Representatives of the Ministry of Foreign Affairs, State Enterprise for the Caspian Sea under the President of Turkmenistan, as well as oil and gas, transport and industrial sectors of economy took part in the session.
Discussion of the projects of the Agreement on Trade and Economic Cooperation between Caspian States and Agreement on Transport Cooperation in the Caspian Sea became the main subject of the agenda. These documents were developed in accordance with the initiatives of President Gurbanguly Berdimuhamedov, uttered in September 2014 during IV Summit of the Heads of the Caspian States in Astrakhan (Russian Federation).
It was mentioned that issues related to the Caspian Sea, occupy important place in foreign policy strategy of neutral Turkmenistan, implemented under the leadership of the Head of the State. Our country pursues the policy in this direction, which is based on the principles of peace loving and good neighbourhood, account of national and common interests, equal mutually beneficial partnership. Holding active position in relation of development of regional and international cooperation, Turkmenistan brings considerable distribution into consolidation of peace and stability, broad fruitful interrelation of the Caspian States, consolidation of friendship and trust between the peoples, which are united by centuries-old historical and cultural ties.
Constructive proposals of President Gurbanguly Berdimuhamedov, related to different aspects of the Caspian range of problems including the formation of appropriate legal framework of five-sided partnership in the Caspian Sea are the conspicuous evidence to this. Thus, the Agreement on Trade and Economic Cooperation between the Caspian States developed by Turkmen Side is aimed at activation of mutual beneficial trade and economic relations. Volumes of trade between our countries today are expressed by considerable indices but considering huge versatile reserve, it can be stated with confidence that there are all opportunities for substantial increase of economic cooperation and entering quality new level.
Another strategic direction, which opens perspectives of sizeable expansion of trade and economic relations both between the Caspian States as well as entering world markets is transport sector and maximum use of the potential of the Caspian Sea as large communication hub of the continental significance. In this context, the president of Turkmenistan repeatedly mentioned that this is about establishment of principally new architecture of relations between the Caspian States, which territories are natural geographical space connecting Asia with Europe and providing efficient functioning of transport, transit and trade corridors on East – West and North – South directions.
In this account, the work on draft Agreement on Transport Cooperation in the Caspian Sea stipulating the establishment of the Caspian regional Transport and Logistic Centre as one of the elements of practical implementation of mutually benefiial partnership in this sphere, is carried out.
Special attention during current session was paid to further promotion of the initiative of the President of Turkmenistan on foundation of permanently active Caspian Economic Forum, which is summoned to become efficient negotiation ground for representatives of governmental and business circles of the Caspian States and to favour establishment of fruitful relations with the world business and competent international organizations.
Drafts of two Protocols, which are also being developed by Turkmen side and would supplement the Agreement of Cooperation in Security Sphere in the Caspian Sea signed during III Summit of the Heads of the Caspian Countries in 2010 in Baku (Azerbaijan), became the subject of detailed review as well. These documents will establish legal base for cooperation of competent bodies of neighbouring countries in such spheres as combat against illegal hunt of biological resources (poaching) and provision of navigational security.
In general, all of these will serve for activation of traditional relations between the Caspian States, which possess all opportunities for considerable consolidation of partnership in priority spheres.
