The event was organized jointly with the United Nations Development Programme (UNDP) in Turkmenistan and supported by the Office of the High Commissioner for Human Rights' (OHCHR) Regional Office for Central Asia (ROCA).
The meeting was attended by parliamentarian members of the working group on development of draft law, representatives of the Interdepartmental Commission on compliance with Turkmenistan's international commitments in the field of human rights and international humanitarian law, as well as representatives of a number of ministries and departments. It was invited the international expert Ryszard Komenda, Regional Representative for Regional Office in Central Asia at OHCHR. Jacinto Barrins, UNDP Resident Representative in Turkmenistan participated in the opening of a seminar.
The seminar has become a platform for development of a coordinated concept of the status of national institutions for the promotion and protection of human rights (the Paris Principles). It was adopted by Resolution of the General Assembly of the United Nations and recommended by the Human Rights Council, other treaty bodies for the implementation of states - members of the UN have ratified the fundamental Conventions on human rights.
The seminar was held in the form of the panel sessions. In the framework of the first session Ryszard Komenda gave an overview of the international system of human rights and the Paris Principles. At subsequent sessions, the work was focused on the clause-by-clause discussions of the draft law.
"We welcome the development of Turkmenistan's law on the authorized representatives of human rights. This is a fundamentally important step of the country on the way to democratization of the society and the state, as evidenced, country's strong commitment to international principles and norms on protection and promotion of human rights. A representative list of participants and an active discussion of the draft law indicate a high interest of the Turkmen side in development of the law which is compliance with the Paris Principles and the international obligations of Turkmenistan in human rights. We look forward to further jointing work and experts’ support in the development of the draft law and bring it into conformity with the Paris Principles "- stated Ms. Jacinto Barrins, UNDP Resident Representative in Turkmenistan.
Development of the Law on the authorized representative for human rights in Turkmenistan was initiated by President Gurbanguly Berdimuhamedov. Having stressed the importance of an independent institution, President proposed to reinforce by the constitutional order in the country the appointment of the authorized representative for human rights in Turkmenistan. "Creating such an institution will open a new page in relations between the state and its citizens, and to further consolidate justice. It also have a positive impact on the fulfillment of international obligations of our country in this sphere", - said the leader of the nation.
In January 2016, it was adopted the National Plan of Action in the field of human rights for 2016-2020. The document was adopted the first time and is a vivid indication of the high political will of the leader of the nation in ensuring human rights and freedoms. A national strategy to ensure the rights and freedoms of citizens is focused on a set of priorities in the implementation of the objectives and results indicators. The draft law on the authorized representative for human rights in Turkmenistan included in the National Plan of Action in the field of human rights for 2016-2020.
