Turkmenistan has implemented the provisions of the Montreal Protocol on Substances that Deplete the Ozone Layer

In July 2016, Austria’s capital city held the third special meeting of the Parties of the UN Vienna Сonvention, Montreal Protocol for the Protection of the Ozone Layer. This event is anticipated the two meetings of the working groups on Substances that Deplete the Ozone Layer (ODS).

In the framework of the preparation to the main meeting it is considered a proposal for amendment to the Montreal Protocol in respect to hydrofluorocarbon (HFC). This consideration will be further proposed at the 28th Conference of the Parties to the Protocol in October of this year in Kigali city (Rwanda).

At further ministers and heads of delegations’ meeting it is reviewed basic measures of export control and import of ODS and HFCs, enabling activities for the energy efficiency of the projects and priorities for institutional support of national strategies for handling these substances. In particular, an understanding of the need for a differentiated discussion on reducing the use of ODS in hot climate countries. In the framework of representative meeting it is held "round table" dedicated to the new work order with respect to hydrofluorocarbons, adopted in Dubai at the 27th Conference of the Parties to the Montreal Protocol.

As explained in the Ozone Center of the State Committee for Environmental Protection of Turkmenistan and land resources in the view of the global output of the consumption of controlled ODS - hydrochlorofluorocarbons (HCFCs) under the Montreal Protocol had increased their use of substitutes - HFC. However, it turned out that most of the HFCs are the high capacity of greenhouse gases that provoke the climate change, raising concerns of environmentalists. Experts believe that the adoption of the new amendments would constrain global warming to 0,5 ° C up to 2050, which will serve as a significant contribution to achieving the objectives of a global agreement at the Paris agreement on climate and its program agenda for the period up to 2030 , otherwise the use of HFCs will increase annually by 7 per cent, and emissions - to 8.8 gigatonnes which is equivalent to carbon dioxide over a year period.

Ashgabat hosts a working meeting in the framework of the project "Institutional strengthening for the implementation of the Montreal Protocol (phase 4), and the implementation of HCFCs of phase out management plan in Turkmenistan" implemented by the Ozone Center of the State Committee for Environmental Protection of Turkmenistan and land resources. The meeting is devoted to the regulation of emissions of ODS under the Montreal Protocol, including the new amendment stated in Vienna, as well as alternatives to ODS, to the issues of standardization of new equipment and the air cooling technology.

Participants of the meeting have become representatives of the Ministry of Education of Turkmenistan, the Main State Service of "Turkmenstandartlary", teachers of vocational school №4, preparing the specialists for repair and maintenance of air conditioning systems. The meeting is also attended by the representatives of Individual Enterprise "Sahra", serving the cooling systems of public institutions and enterprises, and Individual Entrepreneur "USSAT engineer" specializing in importing and installation of such equipment. The meeting is reviewed the introduction of certification of technicians for maintenance and repair refrigeration equipment, as well as the introduction of subjects of protection of the ozone layer in the academic curriculum of specialized vocational schools.
