Session of Regional technical groups for settlement of the situation in Afghanistan was held in Ashgabat

The Ministry of Foreign Affairs with support of the OSCE Centre in Turkmenistan held 4th Session of Regional Technical Groups for Confidence Building Measures “Regional Infrastructures” (RI-CBM) in the framework of Istanbul Process for Afghanistan.

It was mentioned in the message of head of the OSCE Centre Natalya Drozd to the participants of the session that long-term security and stability in Afghanistan have direct influence on the security in the OSCE region. The organization conducts different activities for support of regional initiatives proposed for dealing the issues of security in Afghanistan. This meeting was organized under the project of the Centre, which is aimed at support of the Government of Turkmenistan in implementation of its role as co-chairing country of Regional Technical Groups of RI-SBM of Istanbul Process. In this context, the centre expressed its willingness to render further support in this field.

Steadily implementing policy of peace loving and positive neutrality, Turkmenistan makes considerable contribution into efforts of the world society for provision of universal peace, security and sustainable development. Consolidation of friendship and fruitful cooperation with neighbouring countries including with Islamic Republic of Afghanistan is one of the key vectors in this creative strategy. Turkmenistan provides actual support in social and economic revival of Afghanistan, realizing large infrastructural projects initiated by President Gurbanguly Berdimuhamedov, which are summoned to promote stable development of friendly country and its integration to modern system of world economy.

Turkmenistan – Afghanistan – Pakistan – India gas main is among such projects. Construction of this grandiose transcontinental energy line, started in December of the last year, became indicative event both in regional scale and in further practical implementation of energy policy of our country, which main aspect is the formation of modern architecture of global energy security including by establishment of diversified system of supply of Turkmen gas to world markets.

Important role in steady development of Afghanistan is given to realization of the project for construction of railroad Turkmenistan – Afghanistan – Tajikistan, which was started in June of 2013. This railway has realistic perspectives to become the part of regional and international transit and transport infrastructure in the future.

Thus, implementation of these two large-scale projects is summoned to direct enhancement of Afghan economic growth, solution of priority social issues including creation of employment.

Along with this, Turkmenistan caries out purposeful work for increase of export volumes of electrical energy supplied to Afghanistan at reduced cost. As is known, from June of the current year, the volume of supplies on Serhetabat – Herat – Turgundy line was increased from 200 to 400 million of kWhs.

Being strictly adherent to the principles of good neighbourhood and mutual assistance, our country regularly provides humanitarian aid to Afghanistan as well as supports in such important spheres as public health and education, training of qualified personnel. Opening of new maternity hospital in Turgundy settlement of Herat province on June 5 of the current year, which construction was done by the initiative of president Gurbanguly Berdimuhamedov, is one of the bright examples of it.

The participants of the session noted considerable contribution of Turkmenistan into regional cooperation and practical measures for realization of abovementioned infrastructural projects in Islamic Republic of Afghanistan. In particular, representatives of Afghanistan – Pakistan and India highlighted leading role of our country in remarkable progress for implementation of the project of construction of TAPI gas main.

During the session, reports of national representatives on work undertaken for implementation of previously approved programmes under RI-CBM were listened; views on improvement of efficient cooperation between the countries and international organizations in their realization were shared, what would be reflected in proposals for agenda of future meetings.
