Coordination of the interstate cooperation in the sphere of design, construction and reconstruction of highways discussed in Ashgabat

The XXXVIII session of the Intergovernmental Council of highway engineers and the International trade union association of the specialists of the transport and road industry took place in the conference hall in the Ýyldyz Hotel. The forum brought together the heads of ministries and highway authorities of the CIS states, representatives of international organizations, associated members of the Council, Turkmen and foreign specialists of core departments as well as experts working in this sphere.

The session in Ashgabat vividly proves the increasing authority of Turkmenistan on the world arena, the recognition of the transport policy pursued by the President of Turkmenistan with the aim to implement the significant economic and transport potential.

The main goal of the Council is to coordinate the works in the sphere of design, construction and reconstruction of highways at the intergovernmental level, ensure the technological unity of the highway system and coordinated development of their infrastructureю

The agenda of the meeting included the issues on the development of agreed-upon road maintenance guidelines, complex settlement of payments in this sphere, introduction of new technologies and materials into the highway industry, etc. The meeting participants exchanged their views on the prospects of developing the transit and transport corridors and increasing cargo carriage volume in the region.

Those speaking during the opening ceremony noted that Turkmenistan that demonstrates high indicators of the social and economic development, created the modern transport and logistics infrastructure of the regional and international level. That is the result of the advanced and forward-looking policy pursued by the President of Turkmenistan with the aim to enhance the mutually beneficial cooperation with all interested foreign partners.

Today, international cooperation is more than ever in demand in such important fields of the global development as transport and communications. Creating high-quality infrastructure has a positive effect on the economic growth, contributes to widening the marketplace and opens up new opportunities for savings by reducing prices for transportation and logistics costs. In this context, the forum participants underlined the importance of issues on regional economic cooperation and integration of the CIS countries, in particular, the most efficient use of highways for sustainable and stable development of the regions.

Along with this, it was noted that highway bridges that will become an essential element of the international network of transport communications were widely built in Turkmenistan. This is an important step in efficient use and expansion of regional and inter-regional transport routes through Central Asia. In general, the implementation of large-scale projects in this area will provide the CIS countries and the Central Asian region with favorable conditions for transit.

A number of major projects aimed at optimizing the traffic flows in the Eurasian space are implemented within the framework of the national programmes on the development of all sectors of the national economy in our country. Together with the countries in the region and the relevant UN and OSCE agencies, Turkmenistan actively develops such promising transport corridors as the North-South and East-West, which are to be a reliable bridge of cooperation and development of trade and economic relations between the countries on the continent. In this regard, the meeting participants focused on the timeliness and importance of the forthcoming first Global Conference on the sustainable transport system to be held in Ashgabat in November. The forum will contribute to the further development of mutually beneficial international cooperation in this important area.

Speaking about the development of the highway infrastructure, specialists from Turkmenistan noted that new projects on construction and reconstruction of highways have never been implemented with such paces. Moreover, within the framework of complex works, the engineering and communication networks will be changed, new road safety system will be introduced as well as electronic information boards, LED-monitors will be installed along the roads. All this will contribute to optimizing the traffic flows and increasing the capacity of the road network given the growing number of vehicles as well as improving the safety level on the roads.

The world standard is the main feature of the Ashgabat-Karakum-Dashoguz and Turkmenabshi-Ashgabat-Farab highways laid across the country.

The issues on labour protection and safety, training of specialists, advanced technologies, materials, equipment and mechanisms in the road industry were considered during the XXXVIII session of the Intergovernmental Council of highway engineers.

The Protocol signed up on the outcomes of the meeting focused on the priority areas of road industry development in the CIS states and the Central Asian region.
