Issues of improvement of statistics of international trade are being discussed in Ashgabat

Regional seminar on statistics of foreign trade and services, organized by the United Nations Statistics Department, the State Committee of Turkmenistan for Statistics and the UN Development Programme started work in the conference hall of the capital hotel “Archabyl”.

The main purpose of the seminar is to promote the increase of quality of statistics of foreign trades and services. The agenda includes the subjects for improvement of this system, key aspects of international recommendations and the level of their correspondence with national demands, methods of composing of statistical data, interrelation of the statistics of international trade and services with payment balance, indices of foreign trade and others.

Representatives of the UN Statistical Department, statistical services of Iran, China, Kyrgyzstan, Uzbekistan, specialists of governmental economic and trade departments of Kazakhstan and India as well as of the State Committee of Turkmenistan for Statistics take part in the seminar. The conduct of this event in our country indicates growing level of cooperation of Turkmen statistical agencies with profile structures of the UN.


Video message of Director of the UN Statistical Department Stephen Schweinfest to the participants was demonstrated during opening ceremony. In his message, the official highlighted the importance of the statistics of foreign trade for monitoring of economic growth and evaluation of structural changes and significance of the current meeting in the context of exchange of practices and discussion of general issues of this sphere.

The UN Statistical Department is a central mechanism within the UN Secretariat performing collection, analysis and processing of statistical data and coordination of activity under global statistical system. The department is supervised by the UN Statistical Committee, which is highest body that makes decision on coordination of international statistical activity and unites main statists of the member states of the UN around the globe.

The statistical departments collects and distributes global statistical information, develops standards and regulations for relative activity as well as supports the efforts of the countries for consolidation of their national statistical systems.

Jasinta Barrins, the UNDP Resident Representative in Turkmenistan also soke to the participants and noted the importance of the current event for improvement of statistical information and economic integration of the countries of the region. High level of cooperation with Turkmen partners was highlighted and willingness to further accumulation of dynamic cooperation of Turkmenistan with the United Nations Organizations departments was expressed.


Main principles of international statistics of services and recommendations for t statistics of tourism, methodology of collection of statistical data in international goods trade and estimation of payment balance, statistical register of commercial enterprises and establishment of connection between the trade and commercial activity as well as other topical issues were reviewed in the first day of the session.

Current condition of realization of the Guidance for statistic of international trade, which was approved by the UN Statistical Committee in 2010, indices of foreign trade and consumer prices, practices of certain service categories including construction, transport, travelling, etc. will be analysed in continuation of the forum. The programme of the forum also includes presentations of participating countries, which delegates will share national practices.

Statistical studies of different countries can be matched only if they were done under one methodology or were coordinated. In this relation, statistical standards of the UN became compulsory for international organizations and recommendation for national statistical services in their internal affairs, however they have to present the data to the UN in accordance with international standards or with comments on peculiarities of their data.


It is generally recognized that international trade, including direct foreign investments, is an important factor of economic growth uniting business circles in single system of world economy relations. It was mentioned during the seminar that there are different users of statistical data on international trade and services including government bodies, business, branch organizations, for which this information is necessary for development of their own specific indices of economic statistics, for example for payment balance or for macroeconomic indicators by the system of national accounts.

These data is also being actively implemented in development of strategies of trade and general economic policy, during trade negotiations, analysis of markets and many other. In this relation, it was emphasized that different users need various data and meeting their demands in high quality statistical information is important target of national and global statistical systems.

The main functions of the seminar, which will last until September 29, are in the assistance to achievement of international comparability of statistical indicators by development of similar methods of their calculation and generally recognized classifications, share of experience between scientific and practical statistical personnel of different countries.
