Ashgabat hosts the meeting of the Interdepartmental Commission on Implementation of International Obligations in the field of Human Rights

The process of a system of monitoring development of national human rights action plans is discussed at the seminar by the members of the working group of Interdepartmental Commission on implementation of international obligations in the field of human rights and international humanitarian law. The workshop brings together international experts Sinisa Milatovic and Swaraj Nath, organized with the support of the UN Development Programme in Turkmenistan.

Thanks to the political will of President Gurbanguly Berdimuhamedov, our country consistently and steadily follows the course of the democratization of society, proclaiming human rights and freedoms as the supreme value. Turkmenistan has acceded to a number of key UN conventions in the field of human rights, and also participated in the implementation of sustainable development goals.

An important step towards improving the national system of promotion and protection of human rights is the adoption in 2015 of the National Plan of Action for Gender Equality 2015-2020, in January 2016 - National Plan of Action for Human Rights in Turkmenistan for 2016-2020 and in accordance with the Decree of the President of Turkmenistan, the National action plan to combat human trafficking for 2016-2018 years, which demonstrates the commitment of our country to national, regional and international principles of human rights, approved in March 2016. National action plans is a specific guide to action of all branches of government and civil society organizations to ensure human rights and freedoms, implementation of international humanitarian law in the legislation of Turkmenistan and legal practice. It is important to note that the activities and indicators defined in the plans contribute to the achievement all 17 goals of sustainable development.

Having passed the program documents in the field of human rights, Turkmenistan has taken concrete steps to implement them. The achieved results will determine the monitoring and evaluation system. The relevant structures and mechanisms for this is already exist. It has been gained some experience in data collection and built up the capacity of experts in the field of monitoring and evaluation of the implementation of commitments. At this stage, the task of developing a common system of monitoring concept in accordance with international standards and the definition of the algorithm of actions for the effective use of available capacity.

Having analyzed the international practices and by conducting comparative analysis, the participants together with international experts discussed step by step measures to develop an improved system of monitoring of national plans of action for human rights. The potential areas have been identified to support Turkmenistan in achieving the set goals.
