Ashgabat hosts international forum dedicated to the new edition of the Constitution

International scientific-practical conference on "Adoption of the rule of law: national experience and global development” is held in the conference hall of the Institute of International Relations. The representative forum dedicated to the Constitution of Turkmenistan and to a new version adopted by the Council of Elders is invited numerous foreign guests such as: scientists and parliamentarians from Afghanistan, Iran, Azerbaijan, Kazakhstan, Uzbekistan and others.

The forum is attended by Mejlis heads and deputies, representatives of Ministry of Foreign Affairs, representatives of international organizations, students and faculty of the number of higher educational institutions of the capital, experts from research institutes.


Participants and guests of the conference heard with great attention the welcoming statement of President Gurbanguly Berdimuhamedov. In his welcoming message of the leader of the nation emphasizes that "implementing in the country's constitutional reform, scientific analysis of the norms of the Constitution enshrined the legal basis of rapid development and improvement of the state and society, is necessary for the establishment of a modern legal framework of our sovereign country, following on the way of all-round progress."

The conference speakers pointed out that the Basic Law, approved and adopted in the new edition at the meeting of the Elders Council has become an expression of the common will of all people, not only secure its independence for 25 years, but also identified the key areas of progressive, democratic development of the society in the long term perspective. As the inviolable legal foundation of sovereign Turkmenistan, the Constitution reflects the centuries-old dream of the Turkmen of unity, democracy, humanism, patriotism and justice. Core document provides great opportunities to strengthen the foundations of a dynamic state, further improvement of the Turkmen society, proclaims the rights of its supreme value, creates the conditions and provides reliable guarantee for the prosperous life of the people.


The reports indicate that the Constitution of Turkmenistan provides corresponding to the highest international standards of a legitimate base occurring reforms in the country. In the updated Basic Law is found the reflected of democratic principles of division of power, the development of socio-political relations, the activities of the authorities and management system of state-legal institutions.

Special attention is focused on cooperation of Turkmenistan with the United Nations aimed at world peace and sustainable development of all nations of the world. From the first days of independence, the partnership with the specialized agencies of this authoritative organization has become a priority of the direction of the successfully implemented foreign policy, based on the establishment of a fundamentally new architecture of global security, the creation of optimal conditions for global stability, a high level of social and economic development.

Participants of the conference stress that today the Member States and the UN welcomes and fully supports Turkmenistan's peacemaking policy, put forward its important international initiatives focused on searching ways to address the critical problems of the current trends, as well as further strengthening the mutual understanding, the foundations of global security and stability.


The Basic Law of Turkmenistan is secured and recognized by the United Nations the status of neutrality, the acquisition of which our state has assumed greater commitment to the implementation of international standards and thereby determine its approaches to the issue of implementation of international law into national legislation. UN appreciates the constructive status of permanent neutrality of Turkmenistan, which is the core of the foreign policy led by the leader of the nation.

Human rights and freedoms in the Constitution of Turkmenistan are devoted to the special section. The main law of the country comes from the fact that human dignity is absolute and inviolable rights and freedoms belong to the human being from the birth protected by law and the court. To ensure enforcement of human rights and freedoms is the principal obligation of the government. Respect for and protection of human rights is the foundation upon of which it is built the political structure of human freedom and democracy of the state power.
