Turkmenistan – the UN: Cooperation in human rights sphere

Issues of realization of “National Action Plan for Human Rights in Turkmenistan for 2016 – 2020” became main subject of discussion during special meeting held in Ministry of Foreign Affairs.

Heads and responsible officials of representatives of largest agencies and structural departments of the UN accredited in our country, members of Inter-agency Committee for Provision of International Obligations of Turkmenistan in Human Rights and International Law, as well as representatives of certain ministries and departments and non-governmental organizations were invited for participation in discussion organized by the Permanent Representative Office of the United Nations Organization Coordinator in Turkmenistan.

Opinions about perspectives of activization of many year fruitful cooperation, based on common urge to progress and prosperity, creation of most comfortable conditions for safe and happy life of people were lively exchanged during the meeting.

In this relation, the main focus was made on realization of “National Action Plan for Human Rights in Turkmenistan for 2016 – 2020” approved by the Resolution of President Gurbanguly Berdimuhamedov in January of the current year and aimed at further improvement of activity of state bodies and non-governmental organizations for provision of fundamental human rights and freedom as well as implementation of standards of international humanitarian law into State legislation and law enforcement practice.

The participants noted such deeply symbolical fact that this most important document stipulating the execution of considerable activities was adopted in the year of 25th anniversary of the State sovereignty, which is declared as Year of Honour of Heritage and Transformation of the Motherland. Following primordial democratic principles passed down through generations, Turkmenistan, during development of the plan, proceeded from main provisions of the Constitution, which declares human being as the highest value of the state and society.

It was highlighted that consolidation and improvement of national legislation accounting common standards and world’s best practices meet the priorities of internal and foreign policy led by Leader of the Nation Gurbanguly Berdimuhamedov and based on high humane ideals of the nation and universal values.

The participants stated with delight that recently our state ratified fundamental UN Conventions on human rights and undertake important consecutive measures for fulfilment of international legal obligations for realization of key provisions of adopted documents and acts of international law.

Formation of number of organizations including Inter-agency Committee for provision of fulfilment of international obligations of Turkmenistan in human rights and international humanitarian law became visual evidence of the course taken by President Gurbanguly Berdimuhamedov to steadfast democratization of Turkmen society and construction of powerful state under rule of law.

Highly appreciating the measures undertaken by Independent Neutral Turkmenistan for wide democratic reformations and intensification of broad international dialog in legal sphere, the representatives of agencies and specialized departments of the UN expressed their willingness to comprehensive support to all reforms in our country.

Deep gratitude was also expressed to the Government of the country for active support in large-scale joint work, which meet main purposes of National programme for social and economic development of Turkmenistan for 2011 – 2030 as well as the Goals of Sustainable Development for next 15 years adopted in September of last year during 70th Session of the United Nations General Assembly. Speaking on the Summit for Sustainable Development, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan and the UN are strategic partners building their cooperation with account of both global targets of today and national interests.

At the end of the meeting, the participants expressed the confidence in further successful continuation of established relations, which comprehensively meet common interests and priorities of state development of sovereign Turkmenistan.
