The next step in state support for the dynamically developing private sector of the national economy of Turkmenistan was the Resolution signed by the President of Turkmenistan instructing the Central Bank to provide a loan to the Joint-Stock Commercial Bank “Rysgal” of the Union of Industrialists and Entrepreneurs of the country to finance the construction of a higher educational institution of the UIET in Ashgabat. Learning how to do business competently using all the possibilities of the digital age is an important factor in improving the efficiency of domestic business. And the new university is designed to train the modern generation of highly educated and qualified specialists to do business on an innovative basis and promote market relations in the country. It will bring the system of training personnel for the non-state sector of the national economy to a higher level, which will increase the production and export potential of domestic business and its competitiveness in the world.
Since 2009, the “School of Entrepreneurs” established by the Union of Industrialists and Entrepreneurs of Turkmenistan, located in the 15-storey building of the UIET business center in Ashgabat, has been the training center for the training of entrepreneurs. The "School of Entrepreneurs" has 4 branches in the velayat centers of the country (Mary, Balkan, Dashoguz and Lebap) with branches in etrap-cities (Bayramali, Kakhka, Tejen, Baherden, Magdanly, Kerki, Halach, Turkmenbashi, Serdar, Kunyaurgench). The "School of Entrepreneurs" provides modern education in a variety of areas for small and medium-sized businesses that meets the requirements of a market economy.
Provided on the basis of the License issued by the Ministry of Education of Turkmenistan, the educational services of the "School of Entrepreneurs" cover 30 areas and professional courses of various durations of study. Among them are such as "Fundamentals of Entrepreneurship", "Fundamentals of Economic Knowledge", "Personnel Management and Archival Work", "Fundamentals of Accounting and Financial Reporting", "Computer Literacy", "Fundamentals of AutoCAD Programs" and others. A seminar on the topic "Introduction to Entrepreneurial Activity" is popular among aspiring entrepreneurs.
Classes at the "School of Entrepreneurs" are devoted to studying the opportunities created for the development of private entrepreneurship in Turkmenistan, the legal framework for the formation and management of private property, various forms of state support for entrepreneurial initiatives, etc. Particular attention is paid to the study of national legislation related to entrepreneurship, in particular, laws such as “On State Support for Small and Medium Enterprises”, “On Entrepreneurship in Turkmenistan”, “On Credit Organizations and Banking”, “On Property”, “ On Enterprises”, “On Joint Stock Companies”, as well as explanation and discussion with the audience of the main provisions of the labor, civil, tax and criminal codes of Turkmenistan.
