Subjects of international cooperation in migration sphere were discussed in the Turkmen capital

Conference hall of “Yldyz” Hotel hosted regional conference, which organizer was the State Migration Service. Representative of relative departments from Central Asian countries as well as Moldova and Georgia were the participants of the meeting.

During the forum, foreign specialist were presented with review materials related to accumulated positive experience by Turkmenistan in solution of actual issues in migration sphere.

Spokesmen mentioned that partnership in humanitarian sphere including in migration is one of the key directions of foreign policy course led by President Gurbanguly Berdimuhamedov. Closely interrelating with largest international organizations and joining number of fundamental conventions and protocols in human rights sphere as well as being permanent member of the Executive Committee of the Programme of the UN High Commissioner for Refugees, member of the International Migration Organization, our country is positioned as strategic participant of global processes.

The UN Convention “On Refugees Status” and related Protocol as well as the UN Convention “On Stateless Persons’ Status” and “On Reduction of Statelessness” should be mentioned among the main international agreements and conventions, which were joined by our state. Taking to account the topicality of legal regulations of migration issues on national level, for the years of Independence, our country adopted legislative acts regulating legal status of migrants, refugees and stateless persons and guarantying their rights and freedom. There are Laws of Turkmenistan “On Migration”, “On Citizenship”, “On Refugees” among them. Tens of projects and programmes, aimed at practical solution of actual issues in this sphere, wer realized under many years of partnership with the International Migration Organization and the UNHCR.

Following universal norms of international law and primordial national traditions of humanity, our country creates all conditions for migrants, refugees and stateless persons. It is proven by the facts that 13 thousand people, where 9 500 of them are refugees, received Turkmenistan citizenship on a voluntary basis in 2005. Besides, more than 3000 people acquired residence permit, 1800 of them are also refugees. In 2013 and 2014, Turkmenistan gave citizenship to 4000 people. Around 800 people received Turkmenistan citizenship in 2014 and 360 people, permanently residing in our country without any citizenship received Turkmenistan citizenship in 2015.

It should be highlighted that numerous foreign guests were introduced to Turkmenistan’s experience in provision of citizenship to refugees and stateless persons during special session of “Refugees in Islamic World” International Conference held in Ashgabat in 2012.

New samples of personal identifications and travel documents for stateless person and refugee, residence permits meeting ICAO standards, which are issued by the State Migration Service, are put into circulation for fulfilment of obligations stipulated by the Conventions “On Legal Status of Refugees”, “On Status of Stateless Persons” as well as use of their rights by refugees and stateless persons living in the country. All these documents with biometrical data are provided with several protection levels.

The participants of the current meeting stated with delight that measures undertaken by Turkmenistan demonstrate positive experience in the context of practical realization of norms of international humanitarian law.
