of Turkmenistan is continued. All UNDP projects are carried out following national interests of the country.
The adaptation to national priorities and implementation of Sustainable Development Goals are new directions of our cooperation. We are confident that Turkmenistan will reach considerable successes in this work. From our side, The UNDP is willing to render necessary support to national, regional and international initiatives of the country in our interaction framework.

I am sincerely glad to congratulate the people and the Government of Turkmenistan with appointment as vice-chairing country of 71st UN General Assembly. The recognition of Turkmenistan input into promotion of peace and achievements of Sustainable Development Goals by the community of nations is big honour for the country.
I would like to mention separately that the issues of provision of most favourable conditions for children life from the birth to entry into adulthood are amongst priority directions of the state policy and programme cooperation between the Government of Turkmenistan and the UN, in particular with the United Nations International Children's Emergency Fund (UNICEF). The UNICEF is leading UN agency which activity aimed at promotion of the rights of every child. Realization of children rights in accordance with the Convention on the Rights of the Child is priority target of our dialog.
The tasks for the early development of the child, health protection, quality education and social protection are being successfully resolved by joint efforts. Today, UNICEF actively supports in the development and successful implementation of National Strategy for health of mothers, infants, children and teenagers for 2014 – 2019, National Concept for paediatrics of development and early intervention for 2016 – 2020, compilation of normative documents for improvement of quality education.
It is remarkable that for the last year our interrelation with the Government and community of Turkmenistan entered completely new level. This is reflected in new programme of cooperation of the Government of Turkmenistan and UNICEF for 2016 – 2020. We are expecting the adoption of National Action Plan for children’s interests in the nearest future. This plan was developed together with our agency and considers the recommendations of the UN Committee for Children’s Rights. The UN Children’s Fund welcomes the urge of Turkmenistan for active cooperation. Strict adherence of the state to the global Sustainable
Development Goals indicates the political will in realization of commitments undertaken by Turkmenistan.
In conclusion of my mission in Turkmenistan, I would like to express my high appreciation to President Gurbanguly Berdimuhamedov for the constant support of UNICEF activity. It was honour for me to work in your country.

The appointment of Turkmenistan as vice-chairing country of 71st United Nations General Assembly is another momentous fact in the history of many years partnership of the independent neutral state with the UN. UNFPA joints to the greetings on occasion of this event and expresses its confidence that active position of Turkmenistan in solution of global issues of today will favour the consolidation of the efforts of the world society for achievement of the Sustainable Development Goals declared by the UN for the next fifteen years.
I would like to highlight that the constructive dialog of Turkmenistan and the UN has productive character. In the April of this year, Turkmenistan was included into three departments of the UN Economic and Social Commission, including the UN Commission for Population and Development for the second time. Under support of the Representative Office of UNFPA in Turkmenistan, the country reached stable results in the sphere of reproductive health, health of mothers, children and teenagers, youth policy and gender equality. The concrete measures for fulfilment of the Agenda of the Programme of Actions of International Conference for Population and Development were undertaken. The positive experience accumulated by the country will support the development of actual and efficient recommendations by the UN Committee for Population.
